Description — Virginia Class Support Equipment
The VIRGINIA Class BLI 0942 provides a wide range of materials required to operate, test, support and maintain the viability of VIRGINIA SSN774 Class Submarines. Additional details are provided below for each effort. The Major Shore Spares component includes rotatable pool and insurance spares. Propulsor rotatable pool assets support planned maintenance during scheduled availabilities by decreasing equipment turn-around time/availability duration. Rotatable pool program equipment includes the high pressure air compressor, various pump/motor assemblies, radar mast, valves/actuators, ventilation fans and thin line towed array components and other components. The Test and Evaluation (T&E) component includes upgrading the afloat acoustic system required to conduct TECHEVAL/OPEVAL satisfactorily, efficiently, and with minimal risk of equipment failure. Conduct hardware and software development, procurement, maintenance, and operations as required to achieve and maintain the submarine acoustic signatures trials program. The resultant capabilities support the Submarine Acoustic Trials Enterprise, which includes the VIRGINIA Class Submarine test and evaluation program. VPT Platforms and Intermediate and Depot (I&D) Support Equipment funding includes Vertical Launch System (VLS) Peculiar Support Equipment (PSE) for All-Up Round Simulators (AURS)/All-Up Round (AUR) Ballast Cans necessary to conduct TECHEVAL/OPEVAL and provide ballast for ship operation. VIRGINIA Class Submarines must maintain a required Platform to Submarine ratio of 0.6 through the FYDP. The variable procurement quantities associated with these items are based on inventory required to maintain this ratio. Non-Tactical Data Processing System (NTDPS)-Nosis funding includes shipboard wireless LAN that provides a ship wide (forward of the reactor compartment) intranet (Non-classified Internet Protocol (IP) Router Network (Unclassified Enclave) (NIPRNET)) that significantly enhances the quality of the work by facilitating electronic correspondence, personnel data management, collaborative services, interactive whiteboard, multi-user chat, and access to these sites: Fleet Training Management & Planning System/Navy Training Management & Planning System (FTMPS/NTMPS), Composite Health Care System (CHCS), prescriptions, MYPAY-Defense Finance and Accounting Service (DFAS), Navy Personnel Command (NPC), Bureau of Naval Personnel (BUPERS), email, Fleet Technical Support Center, Atlantic (FTSCLANT), Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP), and Navy Knowledge Online (NKO). Maintenance Planning System funds will be used to help ship programs identify, plan, and execute maintenance activities as well as improve efficiently at all levels (performed by ship's force as well as organizational/depot level) by creating a set of tools to provide a robust, distributed and comprehensive training and maintenance solution delivering dynamic content. This set of tools and the associated ship-to-shore data environment will reduce Operations & Maintenance, Navy (OM&N) funding over time. This will be fielded as part of the Non-Tactical Data Processing System (NTDPS)-Nosis to VIRGINIA Class Submarines. Ship Control System (SCS) Technology Modernization funding supports obsolescence management of the Fly-By-Wire (FBW) SCS installed and used to maneuver in-service VIRGINIA Class fast attack submarines. This funding provides for upgrading software and hardware to incorporate necessary safety, reliability, and performance improvements. Additionally, the continuous ship upgrades necessary to maintain class viability of the earlier ships are included in this funding line. This is particularly important for Commercial Off-the-Shelf (COTS) Technology Refreshment and Technology Upgrades for Non-Propulsion Electronic Systems (NPES). The class level of modernization and capability rests on available resources. [P40A / Auxiliary Equipment]: Auxiliary equipment component includes funding for ladders and ladder storage containers for Sail Racetracks, Logistics Escape Trunk/Logistics Plug Trunk (LET/LPT) and other equipment such as I&D material, support material for VPT, and storage containers for Center Cell Access Port(CCAP)/All Up Round Volumetric Shape(AURS)/All Up Round Ballast Grade B(AURBb). [P40A / Non-Tactical Data Processing System - Nosis]: Provide software and hardware updates, software licenses and technical and logistics support to the Non-Tactical Data Processing System (NTDPS). [P40A / Ship Control System Technology Modernization]: Provides for the procurement of materials necessary to modernize VIRGINIA Class Fly-By-Wire (FBW) Ship Control System (SCS) to sustain interfaces and technology baseline with the connecting Government Furnished sub-systems contained in the Non-Propulsion Electronics System suite.

Justification — Virginia Class Support Equipment
FY 2026 provides for the continued procurement of support equipment to ensure the viability of VIRGINIA Class Submarines and continues procurement of materials necessary to modernize VIRGINIA Class Fly-By-Wire (FBW) Ship Control System (SCS) to sustain interfaces and technology baseline with the connecting Government Furnished sub-systems contained in the Non-Propulsion Electronics System suite. Increases from FY 2025 to 2026 support additional material ordering and continued vendor qualification activities associated with procurement of upgraded SCS hardware. The FY 2026 request was reduced by $.059 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
