Description

Description Submarine Batteries

This program procures replacement of Valve Regulated Lead Acid (VRLA) batteries for all classes of submarines (LOS ANGELES, SEAWOLF, OHIO SSBN/SSGNs and VIRGINIA) as well as funds and manages the production engineering efforts for the In-Service Engineering Agent (ISEA) at NSWC Crane. FY 2026 funding supports the procurement of replacement Valve Regulated Lead Acid (VRLA) batteries for LOS ANGELES (5); OHIO (4); SEAWOLF (1); VIRGINIA (11); VA VRLA installation tray (1) and associated production engineering. Submarines utilize a Main Storage Battery that provides an immediately available source of backup power that is vital to maintaining ship and reactor plant safety. Submarines with insufficient battery capacity cannot deploy, use the reactor, or operate at-sea. Batteries have a finite life and are consumables; periodic replacements of the battery are incorporated into the maintenance plan for all submarines and are scheduled to minimize the impact to submarine force operational availability. The present geopolitical environment has necessitated Combatant Commanders placing high demands on the submarine force for strategic deterrence, force protection and especially sensitive ISR (Intelligence, Surveillance, and Reconnaissance) missions. The procurement and maintaining of submarine batteries is a pillar that keeps the fleet ready to meet operational commitments. Yearly battery procurement costs are based on fixed, per-cell costs defined by a multi-year Firm Fixed Price contract in effect from FY23-FY28. The quantity of cells required and mix of cell types varies yearly as a function of fleet requirements; consequently, overall battery procurement cost varies despite fixed baseline cell pricing. HM002, HM008, HM009, and HM010 reflect the battery procurement quantities and costs for LOS ANGELES, OHIO, SEAWOLF, and VIRGINIA class submarines respectively. Yearly procurement quantities are projected from the expected average service life of historical batteries. Funding supports procurement the average replacement requirement of 20 battery ship sets each year, though individual yearly quantity varies based on fleet operational requirements. The budget lines also procure battery installation tray sets that are required for all installed batteries. Tray sets are procured during conversion and new construction but must be removed, inspected, and reinstalled during shipboard battery replacement. Procurement of additional shipsets greatly improves battery replacement logistics, enabling schedule flexibility and quick adaption to fleet timelines. HM830 Production Engineering funds Naval Surface Warfare Center (NSWC) Crane as the Acquisition Engineering Agent (AEA) and In-Service Engineering Agent (ISEA). NSWC Crane is responsible for leading a Government & Industry Root Cause Analysis Team to identify and address battery performance issues, provide corrective actions to operational submarines regarding batteries, and conducting qualification testing of delivered VRLA batteries. NSWC Crane's analyses supports improvements to design and operating procedures aimed at increased battery life, reliability, and predictability. Funding provided to Puget Sound and Portsmouth Naval Shipyards includes responsibilities for the VRLA battery inventory management, maintenance, and storage.

FY 2026 funding supports the procurement of replacement Valve Regulated Lead Acid (VRLA) batteries for LOS ANGELES (5); OHIO (4); SEAWOLF (1); VIRGINIA (11); VA VRLA installation tray (1) and associated production engineering. The FY 2026 request was reduced by $2.967 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
