Description Pollution Control Equipment

POLLUTION CONTROL SYSTEMS/EQUIPMENT (PCE) PROGRAM Funds for the PCE Program are used to procure, install, and modernize Navy shipboard environmental equipment, systems, and technologies. The PCE Program ensures that Navy ships comply with applicable legal and statutory requirements (i.e., Federal laws and statutes, international regulations, and Department of Defense (DoD) and Navy instructions) governing environmental protection and shipboard discharge requirements. These requirements collectively restrict overboard discharge of oily wastewater, sewage, solid waste, plastic waste, and hazardous waste. Failure to comply risks potential personal, civil, and criminal liability; and can significantly impose constraints on the operational capabilities of Navy ships. Funding specifically supports procurements and installations for the Oil Pollution Abatement (OPA) Improvements program, the Dry Waste Processing Suites (DWPS) Improvements program, and the Hazardous Material Stowage Modernization program. SHORE BASED POLLUTION EQUIPMENT - (Logistics) The shore-based funds provide for equipment required to clean up Navy oil spills in the near shore to open sea environment and in areas distant from fixed bases as required by the Federal Water Pollution Control Act - Public Law 92-500, 33CFR154-155. The law created a National Oil and Hazardous Substance Pollution Contingency Plan and designates the Department of Defense as one of the primary agencies responsible for promotion of effective operation of the plan. The Supervisor of Salvage is assigned the responsibility to provide technical expertise, resources, and equipment for response to Navy-originated spills of oil and other hazardous material in remote areas, coastal waters and/or the open sea. Major items of procurement include the following: [P40A / HF067 VESSEL SKIMMER SYSTEMS]: These systems are self-propelled skimmers designed for near-shore and low sea-state open ocean environments and are used in conjunction with oil containment boom for mechanical recovery of oil on the water. They are designed to be rapidly transportable to the scene of an oil spill. [P40A / HF068 UNDERWATER OIL RECOVERY SYSTEM]: A rapidly deployable system that provides grinders, sampling tools, sensors, cutters, connections, pumps, hoses, and hydraulic tools to locate, sample, penetrate, and offload tanks below the water. [P40A / HF069 42" BOOM REPLACEMENT SECTIONS]: Ocean Booming Systems (2000FT each) and Marco self-propelled skimming systems (600FT each) use standardized high buoyancy, high flexibility NAVY 42HB inflatable boom purchased in 55FT sections to provide phased replacement of rubber boom damaged or worn beyond economical repair. The other components of these systems have a longer useful life and need replacement at much longer intervals. [P40A / HF077 RUBBER BOAT REPLACEMENT]: Various spill response systems for ship salvage in harbor and near shore environments contain rubber boats to place and maintain skimmers, boom and anchors. These boats and motors are reaching the end of service life and require replacement. [P40A / HF078 SALVAGE SKIMMER SYSTEMS SERVICE LIFE EXTENSION]: These systems are a collection of small, special-purpose skimmers, containment boom, transfer pumps, storage tanks, sorbents, and ancillary equipment intended as a stand-alone response package for small, salvage-related spills inside and adjacent to ships. This replaces worn out and obsolete components. [P40A / HF079 ARTIC OIL/HEAVY DEBRIS RECOVERY SYSTEM SERVICE LIFE EXTENSION]: This system is designed to recover oil in an arctic and/or heavy debris environment where specific weather conditions render normal skimmer recovery methods useless. This replaces worn out and obsolete components. [P40A / HF081 COMMUNICATION SYSTEMS]: Provide Command Vans, Trailers and Portable Command Centers with improved communications and web access essential for coordination of dispersed operations. [P40A / HF082 VISCOUS OIL PUMPING SYSTEM IMPROVEMENT]: These provide specialized pumps and water injection to pump very viscous fluids. Large pumps are needed to move large quantities of oil to lighter a stricken ship. Additionally, oil that weathers, emulsifies, or mixes with other contaminants will become thick and viscous to the point that regular centrifugal pumping systems will not move the oil. This upgrades capabilities of existing systems. [P40A / HF084 - HYDRAULIC SUBMERSIBLE PUMPS]: Hydraulic submersible pumps for lightering oil or dewatering. These cylindrically shaped pumps are capable of fitting down a butterworth fitting to remove oil from tanks on damaged or grounded ships. A "Butterworth" fitting is a trade name for a fitting that connects to high pressure tank cleaning hoses. Butterworth is a manufacturer (butterworth.com) and their fittings are an industry standard for this application. [P40A / HF086 - FLEET EXERCISE HOT TAP TRAINING KITS]: The hot tap training kit provides a complete kit for training, including communications, test plates, hull mock-ups, fasteners, rigging, and multiple cutting systems, flange systems, and pumping systems. [P40A / HF087 - LIGHT OIL RECOVERY CLASS 5 SKIMMER INSERTS]: Disk skimmer inserts and ancillary support and installation equipment for upgrading modular and standard skimmer systems. Includes, skimmer, disks, hoses, flanges, valves, handling hardware, and safety hardware. [P40A / HF091 - VESSEL OF OPPORTUNITY (VOSS) SHIP ADAPTER MOUNTING KITS]: Vessel of Opportunity (VOSS) ship adapter mounting kits. [P40A / HF092 - VAN REFURBISHMENT]: For the new purchase or refurbishment of shipping containers to be used as equipment system vans. Includes vans, transportation, flooring, rollers, electrical components, doors, structural elements, gaskets, paint, engineering, and design. [P40A / HF093 - LOGISTICS SUPPORT EQUIPMENT]: Logistics Support Equipment to include weight handling support systems (forks, rigging, extensions, stabilizers, etc). [P40A / HF094 - SKIMMER SUPPORT EQUIPMENT]: Skimmer Support Equipment to include equipment boxes and containers, engineering, and materials for the procurement, integration, and maintenance of skimmer support systems, including boat racks, rollers, handling equipment, pumps, hoses, valves, piping, hydraulics, and electrical controls. [P40A / HF095 - FIELD LIGHTING]: Field lighting equipment to include tower structures, stands, electrical wiring and controls, bulbs, reflectors, shields, switches, boxes, skids, carts, rigging, and tools. [P40A / HF096 TRANSFER BLADDERS 10K GALLON]: Towable transfer 10,000 gallon bladder system requires replacement to nose hard piping and hose connection to improve handling at speeds above 3 knots and to accommodate 4 inch hose from skimmer design improvements. [P40A / HF097 MINI VESSEL OF OPPORTUNITY (VOSS) SYSTEM]: Containerized smaller skimming system that can be deployed rapidly and operated from a smaller Vessel of Opportunity. [P40A / HF098 - NOFI VESSEL OF OPPORTUNITY (VOSS) SYSTEM]: Vessel of Opportunity (VOSS) offshore skimming system soft rubber and fabric components are reaching the end of their service life. These are provided by only one vendor, NOFI, and are the Navy's only offshore systems. The hard components (reels, vans, tooling etc) will be retained and reused. [P40A / HF830 PRODUCTION ENGINEERING]: Air conditioning plant kit and software quality control, technical manual and complete conversion instruction revisions, technical reports based on investigative efforts of Original Equipment Manufacturer (OEM) quality assurance or obsolescence issues, and support equipment removal from inactive ships or other Navy assets. Development of technical manuals, Planned Maintenance System (PMS), Provisioning Technical Documentation (PTD), Program Support Data (PSD) and allowance Parts List (APLs), engineering to manage procurement and material, and in support of design reviews. [P3A / HF024 CFC-114 (R-114) AC CONVERSION]: The production of chlorofluorocarbon (CFC)-based refrigerants (including CFC-12 and CFC R-114) was prohibited after 31 DEC 95 by the Clean Air Act of 1990. Presidential Executive Order 13693 calls for federal agencies to "promote sustainable acquisition and procurement by ensuring that each of the following environmental performance and sustainability factors are included [...] alternatives to ozone-depleting substances". The Navy is currently dependent on CFC-based refrigerants for the mission-critical cooling of (1) vital electronics and weapon systems, (2) food and medical stowage, and (3) inhabited spaces aboard surface ships and submarines. To counter the immediate threat of production cessation on uninterrupted Fleet operations, DoD directed the Defense Logistics Agency to establish a stockpile of CFC-based refrigerants. The stockpile was sized to support Fleet operations until the last CFC-based systems are retired or converted to ozone-friendly refrigerants. This program procures and installs conversion kits on existing CFC R-114 Air-Conditioning (A/C) plants onboard surface ships. The inventory objective for CFC R-114 is 402 converted units. [P3A - 2 / HF031 OPA IMPROVEMENTS]: Existing OPA systems have demonstrated poor operational availability, maintainability, and reliability. This comprehensive effort addresses the entire OPA system, from holding tanks to overboard discharge, leveraging recommended improvements new to the Fleet and approved, partially completed alterations. The alterations needed to correct design deficiencies are ship specific and require ship checks to confirm the current configuration as prior alterations may have completed one or several of the recommended improvements. The alterations may include but are not limited to: installation of new tank level sensors; upgrades to the Oily Water Separator (OWS) and the Oil Content Monitor (OCM), correction of OWS suction problems, correction of OCM inlet & outlet piping including related of flush water piping configuration problems, and upgrade of oily waste transfer pump relief valve. Extensive work will occur with LHD-1 Class upgrades to convert the existing OWS to the VS-50 OWS and DDG-51 through DDG-88 ships will receive the Oily Waste Membrane System to produce an effluent that meets the 15 ppm maximum oil discharge requirement. [P3A - 2 / HF031 Oil Pollution Abatement (OPA) Improvements]: HF5IN - INSTALLATION OF EQUIPMENT - EXPEDITIONARY WARFARE Funding is for installation of equipment for the Fleet Modernization Program installations. HF6IN - INSTALLATION OF EQUIPMENT - SURFACE WARFARE Funding is for installation of equipment for the Fleet Modernization Program installations [P3A - 3 / HF032 DRY WASTE PROCESSING SUITE IMPROVEMENTS]: The Fleet is challenged to keep solid waste equipment operating and sanitary while maintaining compliance with the Act to Prevent Pollution from Ships (APPS). Legacy shipboard solid waste equipment systems are experiencing decreasing reliability, maintainability, and availability (RMA) due to the following issues: - Equipment service life issues and risks: Legacy equipment have been in service for more than 10 to 20 years and are at risk of reaching the end of their service life, reduced RMA, and experiencing parts availability and obsolescence issues. - Increasing quantity of shipboard plastic waste: The quantity of shipboard plastic waste has significantly increased by more than 50%, which risks overwhelming the processing capacity of legacy equipment. - Increasing Fleet population at sea: The increased population of men and women at sea has increased sanitary and hygiene-related wastes that cause unique treatment challenges for legacy shipboard solid waste systems equipment. - Challenges managing increasing hazardous material (HM) inventory at sea: The Fleet is experiencing issues with storing, controlling, and managing HM inventory due to increased depth and range of HM, longer missions, greater array of equipment, and increased operational tempo. Improperly stored HM presents personnel, safety, environmental, and equipment risks to the Fleet at sea. The Dry Waste Processing Suites (DWPS) Improvements Program will improve RMA and reduce obsolescence, sanitation, and safety issues by modernizing legacy shipboard solid waste systems. The DWPS Improvements Program will decrease labor-hours by improving operation and maintenance, increase system availability, address current and projected obsolescence issues, and decrease component failures by redesign and equipment optimization. The improvement of legacy solid waste equipment, and transition and implementation of new solid waste processing tools will ensure the safe and efficient management of solid waste and HM. [P3A - 3 / Dry Waste Processing Suite Improvements]: HF5IN - INSTALLATION OF EQUIPMENT - EXPEDITIONARY WARFARE Funding is for installation of equipment for the Fleet Modernization Program installations. HF6IN - INSTALLATION OF EQUIPMENT - SURFACE WARFARE Funding is for installation of equipment for the Fleet Modernization Program installations

Justification

Justification Pollution Control Equipment

The FY 2026 request was reduced by $1.326 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." FY26 funding supports improvements to incinerators onboard CVN 72 and 77, and development of Ship Check Documents for LPD 17 Class, and LHD 1 Class for solid waste systems. Additional factors impacting variations in costs due to improvements on different ship classes, location of availability and the pollution prevention equipment installed within suite that is modernized.
