Description Submarine Support Equipment

This line supports modernization and obsolete equipment replacement for SSNs, recapitalization of militarily critical silencing ranges, modifications and upgrades to weapons launch equipment, upgrades & refurbishment of Submarine Special Operating Forces (SOF) equipment and Dry Deck Shelters (DDS), and the VIRGINIA class Acoustic Superiority Backfit program. The increase in funding from FY 2025 to FY 2026 is due to findings from the SIB-25 study that resulted in the addition of funding South Tongue of the Ocean Acoustic Facility (STAFAC) Acoustic Measurement Facilities Improvement Program (AMFIP) Revised Estimate at Completion, Southeast Alaska Facility (SEAFAC) Life Extension efforts, Pacific Deep Electromagnetic Research Measurement Array (PACDERMA) facility construction, the SSN CL - Spectroscopic Total Air Monitor, and the VIRGINIA Class Fire Detection System Backfit. The increase in funding for the VIRGINIA Class Fire Detection System Backfit is transitioning from design and development and first-time procurement in FY25 to second procurement and first-time installation in FY26. The increase in funding from FY 2025 to FY 2026 is due to the AUKUS Submarine Rotational Forces West (SRF-W) funding to support Ashore C4I Integration, design and installation of C4I systems which will directly contribute to achieving SRF-W IOC and FOC milestones. This line funds procurement and installation of VACL Acoustic Superiority machinery modifications. The second component of the AS program, the LVA sonar, is funded under Line Item 2150. The SSN Class Component Upgrades sub-line provides for equipment technical refresh and upgrades that consist of hardware, software, system engineering, integrated logistics support, system test and evaluation, training, data, alteration installation teams and program management. The majority of these upgrades address obsolesces issues that result in unsupportable hardware or provide for improved reliability of systems that have proven to have inadequate reliability in service. The Facilities/Lab Upgrades sub-line procures equipment and material used to implement, sustain and modernize the military high priority Submarine Signature Programs. These spares procurements, technical refreshes and equipment upgrades are key to measuring submarine signatures and sustaining Fleet stealth. These ranges and measurement systems are not funded by other NAVSEA program offices. The program supports all classes of nuclear submarine (SSN/SSBN/SSGN), and associated land-based laboratories/facilities. The Weapons Handling Systems sub-line fund modifications and improvements to SSN 688, SSN 774 and SSN 21 class submarine weapons launching systems, stowage and shipping systems, torpedo tube system components and torpedo tube test equipment. These modifications are required to address reliability, maintainability, functionality and safety modifications and/or tactical improvements resulting from operational use and experience. This funding also provides management services required for installations. The VA Class SOF sub-line procures and installs unique system components required for SOF operations and support on designated SOF VIRGINIA class submarines. Starting in FY24, this PB009 sub-line includes funding for Dry Deck Shelters Modernization that was previously included under the SSN Class Component Upgrades (PB002) sub-line in FY22 and FY23. AUKUS Submarine Rotational Forces West (SRF-W) sub-line procures equipment necessary for C4I Support of units and organizations in Australia. Equipment covers all necessary IT services (NIPR, SIPR, NNPI, SYLAN, SECNET, TRANET, Telephony, etc.). These systems are all essential to establishing normal operations for US units in Australia. Costs are expected to be one time procurement costs and totals are based on similar recent installations. [P40A / SSTG Digital Voltage]: SSTG Digital Voltage Regulator upgrade (SHIPALT 4884K) - Upgrades SSN-774 - 779 SSTG voltage regulators. Existing SSTGs on early VIRGINIA Class submarines use analog voltage regulators, which are obsolete and unsustainable. S/A 4884K upgrades these ships to the later style Digital Voltage Regulator which is supportable. SSN 780 and later ships were delivered with the new design Digital Voltage Regulator. [P40A / Integrated Communications System (ICS) Block V ShipAlt]: Upgrades Block I/II VIRGINIA class ICS systems to the Block V system (SHIPALT 5061K). The ICS system provides integrated interior communication and alarms functions throughout the submarine. This system is required for safe operation of the ship. The ICS system on these ships is a COTS based system designed in the mid-1990s and first installed in 2002. Much of the design is now obsolete and unsupported. ICS must be operational to meet underway requirements. This alteration addresses obsolescence of key components in the legacy systems by upgrading the entire system to the current generation Block V system. [P40A / DGIOTS Shock Modification]: Diesel Generator Independent Over Speed Trip System (DGIOTS) Shock Modification (SHIPALT 4778K) - The DGIOTS control panel on VIRGINIA Class Block I/II has obsolete components and fails to meet requirements for shock and vibration. SHIPALT 4778K provides a shock/vibration-qualified control panel using current, supportable technology. [P40A / Fwd Automatic Bus Transfer (ABT) Power Modification]: Modifies Block I/II VIRGINIA class forward ABTs to improve system capability to support critical electronic systems during a loss of power. (SHIPALT 4882K). [P40A / Manual Remote Operator (MRO) Shock Mod]: VIRGINIA class MRO Shock Modification (SHIPALT 4620K) - Accomplishes design changes on 20 MROs per ship to meet shock qualification requirement. Required on SSN 774-781; later ships received the alteration during new construction. [P40A / Circuit D Upgrade]: Funds development, procurement and installation of SHIPALT 5062K to upgrade the Circuit D system on Block I/II VIRGINIA ships to the current design Block V system. The Circuit D system supports degaussing underway and is a critical system that is obsolete in Block I/II VIRGINIA class submarines and require modernization to allow continued support. Additionally, this system requires an interface with shipboard navigation data available through the SWFTS system. Future upgrade of the VA Class SWFTS sonar/fire control systems to TI-24/APB-23 or greater involve a change of middleware from CORBA to AMPQ protocols, which requires SHIPALT development and implementation for these two systems to support continued operation with the new SWFTS communication protocol. [P40A / SSTG Reliability Upgrades]: Funds a variety of SHIPALT efforts to improve VACL SSTG reliability. [P40A / Portable Ship Control Unit Upgrades]: The portable ship control unit provides navigational information, ship status and a communication systems to bridge watchstanders during surfaced operations. Effective and reliable functionality is critical for safe operation of the submarine. Changes in navigation data protocol associated with certain combat system upgrades (SWFTS installations) require updates to the portable ship control system for continued operation. This line procures and installs updated systems to allow continued function and improve reliability. [P40A / Low Pressure Electrolyzer (LPE) Upgrade]: Procures & installs SHIPALT 5031K on selected SSN-688 class ships to replace legacy Electrolytic Oxygen Generator (EOG) system with a modern Low Pressure Electrolyzer (LPE). A reliable oxygen generation system is critical to support crew health and submarine stealth (inoperable oxygen generators are likely to greatly increase the frequency and time the ship must operate at periscope depth where she is most vulnerable to detection and collision). The LPE produces oxygen at low pressure, eliminating the need for high pressure oxygen storage which greatly improves safety and reliability as well as decreasing maintenance cost. Procurements are driven by the SSN-688 Class maintenance period schedule as replacement of the EOG with the LPE will be done during CNO availability due to the time to complete the installation. Production engineering efforts in this line support the development and qualification of modernization efforts to support long term sustainment of in service LPE systems. [P40A / Central Air Monitoring System (CAMS) Modernization]: The CAMS system is critical to allow monitoring of atmospheric conditions throughout the submarine while underway, and hence critical to crew health & safety. The existing system suffers from multiple parts that are obsolete. This line funds efforts to develop a back fit SHIPALT for all classes of submarines (SSN 774, SSN 688, SSN21, SSBN 726). Procurements beginning in FY26 to be installed during Intermediate Level Availabilities (CMAVs/TOAs). [P40A / SSN HM&E System Sustainment]: Funds development and implementation of various minor critical alterations to in-service SSN HM&E systems. This funding line differs from the PTROCS line in that it supports modernization of hardware items such as lifelines, hatch clips, pumps, etc. whereas PTROCS supports modernization driven by obsolescence of COTS based control systems. [P40A / VA Class Machinery Control System Modernization]: VIRGINIA class submarines use COTS based systems for control of the main propulsion machinery and turbine generators. Reliable operation of these systems is critical to safe underway operation of the submarine. This line procures and installs a number of alterations to mitigate obsolescence of these control systems. [P40A / Emergency Diesel Generator Reliability Upgrades]: The Emergency Diesel Generator is a critical backup system required for safe underway operation. SEAWOLF and LOS ANGLES class submarines use a Fairbanks Morse Engineering generator system which remains largely in a 1970's era configuration. This funding line develops and installs modernization solutions to improve reliability and supportability of the engines and related control systems in order to support continued operation throughout the life of the ship. [P40A / VACL Battery Management System Upgrade]: VIRGINIA Class ships (Block I-IV) use legacy Automatic Battery Management / Battery Current Management Systems (ABMS/BCMS) to monitor battery health and operating conditions. This monitoring equipment is required to safely operate the battery and thus the submarine. The existing design is 20 years old, and while a tech refresh was conducted in FY20/21, the refreshed systems will be obsolete and unsupportable well prior to the end of service life for these boats. Funding is requested to replace the legacy systems starting with VA class Block III boats with the new design Battery Management System (BMS) used on VA class Block V. [P40A / VACL Pressure Hull Castings]: Due to significant vendor issues regarding improper heat treatment of large pressure hull castings on VACL hulls, certain castings require replacement to allow continued safe operation of the submarine. This program procures replacements castings for known deficient castings in the fleet. SIB-25 study funding has been added to support casting replacement efforts. [P40A / VACL Modified Tailcone]: The modified tailcone mitigates an issue that imposes operational restrictions on VA Class SSNs. This funding line modifies existing tailcones for a more economical price than procuring new tailcones. Installation will be performed during EDSRA/DMP as part of the existing planned work package. [P40A / SWCL San Pump Upgrade]: This line procures and installs modified OHIO class sanitary pumps for SEAWOLF class ships. Original design SEAWOLF class pumps have proven unsupportable and 2 of the 3 ships in the class do not have operational pumps and instead must blow tanks with air. Blowing places operation restrictions on the ship and causes excessive wear of HPACs along with detrimental fatigue cycles on the hull/tank structure. The use of modified OHIO class pumps saves significant procurement cost and leverages existing support and repair facilities. [P40A / Periodic Tech Refresh of COTS Systems (PTROCS)]: VA Class SSNs have several COTS based. HM&E systems requiring planned modernization to allow continued supportability or operation. Modernization needs are identified based on system health and predictive modeling or, for SWFTS connected systems, as needed to maintain interface compatibility. PTROCS groups and level loads the design and development lines of these HM&E systems into one PTROCS design and development line to support more responsive ship alteration development of these systems. This line will fund proactive management of these systems, and systems previously funded under other lines, such as VACL ICS and VACL machinery control will continue to be funded under these lines. Provides funding to support design and development of modernization efforts for emerging COTS obsolescence issues. Modernization issues are driven by diminishing manufacturing sources and SWFTS technical insertion schedule. [P40A / SWCL Ship Control Systems]: SIB-25 Study funding has been added to support modernization efforts. This line funds modernization efforts for SEAWOLF class unique ship control system/Fly By Wire hardware, software and certification test systems. SEAWOLF class ship control systems/Fly By Wire have unique hardware and software systems that have multiple obsolescence issues that require mitigation to allow continued supportability of these ships. Additionally, unique test equipment required for certification of these components requires modernization to ensure continued functionality. Additional funding was added to FY25 and out to continue modernization efforts. [P40A / VA Class ICCP Upgrade Procurement]: Virginia class submarines use a COTS based Impressed Current Cathodic Protection (ICCP) system to protect against corrosion of exposed metallic components. Reliable operation of this system is critical to prevent excessive corrosion. Failure of the system to perform results in damage that requires expensive structural repairs in overhauls and has impact on the ability of the ship to meet required service life. The existing system on Block I/II ships is obsolete and unsupportable. This line procures and installs an upgrade to the current generation Block V VACL system. [P40A / MPU/SSTG Servo Valve Upgrade]: Upgrades hydraulic servo valves on Block I-IV VIRGINIA CLASS MPU and SSTG throttle valve systems to mitigate hazards documented in HAR 392-1931. Funds are to procure valves in FY25 and they will be installed via A&I when schedule supports. [P40A / VIRGINIA Class Fire Detection System Backfit]: Investigations and reviews following the USS BONHOMME RICHARD (LHD-6) fire identified a need for improvement in fire detection and notification capability onboard US Navy ships. No attack submarines currently have this capability outside of temporary systems installed during availabilities. A requirement for this capability has been added to the VIRGINIA CLASS Block VI baseline. This funding will be used in the development of a backfit ShipAlt based on the VIRGINIA CLASS Block VI system and installation on all in-service VIRGINIA CLASS submarines in the first available CNO availability. Funding profile assumes funding of S/A development in FY24, installs starting in FY26, and 2-year lead time for material. Cost is based on VIRGINIA CLASS Block VI cost estimates. [P40A / VA CL - Payload Tube Expeditionary Reload Time Improvements]: Current Multiple AUR Canister (MAC)/MAC Support Service Module (MSSM) piping configuration does not allow at sea flushing. This results in a lengthy in-port cleaning process being required to reload VIRGINIA Payload Tubes (VPTs) after launching weapons. Funding will be used to implement system modifications to support at-sea HAZMAT flushing thereby increasing the speed of reloading the VPTs in port. PMS392 has life-cycle sustainment responsibly for Weapons Launch and Handling Systems, hence this modification requires PMS392 funding. [P40A / SEAWOLF Class - Bow Dome]: The SEAWOLF Class submarines sustainment strategy did not include the provisioning of replacement bow domes; therefore, no replacement bow domes for these in-service submarines are within the Navy's inventory. There are three SEAWOLF Class submarines in service, including USS JIMMY CARTER. This program would procure one SEAWOLF Class bow dome for use in the event replacement is required. Funds in FY25 are to purchase a Bow Dome which has a three plus year lead time. [P40A / VCS Obsolescence]: These lines provide additional funding for VCS Block I/II and III/IV modernization to address existing and future systems which will require modernization to address various obsolescence related issues. This provides funding to address additional modernization needs similar to those covered by Periodic Tech Refresh of COTS Systems and various other ShipAlts developed to backfit Block V/VI designs on Block I-IV submarines. [P40A / NPES Systems]: The average age of Non-Propulsion Electronic Systems (NPES) on Block I/II are more than 18 years old. Due to Obsolescence and lack of replacement parts CANNABs are having to be taken from boats in Availabilities to keep boats outside of Availabilities operational. There are multiple Sonar Systems, Combat Systems, Electronic Warfare (EW), Imaging, and Radar Systems, Ship Defense and Unmanned Systems, and Training Systems that have significant Obsolescence issue that must be addressed. This funding supports various aspects of NPES alteration development. [P40A / Mat Sup Phase out 688]: Due recent assessment of LA CL overhaul schedules and probable service life extensions has shown a need to install some systems like the Low Pressure electrolyzers (LPEs) on additional boats. This funding will support this installations. [P40A / Sup Fut VCS Blocks]: Funding will be used to upgrade systems like the Electro-Mechanical Power Conditioner and Controller (EPCC) on older classes based on New Constructions designs. [P40A / VCS Bowdome]: The initial VIRGINIA class sustainment strategy did not include the provisioning of replacement bow domes, therefore no replacement domes for in-service submarines exist in the Navy's inventory. To date, the fleet has replaced two VCS bow domes by taking them from new construction, which is no longer possible due to 2/year construction. This line provides funding to procure two VIRGINIA class bow domes in support of in-service SSN maintenance and sustainment. [P40A / VA CL NRFI Shaft Refurbishment]: During each shaft change-out availability, a recently refurbished Ready For Issue (RFI) propulsion shaft is mated up to various propulsor components in preparation for installation. Some of this work can be performed off hull and in parallel to the EDSRA timeline, while other work is being done. While RFI VA Class shafts have historically been delivered to yards just in time for installation, they have not been available in sufficient time to execute required schedules. Having RFI shafts available at the start of EDSRA would allow some schedule savings during the availability. To support this effort, spare RFI shafts are needed in inventory. As these are extremely long lead time items (more than 4 years), funding for additional new manufacture shafts would not help in the short term. There are three (3) existing offloaded Not Ready For Issue (NRFI) shafts available for refurbishment. Funding for the refurbishment of these shafts to become RFI shafts in storage would help reduce time and schedule risk for shaft change-out availabilities. This funding would be utilized by NAVSUP to award repair contracts to NAVSEA certified submarine shaft repair vendors. Schedule saving would return the Ship back to the fleet sooner increasing the Ao for the ship. Reducing man-days is a NSS-SY effort and outsourcing the refurbishment reduces the time a ship is off line. [P40A / SWF SCS Test Equipment]: The Performance Monitoring Program (PMP) provides direct fleet support in their areas of expertise to correct CASREPS, prevent Fail to Sails, and provide 24 hour, 7 days a week support to subs and squadrons to ensure subs stay on schedule. The PMP consists of 8 PMT sites including Guam and Diego Garcia/Souda Bay detachment. Funding is required to maintain the $15.7M of test equipment operational from normal wear/repairs, and obsolescence issues. Currently, we spend $400K/year (2.55% of total inventory value) and falling behind on planned tech refresh and obsolescence. With the stand up of the Reliability (RAM) IPT, ISEAs have recommended a few new test sets to improve Ao and reduce maintenance costs. The PMP Sustainment mangers have taken the point in finding solutions to reliability issues, this funding will facilitate the reliability working group and sustainment managers in providing support to the fleet. The PMP maintains roughly 4,215 general and special purpose test equipment items at all sites. [P40A / VA CL - Drawing Updates & HME Modernization]: VA CL fast attack submarines drawings include excessive amounts of Technical Variance Documents (TVD) or Engineering Reports (ER) hanging against the drawings. They are not being revised to 'clean' drawings. A cost savings measure in New Construction resulted in continued growth in TVD hanging against drawings. This measure did not anticipate that shipyards would be adversely impacted. This has resulted in significant increase in planning costs for EDSRA and DMP work. This will incur at least $2-4B (AWP planning costs) over the life of the VA CL program. Planners and sailors are at risk and can miss critical data when reviewing drawings and TVD. This could result in a number of different issues including tagging out the wrong component, use of the wrong material or use of an incorrect maintenance procedure. $6M of HME modernization efforts had to be deferred in FY22. Funding will allow the planning yard to start updating the drawings and remove hanging paperwork against the drawings. This will reduce the existing backlog and keep it from continuing to grow. [P40A / Acoustic Range Equipment]: Procures equipment and materials required to implement, sustain and modernize the infrastructure associated with the Submarine Acoustic Silencing Program. TYCOMs have consistently rated the conduct of noise trials as a high priority. The requirements for this program are identified in Chief of Naval Operations (CNO) Specific Operational Requirements 46-28 (assessment of ship's acoustic posture, etc.) and Naval Sea Systems Instruction (NAVSEAINST) C9073.2B (Acoustic Surveys Policy). This is the only program in place to procure equipment for the purpose of measuring, monitoring, assessing and improving the stealth and security of deployed submarines. The equipment is used for fixed/mobile range facilities, on test vessels, and at supporting laboratories. This program replaces/upgrades broken or obsolete hardware and software. This modernization ensures the readiness and capabilities of the technology/infrastructure supporting the Acoustic Measurement Facilities Improvement Program, to include the South Tongue of the Ocean Acoustic Facility (STAFAC) and Southeast Alaska Facility (SEAFAC), remain aligned with platform requirements and evolution of the threat. Specific items include hydrophones, towed arrays, ranging and tracking systems, electronics, calibrated noise sources, shore power cables, buoys, fiber optic cables, data analysis systems, workstations, data storage and retrieval, communications systems, analyzers, tape recorders, accelerometers, monitors, etc. [P40A / Underwater Electro-Magnetic (UEM) Range Equipment]: Procures equipment and materials to support the Electro-Magnetic Silencing Program for operating nuclear submarines. The requirements for magnetic silencing and surveillance are identified in Chief of Naval Operations (CNO) Instruction OPNAVINST 8950.2H. Underwater Electromagnetic Measurement System (UEMMS) equipment and supporting facilities acquire/analyze magnetic and electric field signatures to monitor, assess and reduce the detectability/susceptibility of deployed submarines and surface ships to improve stealth and ensure mission security. This program replaces broken or obsolete hardware and software used to monitor ship's UEM signatures. Modernizations ensure system readiness and provide technology insertions as necessary to pace the threat and changes to platform signature requirements. The systems enable the technical community to assess the electromagnetic health of the force and improve the performance of individual ship systems. Specific items include conductivity-time-depth (CTD) sensors, acoustic doppler current profilers (ADCPs), magnetic /electric field sensors, sensor stanchions/tubes, data acquisition equipment, buoys, cabling and ancillary materials, data analysis hardware/software, data storage/retrieval systems, calibration sources, workstations, communications systems, analyzers, and supporting laboratory equipment. [P40A / Pacific Fleet Submerged Electro-Magnetic Range]: Funds a submerged Underwater Electromagnetic (UEM) measurement capability (range) in the PACFLT AOR, located at the Pacific Missile Range Facility (PMRF) in Hawaii. This submerged measurement capability will fill a current SUBPAC capability gap and provide signature monitoring capability similar to the system at the South Florida Ocean Measurement Facility (SFOMF) in Fort Lauderdale, FL (that supports SUBLANT and the baseline assessment of all new construction submarines). The PAC UEM range will support VIRGINIA Class stealth, and future submarine classes. [P40A / Weapon Launching Handling System]: The Submarine Torpedo Tube Support category funds in-service support and alteration procurements for all submarine Torpedo Tubes (TT), Torpedo Ejection Pumps (TEP), Internal Countermeasure Launchers (ICL), Weapons Launch Console (WLC) and Weapons Stowage and Handling Systems (WSHS). Development efforts under this item number include Engineering Change Proposals (ECP), ORDALTs, and Test Equipment and alteration material procurement to correct significant deficiencies in equipment affecting personnel safety, ship safety and system performance. Efforts also include modernization required to ensure continue supportability of COTS based systems and comparability with SWTFS system upgrades. Production engineering includes resolving Liaison Action Requests (LARs) configure/test assembly in lab prior to ship installation and in-shop engineering support of vendor testing. [P40A / Weapon Launch Console (WLC) Tech Refresh]: VIRGINIA Block I-IV weapons launch consoles face a variety of obsolescence and supportability issues. Additionally, modernization in Block III & IV ships is required to ensure continued operability with future SWFTS upgrades. The weapons launch console interfaces with SWTFS systems, and thus must support correct interface protocols and general requirements such as cybersecurity compliance but is not modernized as part of SWFTS installs. This funding line supports design, procurement, and installation of required modifications to these systems on Block I-IV ships. [P40A / Torpedo Tube Fiber Optic Interface Upgrade]: Future weapons systems and other payloads such as the MK 48 Mod 8 / Mod 9 HWT are planned to transition to a fiber optic post-launch communication system. This provides an 1,800,000x increase in bandwidth over legacy copper systems, however a new tube penetrator is required to support this interface. The new penetrator will be installed in an existing unused port in the tube to minimize installation costs, however design and procurement costs are significant due to the need to meet SUBSAFE and Level 1 requirements. This funding line will upgrade all in service SSN platforms. [P40A / Weapon Handling Systems - EPCC Tech Refresh]: VIRGINIA Block I-IV class submarine weapon handling systems use electromechanical actuators to actuate weapons cradle movement controlled by Electromechanical Power Conditioner and Controllers (EPCCs). These units are no longer produced and unsupportable. This line funds design, procurement and install of new design EPCC systems that are supportable and maximize commonality with VIRGINIA Block V submarines. [P40A / VCS Torpedo Room Fixes]: Early VCS torpedo rooms have multiple documented hazards. This line provides funding to procure and install SHIPALT 4561K on the 9 remaining Block I/II submarines that do not already have it, and accelerates procurement and installation of the Block V EPCC on Block I-IV submarines beyond what item 3.10 allowed in order to address critical obsolescence issues. [P40A / VA Class SOF Modifications]: Starting in FY22, all funding for FY22-25 SSN SOF support transferred from BLI 0950 to BLI 0941. Provides for procurement of VIRGINIA Class unique system components that will be installed during planned modernization periods. Also provides funding to perform integrated testing of these unique systems to ensure satisfactory operation with other HM&E and Combat Systems. Funds are provided for procurement of Submarine Special Operations Forces (SOF) unique system components that will be installed during planned modernization periods. Funds are also provided for installation of SOF unique system components. All funding for FY21 and prior resides in BLI 0950. [P40A / Diver Oxygen Treatment System (DOTS)/Lockout Trunk]: Funds installation of Diver Oxygen Treatment System (DOTS) and certification of Lockout Trunk (LOT) on Special Operations Forces (SOF) designated submarines SSN 777 and 778 to support NAVY SOCOM requirements. Supports the planning and procurement of long-lead time materials for installation during scheduled Depot Modernization Periods (DMPs) due to length of time required to install DOTS. [P40A / Dry Deck Shelter (DDS) Modernization]: The DDS is a certified diving system that attaches to modified host submarines and provides for insertion of SOF forces and platforms. The Department of the Navy has MOA cost share agreements with the United States Special Operations Command (USSOCOM) to support the modernization of DDS units in order to accommodate current and future Naval Special Warfare payloads, as well as large U.S. Navy payloads. Funding continues engineering design, fabrication, assembly, testing, and sparing. Changes include extending the shelter 50 inches, replacing the Track and Cradle assembly with a higher capacity and remotely operated Payload-Launch and Recovery System (P-LARS), incorporation of remote controls for all DDS functions, and relocation of equipment inside the DDS hangar to accommodate Navy and USSOCOM payloads such as SWCS/MK-11 SDV. DDS modernization is currently a 68/32 cost share between SOCOM and the Department of the Navy. [P40A / A SOCOM Project Integration into VACL Block I-III]: Support for in service VA Class SOF capabilities. Starting in FY25, this PB009 sub-line includes funding to modify (2) additional VACL Block I-III submarines in order to integrate and host a SOCOM Project. [P40A / Submarine Rotational Forces - West]: AUKUS Submarine Rotational Forces West (SRF-W) sub-line procures equipment necessary for C4I Support of units and organizations in Australia. Equipment covers all necessary IT services (NIPR, SIPR, NNPI, SYLAN, SECNET, TRANET, Telephony, etc.). These systems are all essential to establishing normal operations for US units in Australia. Costs are expected to be one time procurement costs and totals are based on similar recent installations.

Justification Submarine Support Equipment

The increase in funding from FY 2025 to FY 2026 is due to findings from the SIB-25 study that resulted in the addition of funding South Tongue of the Ocean Acoustic Facility (STAFAC) Acoustic Measurement Facilities Improvement Program (AMFIP) Revised Estimate at Completion, Southeast Alaska Facility (SEAFAC) Life Extension efforts, Pacific Deep Electromagnetic Research Measurement Array (PACDERMA) facility construction, the SSN CL - Spectroscopic Total Air Monitor, and the VIRGINIA Class Fire Detection System Backfit. The increase in funding for the VIRGINIA Class Fire Detection System Backfit is transitioning from design and development and first-time procurement in FY25 to second procurement and first-time installation in FY26. The increase in funding from FY 2025 to FY 2026 is due to the AUKUS Submarine Rotational Forces West (SRF-W) funding to support Ashore C4I Integration, design and installation of C4I systems which will directly contribute to achieving SRF-W IOC and FOC milestones. The FY 2026 request was reduced by $.393 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
