Description
Description — Deep Subm Sys Proj (DSSP) Equip
The Undersea Special Mission Systems Program, formerly Deep Submergence Systems Program (DSSP), is responsible for the procurement, life cycle support, improvement and modernization of assigned platforms and programs. The Undersea Special Missions Systems Program provides for the procurement of equipment to support the establishment and maintenance of fleet capability for a number of programs which perform submarine rescue, escape, search, inspection, and object location and retrieval from the ocean environment. Submarine escape and rescue procurements replace obsolete, non-supportable equipment and subsystems through phased improvement and modernization projects. These projects may include special ship alterations, field change kits, and design corrections. FY2026 funding provides modernization of special mission systems to include the Navy's only Submarine Rescue System (SRS) assets. Modernization of SRS is required to address known reliability and obsolescence issues and support the planned minimum 15 year system service life extension prior to SRS's end of life and inoperability. SOURCES: The sources for these acquisitions are limited. There are few private companies actively engaged in deep ocean engineering and even fewer with the specialized certifications, experience, knowledge, and facilities to meet the exacting requirements of submarine escape and rescue. Accordingly, sole source contracts are sometimes required; however, where possible, contracting via open competition is utilized. [P40A / HJ030 - RESCUE SUPPORT EQUIPMENT]: INTERVENTION SYSTEMS (REMOTELY OPERATED VEHICLE (ROV)/SRS/SUBMARINE RESCUE CHAMBER (SRC) Intervention assets (ROV) are required to support the SRS and SRC world-wide rescue capability mission. Intervention assets are used to clear disabled submarine's seating surfaces, attach the SRC downhaul cable, attach salvage fittings, deliver emergency life support stores, and assess distressed submarines. The ROV is an unmanned system that reduces operational risk from the previous Intervention Assets that were a manned system, Atmospheric Diving System (ADS); transition from ADS to ROV has occurred and is in-service. SRC provides shallow water un-pressurized rescue capability. SRS is the deep water pressurized rescue ready system for the U.S. Navy. SRS was delivered in increments; the Submarine Rescue System-Rescue Capable System (SRS-RCS) completed OPEVAL in FY08, and the final component of SRS was the Transfer Under Pressure (TUP) or Submarine Rescue System-Submarine Decompression System (SRS-SDS) which has been delivered and completed Initial Operating Capability (IOC)/Final Operating Capability (FOC) in FY2019.
Justification
Justification — Deep Subm Sys Proj (DSSP) Equip
FY 2026 funding is to continue the U.S. Submarine Rescue System (SRS) modernization and upgrade. Funding levels required in order to meet fleet wholeness requirements for resiliency related to submarine rescue system critical items, sparing, and operational availability and crucial field changes. FY2026 increase over FY2025 supports scheduled procurement of those technologies and subsystems developed in previous years that support the modernization of SRS, to include the procurement and implementation of condition-based maintenance into the system to increase operational availability. Navy added these additional resources to provide a credible SRS for our sailors and ally partner nations. The FY 2026 request was reduced by $.007 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
