Description

Description DDG 1000 Class Support Equipment

DDG 1000, a multi-mission surface combatant, will serve as a versatile asset in the context of future Naval Strategy. Armed with an array of weapons, DDG 1000 will provide the Joint Force Commander with precision strike and volume fires. Designed with sustainable payload, multi-spectral stealth and optimal manning, DDG 1000 will take the fight to the enemy with unprecedented striking power. The program is continuing to integrate the Conventional Prompt Strike (CPS) weapons system onto the Zumwalt class. CPS integration is a top CNO priority that enhances the Navy's lethality by providing a critical hypersonic attack capability to prevail in Great Power competition. This naval surface hypersonic strike capability will allow the Zumwalt class to conduct independent forward deployed operations and prosecute deep-inland, time-critical, soft and medium-hardened targets in a contested environment. Additionally, when combined with the low observable characteristics of the Zumwalt platform, CPS enhances a uniquely lethal and survivable naval surface platform. The Zumwalt Class will enhance U.S. conventional power projection by providing an independent forward deployed strike platform, with longer range, shorter time of flight, and higher survivability against enemy defenses compared to current capabilities. The Navy will integrate CPS into USS Zumwalt (DDG 1000) and USS Michael Monsoor (DDG 1001) during Building Yard Modernization Periods (BYMP) instead of traditional Docking Selected Restricted Availabilities (DSRA). This shipyard period type maximizes learning and efficiency in order to speed the capability to the fleet. The program will integrate CPS into Lyndon B. Johnson (DDG 1002) during new construction, prior to the ship's arrival in homeport and prior to installation of CPS on DDG 1001. Full CPS operational capability on Zumwalt Class is achieved once CPS is installed in all three ships and they are turned over for Fleet operations. DDG 1000 and DDG 1001 are commissioned ships and the CPS installations for these ships is budgeted with Other Procurement, Navy (OPN) funding. DDG 1002 CPS installation is budgeted in Shipbuilding & Conversion, Navy (SCN) funding. Advanced Payload Modules (APM) are interchangeable end items and are budgeted in OPN. The program provides for DDG 1000 combat system hardware/equipment suite technology refresh to support obsolescence management and address reliability, maintainability & availability (RM&A) issues following fielding. Combat System hardware will be over a decade obsolete at the time of delivery. Active management of commercial off-the-shelf (COTS) obsolescence via hardware/equipment technology refresh will be required to ensure Zumwalt class ships reach their design service life. Additionally, the program will sustain and upgrade in-service Zumwalt ships in order to achieve their Expected Service Life (ESL). Upgrades will be mission capable in countering current and projected threats, improve operational capabilities, and comply with requirements. [P40A / DDG 1000 Class Product Improvement]: Funding provides engineering changes to the Combat System necessary to address component obsolescence, recurring cybersecurity requirements and a 20-module SM-6 capability on DDG 1000, during her BYMP. This effort develops or updates drawings and technical documentation, develops work specifications and technical documentation to integrate planned changes into the baseline design. Material will be procured, kitted, delivered and installed on the ship. Planning, prioritization and installation of ship alterations (ShipAlts) will be done during maintenance availability periods within the Fleet Modernization Program. Logistics product updates are provided to ensure latest ship's crew proficiency and understanding. Funding also supports software licenses and associated cyber security hardware, necessary to prevent vulnerabilities. Procures shipboard assets as well as Zumwalt Training Facility updates, to maintain similar configuration. [P40A / Critical Cybersecurity Upgrades and Improvements]: The TSCE integrates all the ship's sensors and weapons into a cohesive Combat System (CS). Funding is required for engineering and hardware procurement to support Windows 10 Upgrade, Linux Kernel Integrity Validation tool, and Secure Data Distribution Services. Windows 10 upgrade is necessary to prevent cyber security vulnerabilities and is mandated by OPNAV requirements. Linux Kernel Integrity Validation provides methods for detecting malicious activity (including "Zero-day" attacks) in order to keep pace with ongoing threats. Secure Data Distribution Services provides detection and countermeasure capabilities to ensure data confidentiality and integrity. Funding supports procurement of shipboard assets for deployment capability and configuration alignment with the ZUMWALT Training Facility. [P40A / TSCE Diminishing Manufacturing Sources & Material Shortages (DMSMS)]: FY24 funding supports DDG 1002's SPY-3 refurbishment, including procurement and replacement of failed or obsolescent materiel. DDG 1002's SPY-3 array was previously utilized on self-defense test ship, requiring refurbishment prior to install on DDG 1002. FY25 OPN funding is required to procure ZUMWALT Class ships network and computing equipment to address obsolescence and DMS concerns to sustain the ZUMWALT Class TSCE and minimize total operation costs. Funding is required to maintain ship readiness; without funding, obsolescence in ZUMWALT Class network and computing environments will impact the ship's ability to get underway and decrease capacity for sparing. Non-recurring engineering (NRE) is based on SD-22 solution costs adjusted for inflation for current and predicted obsolescence. Funding for TSCE DMSMS funds projected and unplanned DMSMS Cases, both life of type buy and redesign of major components within TSCE. Current DMSMS percentage of the TSCE configuration is 85-95% obsolete. DMSMS cases will increase in severity as components within the system become end of life. The current configuration requires support through FY27 until TSCE modernization commences on the final ship. [P40A / TSCE Modernization Engineering]: Combat system computing infrastructure (data centers, network infrastructure & communications devices) is more than a decade old and requires extensive modernization and technology refresh to sustain operations, mitigate obsolescence, provides a hardware baseline and software development processes that align to Integrated Combat System efforts. Funding provides non-recurring engineering labor necessary for integration, testing, and deployment of new computing hardware and peripherals. FY23 funded software architecture development to adapt the combat system software to the upgraded hardware configuration. The increase in FY24 funds detailed design of hardware configuration, migration of the software baseline into a containerized architecture, and lab integration of modified software with new hardware, as well as software and hardware engineering to address any issues discovered during testing. Thorough lab integration is required prior to installation of shipboard equipment starting in FY25. The Zumwalt-class Operational Availability (Ao), as specified in the Operational Requirements Document (ORD), is the driving requirement for TSCE modernization. Additionally, the program is procuring life-type buys to support the ships through the start of DDG 1001 availability in FY26. [P40A / TSCE Moderization Lab Equipment]: Funding provides network and data center equipment at both the OEM lab and the Zumwalt Training Facility to represent the tactical configuration for the purposes of integration, testing, support, and training. Network equipment encompasses routers, switches, wireless access points, and a variety of audio/visual peripherals for communication and security. Data center equipment includes core processing, data storage, and encryption devices. This ship-representative equipment is also necessary for troubleshooting any issues that are discovered on the ships, in order to provide continuous fleet support. [P40A / TSCE Modernization Procurement]: Follow-on TSCE modernization procurement for DDG 1001 occurred in FY25; the Navy is currently assessing the plan for DDG 1000 as shipset funding is still required. TSCE Modernization hardware procurements are phased based on the 23 month procurement lead time. [P40A / HM&E Land Based Test Environment (LBTE)]: Procure material and equipment for LBTE will lead to greater understanding and competency for DDG 1000 controls systems and will lead to less dependency on the Original Equipment Manufacturer (OEM) to provide life-cycle support for hardware, software and cyber security. [P40A / Data Center Lab (Combat System Maintenance and Hardware)]: Funding is to populate the contractor's software development lab with tactical element hardware and to establish a government integration lab. Currently the contractor's lab is utilizing DDG 1002 assets (SGS/AC, CDLMS/NGC2P, IFF, etc.), which will be removed to support DDG 1002 combat system installation during the combat availability. To maintain the contractor lab capability, additional hardware will need to be procured. [P40A / Electro-Optical / Infrared (EO/IR) Sensor]: DDG 1000 is a low radar cross section (RCS) vessel that utilizes EO/IR tactically. In conjunction with NAVSEA 05 and the Technical Warrant Holder (TWH), conducted a study of available EO/IR sensors and have selected the compliant sensor available to meet both the RCS and EO/IR functional requirements of DDG 1000. [P40A / C4I (Business) Network Sustainment]: TSCE includes a C4I (business) network, which currently resides on an unsupportable Windows 7 operating system with no sustainment plan in place. Funding will upgrade the current C4I (business) network from Windows 7 to Windows 10, procure licenses, and replace laptops. Critical Cyber security Upgrades and Improvements funded the upgrade of the TSCE to Windows 10. This did not fund upgrades to any of the applications that utilize the TSCE network such as COMPOSE 4.0.1, GCCS-M, NGC2P, etc. Since there is no program of record support for COMPOSE 4.0.1 as installed on DDG 1000, this funds an upgrade to COMPOSE 4.0.1 to Windows 10, and provides a sustainment path for this system. [P40A / Radar Absorbing Material (RAM) and Composite Sustainment]: Recurring OPN is required to procure, install and repair RAM on board the DDG 1000 Class. [P40A / MK 57 CEU Technical Development Package]: Funding required for engineering development efforts to prepare and approve the DDG 1000 class MK57 universal canister electrical unit (UCEU) technical data package (TDP). The TDP is necessary to issue a build-to-print request for proposal to industry, for development and test the UCEU hardware. Naval Surface Warfare Center Dahlgren will be the primary activity developing the TDP. The procurement and testing of the UCEU will be funded from OPN LI 5231 Ship Missile Support Equipment. [P40A / Common Electric Module Shock Kits]: Common Electric Module Shock Kits (CEMs) - Shock kits procured in FY21 to support CEM upgrade from obsolete version 2.1 to 4.0. These shock kits were necessary to ruggedize the new CEM 4.0 modules within the enclosure. CEM 4.0 upgrade has since been implemented across the class, and now gives the crew ability to sustain the Common Display System, operate and maintain the TSCE system, and continue activation of the ZUMWALT combat system. [P40A / DDG 1000 SM-6 Integration]: Integration of SM-6 capability. Funding required for TSCE Integration (OPN), testing, and Live Fire Testing (RDT&E). Funding will procure the Vertical Launch System Global Positioning System Integration (VGI) components for the necessary ephemeris data. [P40A / DDG 1000 NTCDL Integration]: Upgrade Tactical Common Data Link (TCDL) to Network Tactical Common Data Link (NTCDL) by removing TCDL from the ship's 07-level and replacing with deckhouse mounted NTCDL. TCDL is a Commercial Off-The-Shelf (COTS) antenna which Naval Information Warfare Systems Command supports whereas NTCDL is a full program of record. Will increase capacity for Common Data Link (CDL) links, as well as freeing up 07-level space and improving RCS to allow for installation of other antennas. Improves signature and increases capacity of CDL links. [P40A / DDG 1000 SPECTRAL Integration]: Spectral is the next generation Information Warfare weapons system enhancing signals exploitation capabilities. Spectral is scalable, mission-configurable, and modular to rapidly respond to new threats or capabilities. A stronger, faster, integrated capability enables data sharing with other systems to support Electromagnetic Maneuver Warfare (EMW)/Integrated Fires (IF). Spectral detects, classifies, and tracks Signals of Interest (SOI) beyond current stated requirements to improve automation, operability, and intuitiveness in the Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) process. Agile software methodology ensures flexibility in meeting emergent requirements and addressing Fleet user priorities [P3A / Conventional Prompt Strike]: Perform shipbuilder procurements and modifications for installation of CPS on DDG 1000 Class. To include planning, design, removal forward and aft Advanced Gun Weapons System (MT61 and MT62 respectively), HM&E material, combat system integration, and procurement/installation of advanced payload modules.

Justification

Justification DDG 1000 Class Support Equipment

FY25 to FY26 decrease is due to no TSCE Mod procurements in FY26, and CPS Advanced Payload Module (APM) procurement quantity decrease (3 in FY25, 2 in FY26). The FY 2026 request was reduced by $.412 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The program is proceeding with Conventional Prompt Strike (CPS) installation on DDG 1000 and DDG 1001 during Build Yard Modernization Periods (BYMPs), which will replace the previously scheduled Docking Selected Restricted Availabilities (DSRAs). The DDG 1000 BYMP began execution in FY24 and the DDG 1001 BYMP will begin execution in FY26. To support the BYMPs, the program established a sole-source contract with Huntington Ingalls Industries (HII) for production planning and execution. DDG 1002 procurement and installation costs for CPS are included in SCN for that hull. TSCE Critical Cybersecurity Upgrades and Improvements funding is required for engineering and hardware procurement to support Windows 10 Upgrade, Linux Kernel Integrity Validation tool, and Secure Data Distribution Services. Validation provides methods for detecting malicious activity (including "Zero-day" attacks) in order to keep pace with ongoing threats. Secure Data Distribution Services provides detection and countermeasure capabilities to ensure data confidentiality and integrity. TSCE DMSMS Existing DDG 1000 and follow hardware is more than a decade obsolete. Efforts includes NRE required to identify and qualify applicable obsolete parts, prepare drawing updates (Lowest Replaceable Unit (LRU) & cabinet level), prepare Integrated Logistics Support (ILS) updates (LRU & cabinet level) and procure replacement parts. DMSMS procurements are necessary until DDG 1001 commences TSCE Modernization in FY27 (hardware procurement in FY25). TSCE Modernization Engineering funding in FY26 for continued lab integration prior to installing shipboard equipment on the first TSCE Modernization hull (DDG 1002) in FY26.
