Description — Patriot Mods
This funding line is a key enabler of the Army Modernization Priorities in support of Air and Missile Defense. The PATRIOT Mods program implements critical capability, readiness and sustainability modifications to the weapon system, maintains Integrated Logistics Support, and supports materiel solutions to counter cybersecurity and electronic warfare shortcomings to all elements of the Lower Tier Battle Space. Required modifications are identified through various means to include: validated requirement documents such as the Capability Production Document (CPD), Capabilities Development Document (CDD), and the Operational Needs Statement (ONS); material changes supported by improved operational effectiveness as identified in the PATRIOT Product Improvement Program (PIP); material deficiencies identified in the field; obsolescence mitigation; emerging technologies; software improvements related to warfighter machine and crew interface requirements and communication upgrades. Modifications outlined below are critical to maintain capabilities in the field for enduring PATRIOT components, or are critical in support of the transition to an Army Integrated Air and Missile Defense (AIAMD) in convergence efforts with the Integrated Battle Command System (IBCS). FY 2026 PATRIOT Mods funding supports International Engineering Services Program (IESP); Integrated Logistics Support (ILS); System Engineering and Technical Analysis activities supporting Reliability, Availability, and Maintainability (RAM) Mods; Recapitalization (RECAP); Battery Command Post/ Tactical Command System /Computer Software Module (BCP/TCS/CSM) Mod; Assured Position, Navigation, and Timing (APNT), continued unit ONS fielding support while awaiting the Army standard solution, Report Rocket Classification and Army Capabilities Manager (ACM) Priorities. 1. RAM modifications provide resolution to field failures which are identified through component analysis, field data collection, obsolescence issues and emerging technologies which are prioritized based on readiness and Operations and Support (O&S) impacts. This effort includes the engineering, acquisition, qualification testing, installation, technical support and training device upgrades associated with modification and design changes which are essential to stabilize the system at the highest readiness posture available and reduction of O&S. Kit quantity is based on expected Engineering Change Proposals (ECPs) to be applied to Major End Items (MEIs). Quantities will be procured at an optimized rate utilizing price advantage created through contract negotiation, other service procurement, and/or foreign military sales into a buy-to-budget procurement strategy. 2. Recapitalization (RECAP) Modifications (1 battalion/year) include critical upgrades including but not limited to: Family of Medium Tactical Vehicles (FMTV), PATRIOT-unique prime mover obsolescence mitigation, Depot Maintenance Plant Equipment (DMPE), Harmonic Generator Kits, Post Deployment Build 8.1 (PDB-8.1) and Hardware (H/W), Cryptographic Modernization Kits, Missile Segment Enhancement (MSE) Launching station upgrades; Radar Digital Sidelobe Canceller upgrade, Radar Weapons Control Interface Unit (RWCIU) obsolescence mitigation, Radar Search/Track Microwave Front Ends modernization, Radar Peripheral Electronics Assembly (PEA) box modernization, Electronic Power Plant (EPP) obsolescence mitigation, and Cooling Liquid Electron Tube (CLET) kits. These modifications are synchronized within the RECAP program. RECAP is a battalion set, resulting in a more supportable, reliable, and capable unit in the force. 3. Digital Exciter (DEX) is an obsolescence mitigation effort to the Patriot Radar's Analog Exciter (AEX). Thirty total DEX Kits will be produced to ensure the operational Patriot capability is able to be retained until full divestment by LTAMDS. 5. The Air Defense Interrogator (ADI) TPX-57 uses an Interrogator Reply Processor (IRP) card that is obsolete. To mitigate the obsolescence and to be compliant to the Position, Navigation, and Timing (PNT) Reference Architecture (RA) v1.0, Patriot began the nonrecurring engineering for the integration of the AN/TPX-57A(V)1 Identify Friend or Foe (IFF) interrogator which was defined in the Patriot Assured PNT Strategy document to be the next generation upgrade for the ADI TPX. The current internal PNT card is removed and replaced by an external Next Generation Global Positioning System (GPS) solution. 7. The Battery Command Post/Tactical Command System/Computer Software Module (BCP/TCS/CSM) effort continues the development of the Capabilities Development Document (CDD) required Battle Management, Command, Control, Communications, Computers, and Intelligence (BMC4I) capability to maintain compatibility with tactical software enhancements, while enhancing and improving the defense design and planning capabilities for the PATRIOT warfighter. This includes systems engineering, software requirements, software design/code/test and independent validation and verification testing. This effort also provides Integrated Logistics Support, required due to the large amount of Commercial-Off-The-Shelf components, of the 62 Battery Command Posts and 17 Tactical Command Systems. Additionally, this effort supports the BCP/TCS/CSM fielding upgrades for each PATRIOT Post Deployment Build update. Note: Quantities procured and installed in prior years. 8. The Tactical Planner Workstation Augmentation Support provides for Subject Matter Expert training augmentation to assist in training the Schoolhouse trainers (Train the Trainers) with advanced concepts, capabilities and processes for training the full capabilities and uses of the Tactical Planner Workstation (TPW) software for the Schoolhouse and Deployed Units. This training is an augmentation to the NET training enabling trainers to receive advanced training for full capability of the TPW software. 9. PATRIOT's International Engineering Services Program (IESP) is a US chartered multi-national cost sharing program which allows the current 17 FMS partners to contribute toward common, non-RDTE engineering activities required to sustain PATRIOT capability. This cost share program structure is at a ratio of 2:1 FMS dollars to USD investment. Consolidated funds provide essential engineering services toward enhancing PATRIOT fleet readiness for both the United States Army and International partners. Significant cost avoidance is achieved by sharing expenses that would otherwise be fully funded by the United States to achieve the same result. 10. Logistics Recurring includes all aspects of Integrated Logistics Support (ILS) management, e.g., maintenance support, facilities, personnel, training, testing, and fielding. 11. Report Rocket Classification: The modern Air and Missile Defense environment contains a wide variety and large quantities of TBM and rocket threats. This task provides situational awareness for operators and allows for greater efficiency in management of interceptor inventories in the complex AMD environment. 25. Assured Position, Navigation and Timing (A-PNT) (Mod Item 25 of 28) - Purchases integrated Project Manager (PM) PNT M-code capable hardware for integration on Patriot Major End Items (MEI). Effort supports mandated FY 2011 National Defense Authorization Act; public law 111-383 Sec. 913. .

FY 2026 procurement dollars in the amount of $757.800 million support the modifications for Reliability, Availability, and Maintainability Modifications (RAM Mods), Recapitalization (RECAP), Battery Command Post/ Tactical Command System/ Computer Software Module (BCP/TCS/CSM), PATRIOT Radar Digital Exciter, Report Rocket Classification, Assured PNT, the Tactical Planner Workstation Augmentation, and Communications Obsolescence. FY 2026 procurement dollars will also fund the Air Defense Interrogator (ADI) TPX 57 Obsolescence, IESP, system engineering, program management, launcher hardware and logistics support. Increase from FY 2025 to FY 2026 of $588.842 million results from the addition of IAMD Mix Study funding supporting PATRIOT Readiness Requirements.
