Description

Description Strategic Platform Support Equip

Funding in this P-1 line provides for the procurement of tactical Hull, Mechanical and Electrical (HM&E) equipment that will be installed aboard ships and in the facilities at the TRIDENT Refit Facility (TRF), Navy Intermediate Maintenance Facility (IMF) and TRIDENT Training Facility (TTF). TRF and Navy IMF are dedicated shore support facilities providing a full range of industrial support. TTF provides realistic training experience in operating and maintaining shipboard equipment for the OHIO Class (SSBN/SSGN) Submarines crews. SSBN/SSGN Submarines operate with two separate crews and TTF is critical in maintaining proficiency and certification for continued at-sea operations when not underway. The magnitude of this funding line is driven by the operational need for modernization and safety alterations. Funding in FY26 supports procurement and installation of critical Ohio Class HM&E Modernization including the additional mitigation efforts of a Missile Compartment Thermal Event (MCTE) to include Passive Fire Protection, and procurement of Electrical Hull Penetrators (EHPs). HM&E Modernization funding enables PMS396 to respond to fleet requests for HM&E modernization for safety and reliability alterations. Allows for continued operation and increased supportability of systems, such as Obsolete Equipment Replacement for Ship Control Subsystem upgrades, Life Support Systems upgrades, Torpedo Tube Fiber Optic Interface Upgrade, SSBN TRIDENT Planned Equipment Replacement Program (TRIPER) Obsolescence, SSBN Emergency Diesel Generator (EDG), EDG Rotatable Pool program, and Emergency Diesel Generator Control Panel (DGCP). Funding in this P-1 line also provides funding for Non-Propulsion Electronics Equipment (NPES) that will be installed aboard TRIDENT Class submarines as part of the Obsolete Equipment Replacement (OER) Program. Beginning in FY25, all requirements are re-aligned under Budget Line Item 0950 due to the zero-sum transfer of funds from Budget Line Item 2676 into 0950. OER Program is the replacement of existing hardware/software that, though functional, has become operationally obsolete, is no longer in production or supportable with spare parts, or has a high failure rate making them no longer cost effective to maintain. OER hardware/software changes are expected to provide significant cost savings via reduced maintenance costs and use Commercial-Off-The-Shelf (COTS) technology wherever possible as long as all technical requirements are met. This funding line includes performance of the required fully integrated system level testing and certification of changes to the TRIDENT Combat systems prior to installation of the changes on the ship. Integrated testing and certification provide assurance that when the changes are installed in the ship, the TRIDENT Combat system will operate as designed, allowing the ships to maintain their operational schedules and mission capabilities. [P40A / HH009 EQUIPMENT HM&E & SWS/SS ALTERATION]: This provides for the replacement of obsolete equipment to maintain or increase mission capabilities, replacement/modification of equipment identified as unreliable to reduce fleet maintenance, or correct safety items on board OHIO Class Submarines and at dedicated Shore Support Facilities. This line provides equipment procurement and installation, technical planning, training, and associated resources. [P40A / SCS SHIPALT DEV AND SUSTAINMENT]: Ship Control System (SCS) resolves interoperability issues and provides periodic system upgrades to mitigate obsolescence. [P40A / SWSS (VAMP MOD 3)]: SSBN Strategic Weapon Support Systems (SWSS) program maintains the SWSS surveillance, modernization and obsolescence management program. This line monitors and predicts SWSS obsolescence issues and plans for program modernization to ensure OHIO class submarines continue to meet mission requirements until replaced by the COLUMBIA Class. Items anticipated may include; Harvesting Critical Components, Reverse Engineering, Form-Fit-Function replacements, providing lifetime buys, providing component-level SHIPALTs (reactive). This includes the development of SWSS Ventilation and Alarm Monitoring Panel(VAMP) MOD 3 solution, which modernizes the equipment to ensure the SWSS program continues to effectively function. [P40A / SWSS Sustainability]: Complete Non-Recurring Engineering (NRE), Ship Alteration Development and qualification for replacement of major Strategic Weapons Support Systems (SWSS) components and systems. Modernizes OHIO Class submarines SWSS with COLUMBIA technology. The SWSS System is a 1970's analog system that requires modernization to support SSBN. Current OHIO SWSS components will not support end of service life (EOSL). Identification of SWSS obsolescence issues continues to increase as the equipment ages with no advanced warning. The inability to obtain parts are impacting Ao of the SWSS after workarounds have been exhausted. Failure to address obsolescence results in loss of system capability, reduction in Ao, and impacts the ability of the SSBN platform to achieve the 42-year service life. Replacing obsolete SWSS OHIO class components with qualified COLUMBIA class technology minimizes development and qualification effort, mitigates occurrence of unexpected obsolescence issues, and establishes common equipment baseline for remainder of fleet service life. [P40A / Ohio Class HM&E Modernization]: OHIO Class Hull, Mechanical and Electrical (HM&E) Modernization funds initial cost estimates and planning as well as resolutions to safety, obsolescence, and interoperability issues for lower cost efforts that will not be tracked independently. Previous budget cycles prioritized funding away from this line to other HM&E modernization efforts resulting in a growing backlog. TRIDENT Hull, Mechanical and Electrical systems require modernization for systems safety to address key sustainment issues. These efforts are considered must-fund to address safety, reliability, and Ao risks. Provides funding to support design and development of safety and reliability efforts to address sustainment or obsolescence issues. [P40A / Missile Compartment Thermal Event (MCTE)]: Missile Compartment Thermal Event (MCTE), commences in FY24, providing for non-recurring engineering (NRE) and alternation (ALT) development, installation material, and installation of equipment (lockers, detectors, cabling) and structural/system modification (bulkheads, piping, valves). Alteration mitigates a high-risk vulnerability identified on strategic assets by providing defense-in-depth (preventing a fire, detecting a fire, containing a fire, suppressing a fire, extinguishing a fire, and slowing the heat transfer to the Missile Tubes). Beginning in FY26, this line also funds procurement and installation of Passive Fire Protection (PFP) materials (Promat microporous insulation wrap and NoFire A18-NV coating intumescent paint) on all SSBN missile tubes. Passive Fire Protection provides ample mitigation to reduce the risk associated with a sustained thermal event in the Missile Compartment to an acceptable level. Job hazard analysis estimates an unprotected tube will reach the critical temperature in 27-28 minutes while a fully protected tube will take ~300 minutes. The PFP solution was briefed to and accepted by all stakeholders at the Three Star Missile Compartment Thermal Event brief on 10 October 2023. PFP minimizes the potential impact caused by a Missile Compartment thermal event to the strategic deterrence mission. [P40A / Electric Hull Penetrators]: Beginning in FY26, this line funds the procurement of Electrical Hull Penetrators (EHPs) at the rate necessary to support current fleet demands based on historical failure rate of 1 EHP/Hull/QTR. There is currently zero-stock NSS EHPs for SSBNs. Lack of stock is creating delays in the installation/repairs of equipment, deferred maintenance and preventing continued effort of Depth Mode Noise (DMN) investigation, degrading Strategic Weapons Systems (SWS) Navigation Subsystem accuracy. This effort replenishes the stock. The failure of these components themselves is a great risk to the safety of the ship given the opportunity for severe water damage. Addresses the need to support the DoD's #1 mission, Nuclear Strategic Deterrence. [P40A / Heat and Smoke Detection Annunciator Network (HASDAN)]: HASDAN modernization resolves a high-risk vulnerability noted for OHIO Class strategic weapons system spaces to detect and respond to a major fire in a low manning condition (i.e. refit or overhaul) situation. An installed fire detection system alleviates this vulnerability by allowing for rapid recognition and response to a fire casualty. Investment in this modernizations will mitigate production/manning costs to establish/disestablish temporary systems during repair/modernization periods. [P40A / Life Support System (LPE) Procurement]: The Submarine Life Support System provides necessary design/development, procurement, and installation efforts to address required modernization changes to the Submarine Life Support Systems. Oxygen Generators are necessary for life support and to maintain submarine stealth while on mission. This funding currently funds replacement of the Electrolytic Oxygen Generator (EOG) with a Low Pressure Electroyzer (LPE) on both SSBN and SSGN submarines. The LPE produces oxygen at low pressure, eliminating the need for high pressure oxygen storage. There will be two LPEs on each SSBN/SSGN Class submarine. EOG's must be replaced by LPE's on OHIO SSBNs to ensure they can sustain current operational availability requirements through their 42 yr service life. Therefore, procurements are driven by the OHIO Class maintenance period schedule. The replacement of the EOG with the LPE must be done during a major maintenance availability due to the time to complete the installation. Future efforts will include design and development efforts for the Central Atmosphere Monitoring System (CAMS) sustainment for SSGN/BN classes. [P40A / Combat Control System (CCS) Revision Eng/Cert Test]: This program develops upgrades to legacy systems to maintain required interface connectivity to other Program Acquisition Resource Manager (PARM) managed subsystems in response to PARMs modernizations, or to address obsolescence, or where mandated requirement changes (example Cyber Security) drive changes to hardware or software. [P40A / SSBN Legacy CCS Modernization]: This program is critical to maintaining OHIO Class SSBN operational to the end of service life and delivery of COLUMBIA Class SSBN replacements. The program resolves Data Processing Subsystem (DPS) obsolescence issues and conjunctively supports the upgrade of the SSBN legacy CCS to the Submarine Warfare Federated Tactical Systems (SWFTS) architecture common with the SSN/SSGN classes. Collectively, the DPS and SWFTS upgrades modify Fire Control, SONAR, Voyage Management System (VMS), RADAR, Tactical Navigation, and Periscopes, and collaterally impact Ship Control, Monitoring Subsystem, and interfaces to ship sensors such as speed, depth, and Extremely High Frequency Satellite Communication navigation data. The DPS upgrade includes replacing all UYK-43 computers, DPS workstation, TRIDENT Signal Data Converters (TSDC), and the UGC-143 with a modified Electronic Control Display Unit (ECDU). The ECDU is common equipment on VA Class and planned for the COLUMBIA Class. The ECDU requires hardware and software development to interface to the Strategic Weapon System (SWS) Navigation and maintain critical Ship to SWS interface requirements. The ECDU and all the associated CCS architecture modifications are required to be installed conjunctively with SWFTS. Continued operation of the SSBN strategic mission will require the implementation of the ECDU upgrade along with the SWFTS upgrade. [P40A / TT Fiber Optic Interface Upgrade]: New weapons systems such as the MK 48 Mod 8 / Mod 9 torpedo use a fiber optic guidance wire interface rather than the legacy copper wire system. This requires installation of a new torpedo tube penetrator. Funding is required to design, procure, and install new penetrators on all in service SSBNs. [P40A / SSBN TRIPER Obsolescence]: TRIDENT Planned Equipment Replacement (TRIPER) program for Hull, Mechanical and Electrical systems require modernization to address key sustainment issues. HM&E systems on these boats have been maintained utilizing modernization at the lowest repairable unit to address obsolescence issues. This funding will resolve specific issues related to HM&E systems no longer supportable. [P40A / SSBN Emergency Diesel Generator (EDG) Sustainment]: TYCOM, NAVSEA 08, NAVSEA 05, SSBN PEO priority tasking for modernization efforts related to risk reduction for Emergency Diesel Generators. Efforts focus on reducing hard shutdowns, improving lubrication from cold start, and resolving obsolescence issues. Funding provides for NRE and ALT development of multiple EDG upgrades, procurement of installation material, and onboard installation of equipment to include structural/system modification to support installation. [P40A / EDG Rotable Pool Program]: The Emergency Diesel Generator (EDG) Rotatable Pool is critical to reducing risk to availabilities by ensuring long-lead time parts are kitted and available for execution. Funding will also go towards resolving TRIPER components that are coming to the end of economic reparability that are no longer available for procurement and require engineering efforts to resolve obsolescence. [P40A / SSBN EDG Modernization - DGCP (Control Panel)]: Emergency Diesel Generator Control Panel (DGCP) replaces an obsolete system. This modernized, digital DGCP, will replace the legacy DGCP and address numerous obsolescence issues within the cabinet itself. This effort enables improvement such as Reverse Power Monitoring and logging, Main Bearing Temperature logging and alarms, and Firing Temperature and Pressure alarms and logging, and vibration monitoring, logging, and analysis. Ao improvements are expected due to a combination of having parts available instead of rolling cannibalizations and the early identification of negative trends within both the Diesel and Generator components. EDG alterations will modernize the diesel and generator monitoring systems, addressing the concerns of COMSUBFOR, NAVSEA 08, and NAVSEA 05. [P40A / Oversight - AIT Installation Support (SIB)]: Submarine Industrial Base (SIB) funding for required SSBN oversight and availability execution associated with Alternation Installation Team (AIT) installations. [P40A / HH012 EQUIPMENT HM&E TRIDENT ENGINGEERING AVAILABILITY]: TRIDENT Engineered Availability (EA) support funding is required to provide system engineering, technical, logistic and configuration management support for all accomplished modernization during the SSBN 726 Class Submarine Engineered Availabilities (EAs). This program also provides funding for Quality Assurance (QA) oversight and certification by Supervisor Of Shipbuilding, Groton (SOS Groton) of SHIPALTS performed by Electric Boat Corporation (EB), provides funding to the Planning Yard for Configuration Record change and Liaison Action Request processing, and Selected Record Drawings mark ups for SHIPALT-related work, accomplishment of availability work package requirements assigned to the Planning Yard such as Design Review hanger inspections, Integrated Logistic Support product updates, and Configuration Overhaul Planning Product development and distribution for each availability. The program also provides funding for NUWC Newport system-level final end-to-end certification test development and onboard test conduct and analysis to support end of CNO availability certification of entire Command and Control system as ready for sea and strategic deployment. This system-level engineering support is provided during Extended Refit Periods (ERPs) and Maintenance & Modernization Periods (MMPs).

Funding in FY26 supports procurements of Electrical Hull Penetrators (EHPs), a re-stock effort to support failure rates and procures materials for the Missile Compartment Thermal Event (MCTE) Passive Fire Protection program. Additionally, increased funding in FY26 supports procurement and installation of critical Ohio Class HM&E Modernization. HM&E Modernization funding enables PMS396 to respond to fleet requests for HM&E modernization for safety and reliability alterations. This allows for continued operation and increased supportability of systems, such as Obsolete Equipment Replacement for Ship Control Subsystem upgrades, Torpedo Tube Fiber Optic Interface Upgrade, SSBN TRIDENT Planned Equipment Replacement Program (TRIPER) Obsolescence, Low Pressure Electrolyzer (LPE) fielding and EDG Rotatable Pool program. Emergent EDG failures caused over 1600 lost days of OHIO Class Ao outside of availabilities from FY16-21. A rotatable pool of EDG parts will reduce risk to EDG Renewals within all SSBN ERPs. The FY 2026 request for Strategic Platform Support Equipment includes $38,039 thousand of discretionary and $15,701 thousand of mandatory (reconciliation) for a total of $53,740 thousand. The mandatory funds the OHIO Class HM&E Modernization efforts, Electric Hull Penetrators Procurement, Life Support System (LPE) Procurement, and partially funds SWSS Sustainability efforts in FY 2026. Further information for this reconciliation request is provided in Section 200010 (Readiness) of the Reconciliation Exhibit. The FY 2026 request was reduced by $.604 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
