Description

Description — DDG Mod

The DDG Modernization (DDG MOD) Program is required to upgrade the in-service Flight I, II, and IIA DDG-51 Class ships in order to keep the DDG Class relevant and operational. The DDG MOD Program is composed of a series of improvements in both Hull, Mechanical, and Electrical (HM&E) and Combat Systems. Modernization changes are aligned with New Construction design to increase commonality and capitalize on Economic Order Quantities across all programs. In FY26, DDG MOD continues DDG MOD 2.0, the next phase of combat capability enhancements bringing Integrated Air and Missile Defense (IAMD) capability to the DDG 51 Class. In addition to the DDG MOD 1.0 HM&E and Combat Systems upgrades, DDG MOD 2.0 ships will be equipped with SLQ-32(V)7 Surface Electronic Warfare Improvement Program (SEWIP) Block III (funded in 0204228N OPN 2312 AN/SLQ-32), SPY-6(V)4 Air and Missile Defense Radar (AMDR) with updated AEGIS Baseline 10M / Ballistic Missile Defense (BMD) 6M, and High Efficiency Super-Capacity (HES-C) Chillers. DDG MOD 2.0 upgrades are planned for each ship's mid-life availability. PB26 reflects updated ship schedules and resourcing as summarized below: DDG 97 (USS HALSEY) resourcing in FY25 vice FY24 DDG 98 (USS FORREST SHERMAN) resourcing in FY26 vice FY25 DDG 101 (USS GRIDLEY) availability shifted from FY26 to a future FY DDG 102 (USS SAMPSON) availability shifted from a future FY to FY26 DDG 109 FY25 procurements and future FY availability deferred Prior year procurements from availability deferrals continue to support installations on DDG 102 in FY26 and DDG 101 in a future FY. Incorporation of updated private sector man-day rates. Installation quantities starting in FY26 are as follows: HM&E Modernization: - 1/0/0/0/0 DDG MOD 1.0: 1/0/0/0/0 DDG MOD 1.5: 2/1/0/0/0 DDG MOD DMP2: 1/1/2/0/0 DDG MOD 2.0: 0/0/0/2/2 The definitions for DDG MOD installations are listed below: HM&E Modernization: HM&E DDG MOD 1.0: HM&E + C/S DDG MOD 1.5: HM&E + C/S + SLQ-32(V)7 (SLQ-32(V)7 is funded outside of DDG MOD 2.0) DDG MOD DMP2: SPY-6(V)4 + HES-C (these hulls have already received DDG MOD 1.5 in a previous availability) DDG MOD 2.0: HM&E + C/S + SLQ-32(V)7 + SPY-6(V)4 + HES-C HM&E modernization is comprised of Commercial Off the Shelf (COTS) technologies for Ship Control and Engineering Plant Control Systems. New systems provide increased situational awareness, reduce manpower workloads, and address reliability and obsolescence challenges with legacy systems. C/S modernization upgrades the Aegis Weapon Systems (AWS). The upgrades enable the DDG-51 Class to conduct Ballistic Missile Defense simultaneously while conducting Air Defense within its assigned theatre. Upgrades allow for the use of AEGIS Open Architecture (AOA) replacing legacy signal processors with a Multi-Mission Signal Processor (MMSP) for DDG MOD 1.0 ships. For DDG MOD 1.5, DMP2 and DDG MOD 2.0 ships, C/S modernization establishes the foundation for upgrading the DDG-51 Class from the SPY-1 radar array to the SPY-6(V)4 solid-state radar, enabling the DDG-51 Class to remain tactically competitive against emerging threats. DDG MOD installations traditionally utilize a Firm Fixed Price Contracting Strategy for both the East and West Coasts of the United States. Installation costs require multiple years of funding per ship to support Ship Checks (S/C), Ship Installation Drawing (SID) development, Long Lead Time Material purchase, and physical installation. Installation costs are budgeted based on the ship's homeport man-day rates as promulgated by the Navy. [P40A / DM002 - LAND BASED ENGINEERING SITES]: Land Based Engineering Sites (DM002) upgrades shore facilities utilized for pre-installation testing and crew training of HM&E and Combat Systems alterations. [P40A / DM012 - CEC]: Procures Cooperative Engagement Capability (CEC) combat systems that includes equipment procurement, recurring engineering, equipment integration and Integrated Logistics Support (ILS) products for DDG 51 Class ships. Flight IIA DDGs have previously received CEC installation. [P40A / DM013 - CONJUNCTIVE ALTERATION DEFINITION AND INTEGRATION]: Provides Conjunctive Alteration Definition and Integration including equipment procurement, non-recurring and recurring engineering, equipment integration and Integrated Logistics Support (ILS) products for DDG 51 Class ships. [P40A / DM6IN - INSTALLATION]: Provides for installation of Fleet Modernization Program alterations that are associated with DDG MOD. Alterations include Fuel Oil System Control upgrades, Lube Oil Purifier improvements, Digital Indicators modifications, Vertical Launch System (VLS) Magazine ventilation changes, Microwave Tubes (DM006) and Ballistic Missile Defense (BMD) Cards (DM008). Upgrades address obsolescence and reliability problems with existing systems, support SM-3 missile operations, enable BMD missions, and improve operational availability of the DDG 51 Class ships. [P40A / HELO HANGER DOOR (HHD)]: Provides HHD upgrades for DDG-51 FLTIIA ships (DDG 113 and follow) to resolve documented HHD reliability issues. [P40A / OFFICER OF THE DECK SCREEN (OOD)]: Replaces the Interior Communication/Standard Module alarm panels in the 3 OOD stations and Combat Systems Maintenance Center with Multi-Function Color Repeaters for standardization of components and commonality with DDG 105 and follow design. [P40A / AWS VIDEO DISTRIBUTION SYSTEM & CIRCUIT 3 TV]: Replaces obsolete and unsupported legacy topside surveillance camera CKT-3TV Systems on HM&E MOD Avails (including sensors, pan/tilt, unit, controllers and other HW) with shock and environmentally qualified Commerical Off the Shelf (COTS) Camera System. [P40A / DIGITAL VOLTAGE REGULATOR (DVR)]: Replaces the obsolete legacy Excitation Control Panel (EXCOP) for three onboard generators and achieves commonality with DDG 113 and follow design. [P40A / COMBAT SYSTEM SHIP QUALIFICATION TRIALS (CSSQT)]: Provides for test planning and execution of live-fire testing enabling validation of the newly installed C/S equipment. CSSQT is required by Navy policy when major modifications are made to the C/S to ensure the kill chain functions properly and can support national tasking. It additionally provides real world training for the ship's crew and combat watch standers. [P40A / AEGIS MODERNIZATION TESTING (AMT)]: Provides on-site engineering and technical support for AEGIS and C/S Modernization. AMT teams support AEGIS-system Light Off (ALO), C/S verification and alignment, and crew training for operations and maintenance of new AEGIS Combat Systems. AMT efforts support availability and installation planning efforts, engineering design products for upgrades, shipboard installation, and system testing. [P40A / DMCA5-BROMINE-FREE WATER PURIFICATION SYSTEM CONGRESSIONAL ADD]: Provides for design engineering and installation planning for installation of bromine-free water purification systems on DDG 51 class ships. Ship water purification systems historically used bromine as an antimicrobial. The bromine is introduced via scrubber cartridges, and these cartridges have supply chain risks and come with special hazardous material handling requirements. [P40A / DMCA8 - ARTIFICIAL INTELLIGENCE - CONGRESSIONAL ADD]: Congressional add for artificial intelligence for ready relevant learning. This initiative will enhance the Virtual-Total Ship Training Capability (V-TSTC), a virtual performance support training tool aimed at increasing individual Combat Systems Operational Sequencing System (CSOSS) familiarity and Advanced Training Domain (ATD) system readiness. [P3A / DM001 - DDG MODERNIZATION HME (GEDMS)]: Gigabit Ethernet Data Multiplexing System (GEDMS) replaces the obsolete copper machinery control Local Area Network (LAN) infrastructure with a new system based on the widely used Ethernet industry standard. [P3A - 2 / DM001 - DDG MODERNIZATION HME (MCS/DCS)]: Machinery Control System (MCS) replaces the obsolete control consoles while also delivering enhanced capability to the Fleet through improved situational awareness and reconfigurable user stations. The new consoles use Commercial Off the Shelf (COTS)-based computers and software to replace the now obsolete Versa Modular Eurocard (VME)-chassis technology. The architecture is anticipated to be supportable for the remaining service life of the ship and will enable computer upgrades within the chassis thereby mitigating future obsolescence concerns. [P3A - 3 / DM001 - DDG MODERNIZATION HME (DVSS)]: Digital Video Surveillance System (DVSS) is a network of video cameras integrated into the Machinery Control System. This system provides watchstander situational awareness which supplements the workload reduction benefits of the new MCS. [P3A - 4 / DM001 - DDG MODERNIZATION HME (WIRELESS COMMUNICATIONS)]: Shipwide Interior Wireless Communication System (SIWCS) provides point-to-point coverage throughout the internal spaces of the ship as well as topside, topside-to-interior, line of sight ship-to-ship & line of sight ship-to-shore communications capabilities. [P3A - 5 / DM001 - DDG MODERNIZATION HME (IBNS)]: The Integrated Bridge & Navigation System (IBNS) replaces obsolete bridge consoles and introduces flexibility with how the pilot house is managed during navigation. The key benefit is the ability to operate with fewer watch-standers, reduced watch standard workloads, and improved safety of navigation. Navigation system upgrades transitions from IBNS to the Ship Control System (SCS) and DDG Electronic Charting Display Information System (ECDIS) Navigation hardware beginning with installation in a future FY. [P3A - 6 / DM001 - HES-C]: High Efficiency Super Capacity (HES-C) Chillers modernize the 50-year-old Air Conditioning and Refrigeration (AC&R) systems installed on the DDG-51 Class. This upgrade replaces five AC&R systems on each ship receiving the SPY-6(V)4 Air and Missile Defense Radar (AMDR), to be installed conjunctively. [P3A - 7 / DM003 - MK 160 MOD 15 GWS]: Provides MK 160 Mod 15 Gun Weapon System (GWS) upgrades including equipment procurement, recurring engineering, equipment integration, installation, and Integrated Logistics Support (ILS) products for DDG 51 Class ships. [P3A - 8 / DM004 - AWS UPGRADE]: Provides Aegis Weapon System (AWS) Upgrades including equipment procurement, recurring engineering, equipment integration, installation and Integrated Logistics Support (ILS) products for DDG 51 Class ships. [P3A - 9 / DM005 - MULTI-MISSION SIGPRO]: Provides the Multi-Mission Signal Processor (MMSP) to enable Ballistic Missile Defense capabilities for ships receiving C/S modernization upgrades and retaining the SPY-1(D) radar. Includes equipment procurement, recurring engineering, equipment integration, installation, and Integrated Logistics Support (ILS) products for DDG 51 Class ships. MMSP is not required for DDG MOD 2.0 ships receiving the SPY-6(V)4 radar upgrade. [P3A - 10 / DM006 - MULTI-MISSION SSA/CWI MICROWAVE TUBES]: Provides the Multi-Mission Signal Processor (MMSP) to enable Ballistic Missile Defense capabilities for ships receiving C/S modernization upgrades and retaining the SPY-1(D) radar. Includes equipment procurement, recurring engineering, equipment integration, installation, and Integrated Logistics Support (ILS) products for DDG 51 Class ships. Microwave Tubes are not required for DDG MOD 2.0 ships receiving the SPY-6(V)4 radar upgrade. [P3A - 11 / DM008 - MULTI-MISSION BMD CAPABILITY CARDS]: Provides Multi-Mission Ballistic Missile Defense (BMD) Capability cards including equipment procurement, recurring engineering, equipment integration, installation, and Integrated Logistics Support (ILS) products for DDG 51 Class ships. BMD cards are not required for DDG MOD 2.0 ships receiving the SPY-6(V)4 radar upgrade. [P3A - 12 / DM009 - VLS UPGRADES]: Provides Vertical Launch System (VLS) Modifications, Evolved Sea Sparrow Missile (ESSM) VLS Modifications, SM3 Operability Heating Ventilation Air Conditioning (HVAC) and VLS Modifications for SM3 Block 3 including equipment procurement, recurring engineering, equipment integration, installation and Integrated Logistics Support (ILS) products for DDG 51 Class ships. [P3A - 13 / DM011 - AN/SQQ-89 A(V15)]: Procures improved AN/SQQ-89(V)15 with Multi-Function Towed Array (MFTA) to replace the installed MIL-STD AN/SQQ-89(V) including equipment procurement, recurring engineering, equipment integration, installation and Integrated Logistics Support (ILS) products for DDG 51 Class ships. [P3A - 19 / DM014 SOLID STATE RADAR EQUIPMENT]: SPY-6(V)4 solid-state radar provides the latest capability to the DDG-51 Class for Air Defense and Ballistic Missile Defense. The SPY-6(V)4 upgrade replaces legacy SPY-1 radar arrays with SPY-6 arrays to deliver AEGIS Baseline 10 with Integrated Air and Missile Defense (IAMD) capability. SPY-6(V) 4 upgrades are applicable to DDG 51 Flight IIA ships, DDG 91 through DDG 124 & DDG 127. SPY-6(V)4 fielding plans are integrated with SEWIP BLK III (BLI 2312) in order to rapidly deliver enhanced capability to the DDG-51 Class required to pace new threats by international competitors.

Justification

Justification — DDG Mod

The FY 2026 request for BLI 0900 DDG MOD includes $686,787K of discretionary and $310,698K of mandatory (reconciliation) for a total of $997,485K. The mandatory funds augment procurement, engineering, installation, and shipboard testing outlined by this exhibit to provide unmatched combat capability via modernization for the in-service DDG-51 FLT IIA Fleet. Further information for this reconciliation request is provided in Section 2002 (Shipbuilding) and Section 2010 (Readiness) of the Reconciliation Exhibit. The FY 2026 request was reduced by $52.913 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
