Description — FAMILY OF SEMITRAILERS
The M870A4 SEMITRAILER is a 40-Ton payload, mechanical folding gooseneck, level-deck trailer, with rear ramps capable of handling payloads on trails, primary, and secondary roads. The sole prime mover for the M870A4 is the M983A4 HEMTT LET. The primary mission of the M870A4 is to transport engineering construction equipment, and other payloads up to 40 tons. This trailer is C-130 air transport capable and supports mobility, counter mobility, and survivability operations during Large Scale Combat Operations (LSCO). The M870A4 is an enabling capability for theater access operations, to provide transport of construction equipment and other payloads weighing up to 40 tons, in support of military and other national goals and objectives. The M870A4 supports construction and maintenance of main supply routes, logistical facilities, bituminous roads, helipads, airfields, landing strips, motor pools, and parking areas supporting sustainment operations throughout the full spectrum of operations. The M870A4 is the sole semitrailer that provides transport capability with modifications for a Long-Range Hypersonic Weapon (LRHW), and the Lower Tier Air and Missile Defense Sensors (LTAMDS), Large Tactical Power Distribution System (LTPDS), for long term power. The M870A4 Army Acquisition Objective (AAO) is 2,814. The M872A4 SEMITRAILER is a 34-Ton dual purpose break bulk/container semi-trailer, is the primary platform to transport large volumes of cargo including bulk water to Divisions and is critical to support Multi Domain Operations (MDO) in Large Scale Combat Operations (LSCO). The M872A4 is a commercially-adapted semitrailer, with missions to transport a single 40-foot or two 20-foot ISO (International Organization for Standardization) containers, palletized cargo, and light combat and tactical vehicles. The M872A4 supports sustainment operations and freedom of movement and is critical for moving large volumes of cargo from ports to Division areas supporting full-spectrum military operations. With the capability to transport over primary and improved secondary roads, the M872A4 is a readiness pacing item for Army Medium Truck Companies. The M872A4 AAO is 7,169. The M172A2 SEMITRAILER LOW BED 25-Ton transports construction equipment/supplies and material handling equipment to support Early Entry. This trailer is C-130 air transport capable and supports rapid deployment mobility, counter mobility, survivability and sustainment operations during Large Scale Combat Operations (LSCO). The M172A2 is a commercially-adapted semitrailer with a 25-Ton payload capacity, flat level-deck and rear loading ramps. The M172A2 AAO is 1,192. Tactical Fuel Distribution System (TFDS) provides theater bulk petroleum distribution to maximize throughput in order to support early entry, buildup, and onward movement of forces. The TFDS addresses Capability Gap #4 regarding CLIII (Line Haul & Tactical) Carry and Distribution. It replaces the M967 and M969 tanker trailers, which are nearing the end of useful life. The TFDS provides fuel in undeveloped operational theaters and provides the Army with systems that can be rapidly deployed to the Joint Operations Areas. The TFDS consists of a 5,000 gallon line haul tanker trailer, pulled primarily by the M1088 tractor. TFDS is capable of retail fuel distribution, able to travel on unimproved roads and provides support from the Theater Army to Echelons Above Brigade (EAB). The Army Acquisition Objective (AAO) is 2,023. Bulk Fuel Distribution System (BFDS) carries up to 9,000 gallons of petroleum product across improved and limited unimproved roads at normal convoy operating speeds. The BFDS maximizes the tow capacity of the M915A3/A4/A5 and provides an accurate measurement and digital display of petroleum within the system. The BFDS provides theater bulk petroleum distribution to maximize throughput and support early entry and onward movement of forces. The Army Acquisition Objective (AAO) is 2,283. Matrix Functional Support is required to address/augment Engineering and Logistic functions, capabilities and gaps to supplement core employee competencies. System Engineering oversight and multiple functions of Logistics support such as management, fielding, tracking, and documentation is required during the acquisition process. These funds also support travel requirements for this program. This program is included in the OPA Budget Line Consolidation. In FY 2025, the Semitrailers, Flatbed (D01001) and Semitrailers, Tankers (D02001) were consolidated into the FAMILY OF SEMITRAILERS (D03900) program.

D00711 / SEMITRAILER LB 40-Ton M870A1 CCE (M870A4): FY 2026 Base procurement dollars in the amount of $17.633 million supports the procurement of 66 M870A4 semitrailers to fill readiness gaps and support Multi Domain Operations (MDO) and Large-Scale Combat Operations (LSCOs) by providing significant hauling capability for all earthmoving equipment in support of Brigade Combat Teams (BCTs). The M870A4 improves mission capabilities for improved trails and trails to align with the prime mover's capabilities and also improves loading and unloading capability with moveable front gooseneck, rear loading ramps & larger 32.4 ft. deck surface. The M870A4 is the sole semitrailer that provides transport capability with modifications for a Long-Range Hypersonic Weapon (LRHW), and the Lower Tier Air and Missile Defense Sensors (LTAMDS), Large Tactical Power Distribution System (LTPDS), for long term power. D01611 / SEMITRAILER FB BB/CONTAINER TR 34-Ton M872 C/S (M872A4): FY 2026 Base procurement dollars in the amount of $10.672 million supports the procurement of 61 M872A4 semitrailers to respond to line haul transportation requirements and address urgent readiness needs. The M872A4 semitrailer is a readiness pacing item for Army Medium Truck Companies with continued significant on hand shortages and is critical for moving large volumes of cargo from ports to Division areas. This program contributes to the Army's modernization priorities through movement of Soldiers, air defense & missile defenses, sensors, network, fuel, ammunition, etc. and supports the National Defense Strategy with the equipment needed to respond to contingencies and ensure long-term readiness. It is critical to support Multi Domain Operations (MDO) in Large Scale Combat Operations (LSCO). D01652 / SEMITRAILER LOW BED 25-Ton (M172A2): FY 2026 Base procurement dollars in the amount of $6.063 million supports the procurement of 25 M172A2 semitrailers to transport construction equipment/supplies and material handling equipment to support Early Entry and rapid deployment mobility, counter mobility, survivability and sustainment operations during Large Scale Combat Operations (LSCO). D01653 / TACTICAL FUEL DISTRIBUTION SYS (TFDS): FY 2026 Base procurement dollars in the amount of $64.157 million supports the procurement of 199 systems. TFDS is capable of retail fuel distribution, able to travel on unimproved roads and provides support from the Theater Army to Echelons Above Brigade (EAB). D01654 / BULK FUEL DISTRIBUTION SYS (BFDS): FY 2026 Base procurement dollars in the amount of $34.268 million supports the procurement of 266 systems. The BFDS provides theater bulk petroleum distribution to maximize throughput and support early entry and onward movement of forces. This program is included in the OPA Budget Line Consolidation. In FY 2025, this program consolidates the Semitrailers, Flatbed (D01001) and Semitrailers, Tankers (D02001) into the FAMILY OF SEMITRAILERS (D03900) program. In accordance with section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110 - 181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
