Description — Other Navigation Equipment
This program provides procurement and improvements of navigation equipment to include Inertial Navigation equipment such as gyrocompasses, speed sensors, Electronic Chart Display and Information System (ECDIS) and major components for other navigation systems. ECDIS provides Fleet-wide electronic charting capability, increases navigation and situational awareness, improves safety at sea, and eliminates reliance on paper charts. These systems provide mission critical navigation data to shipboard combat and weapon systems. [P40A / GW054: NAVIGATION TRAINING EQUIPMENT]: Funds are required for the procurement of training equipment for multiple Navigation classrooms in support of Navigation System Technician pipeline maintenance training and ECDIS Operator Training. This includes computer upgrades and software licenses. These upgrades are critical to maintaining Fleet proficiency on operation and maintenance of navigation systems. Field Changes include ECDIS Operator Course Classroom Tech Refresh and additional seats and licenses and upgrade/update Mariner Skills Simulator (MSS) to support Fleet Training Requirements (Radar/Data bases/Models). [P40A / GW063: NAVIGATION CERTIFICATION]: These funds are required for conducting Navigation Certification (NAVCERT) on surface ships, submarines, and carriers as part of fielded upgrades and tech refresh. NAVCERT funding amount varies each fiscal year based on the number and type of equipment and/or field changes installed, the ship class, and location. [P40A / GW065: NAVIGATION SHORESITE EQUIPMENT]: These funds are required for the procurement and Non Recurring Engineering (NRE)/ Integrated Logistics Support (ILS)/Support of navigation system shoresite equipment. Shoresite equipment does not have any associated installation costs. [P40A / GW066: SSBN NAVIGATION SENSOR OBSOLESCENCE]: These funds are required for Procurement and NRE/ILS/Support of replacement Navigation Sensors on SSBN Platforms. Transition from P40A to P3A in FY25 to reflect additional procurement and associated installations. [P40A / GW068: NAVIGATION CERTIFICATION SUITE]: These funds are required for the procurement of hardware and software to maintain and upgrade a land-based Navigation Certification Suite lab to verify navigation equipment field changes and tech refresh interoperability with existing systems prior to shipboard installation. [P40A / GW830: PRODUCTION ENGINEERING]: These funds are required for the production engineering support of all navigation system hardware, software, and tech refresh procurements and system test and integration. This Cost Element includes indirect costs associated with the procurement and installation of individual field changes and upgrades. These costs would include field change and upgrade support, consolidated engineering support, Program Office support, and other costs. These costs will fluctuate with increases and decreases of overall budget, number and type of field changes and upgrades, and required support. See prior submissions for details on this completed P3A effort [P3A / GW053: AN/WSN-12]: These funds are for the procurement and installation of AN/WSN-12 Inertial Navigation System - Replacement (INS-R) on surface ships, submarines, and carriers. [P3A - 2 / GW055: SPEED LOGS]: These funds are for the procurement and installation of Speed Log upgrades and Tech Refresh on surface ships, submarines, and carriers. [P3A - 3 / GW056: NAVY ECDIS]: These funds are required for the software build, procurement, and installation of Navy ECDIS hardware and software to replace legacy ECDIS-N capability on surface ships, carriers, and submarines (software only). [P3A - 4 / GW061: MK 27 REPLACEMENT]: These funds are required for the procurement and installation of AN/WSN-11 replacement for legacy MK27 Backup Heading Reference systems on surface ships and submarines. [P3A - 5 / GW062: AN/WSN-7 MODERNIZATION]: These funds are required for the procurement and installation of field changes, upgrades, and Tech Refresh of AN/WSN-7 Inertial Navigation System on surface ships, submarines, and carriers. [P3A - 6 / GW069: SITUATIONAL AWARENESS BOUNDARY ENFORCEMENT AND RESPONSE - NAVIGATION (SABER-NAV)]: Divestment of ($41.7M) for ANCHOR prototype due to higher DON priorities. This Cost Element was previously labeled as ANCHOR. These funds are required for the procurement and installation of Situational Awareness Boundary Enforcement and Response-Navigation (SABER-NAV) system. SABER-NAV is the common codified solution that provides cyber situational awareness suite, intrusion detection/prevention, boundary defense, cross-domain solutions (CDS), and various host-level data protections. [P3A - 7 / GW070: MILITARY GLOBAL POSITIONING SYSTEM (GPS) USER EQUIPMENT (MGUE)]: This Cost Element reflects a transition from development(PE 0204228N) to production in FY 2023. These funds are required for the procurement and installation of Military GPS User Equipment on submarines. [P3A - 8 / GW071: NAVIGATION NETWORKS]: GW071 title change from Navigation Critical Distribution System to Navigation Networks to incorporate NCDS and NDDS. This Cost Element was added in PB22 cycle with funding and program responsibility transferred from LI 0946 (NAVIGATION DATA DISTRIBUTION SYSTEM (NDDS) NETWORK INSTALLATION) and LI 0933 (Navigation Critical Data Distribution (NavCrit)) to LI 0670 starting in FY23. These funds are required for the procurement and installation of Navigation Critical Distribution System (NCDS) and Navigation Data Distribution System (NDDS) on amphibious ships and carriers. [P3A - 9 / GW072: AUTOMATED CELESTIAL NAVIGATION SYSTEM]: This Cost Element reflects a transition from development(PE 0204228N) to production in FY 2023. These funds are required for the procurement and installation of Automated Celestial Navigation System (ACNS) on surface ships. [P3A - 10 / GW073: TIME FREQUENCY DISTRIBUTION SYSTEM-REPLACEMENT]: TIME FREQUENCY DISTRIBUTION SYSTEM-REPLACEMENT]: This Cost Element reflects a transition from development (PE 0204228N) to production in FY 2025. These funds are required for the procurement and installation of Time Frequency Distribution System-Replacement (TFDS-R) on submarines. [P3A - 11 / GW066: SSBN NAVIGATION SENSOR OBSOLESCENCE]: Transition from P40A to P3A in FY25 to reflect additional procurement and associated installations which will address obsolescence issues associated with the AN/BSN-2 Digital Depth Detector and TFDS. It also leverages updates to COLUMBIA Class architecture to remove dedicated Mission Critical Control Panel (MCCP).

Net decrease of $.261M from FY 2025 to FY 2026 reflects decreases in planned procurement and installation requirements for NCDS, AN/WSN-12 and Production Engineering. The FY 2026 request was reduced by $7.477 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
