Description — Close Terrain Shaping Obstacle
This budget line includes Close Terrain Shaping Obstacle, All Types. (F76740) The XM343 Standoff Activated Volcano Obstacle (SAVO) meets the requirements of United States Army Europe (USAREUR) Operational Needs Statement (ONS) 18-22702. It provides a new delivery capability for fielded Volcano mine canisters utilizing initiation systems, which are the M7 Spider Networked Munition System, the MK152/M156 Remote Activation Munition Systems (RAMS), the CD450-4J Blasting Machine, or the XM204 Interim Top Attack. The primary item is the SAVO base plate which is placed on the ground and has four ports to connect the Volcano canisters and electrical terminals for wires to connect to the selected initiation system for manual initiation. The base plate is packaged with ancillary components to aid in emplacement such as initiation wire, stabilizing ground stakes, sandbags, and canister carrying straps. This item provides a U.S. Anti-Personnel Landmine Policy compliant capability to address the Army's directed close tactical obstacle capability gap and has been identified as part of the Army Modernization priorities in support of the National Defense Strategy. This item is Code A, approved for service use. SAVO Full Task Trainer (FTT) will reflect the form, fit, function, and weight of the tactical XM343 SAVO base plate. FTT will produce sight and sound effects, upon receipt of a launch signal from a fielded initiation system, which effectively represents the XM343 SAVO obstacle's mine launch and armed status functionality. The SAVO Trainers will include the same packaging and ancillary components as the tactical SAVO. The SAVO Partial Task Trainer (PTT) will reflect the same form, fit and weight of tactical XM343 SAVO base plate and can be utilized in conjunction with the SAVO FTT for a more wide-scale collective training experience at Home Station and the Combat Training Centers. This item is Code A, approved for service use.
Justification
Justification — Close Terrain Shaping Obstacle
FY 2026 Base Budget supports critical Army Title 10 war reserve/operational, training, and test requirements IAW DoD Instruction 3000.04 (Munitions Requirements Process) and AR 5-13 (Total Army Munitions Requirements Process and Prioritization System). War reserve requirements support OSD-approved Combatant Commander Operational Plans, Homeland Defense, and other OSD-directed missions. Training requirements support individual and collective training of Active and Reserve Component forces at Army schools, home station, and the combined training centers. Test requirements support the development, fielding, safety, and quality assurance of Army munitions and equipment throughout their life cycle. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. FY 2026 Total Base dollars in the amount of $7.860 million supports procurement of 60 XM343 SAVO Full Task Trainers and Volcano Munitions for evaluation with SAVO tactical Base Plates. (F76740) Standoff Activated Volcano Obstacle (SAVO), XM343 base funding - This is a training standard item used in training and combat. FY 2026 request supports annual training and builds a war reserve inventory in accordance with the Army's procurement goals. FY 2026 Base Procurement dollars in the amount of $7.125 million supports the procurement of 50 XM343 SAVO Full Task Trainers. FY 2026 OOC dollars in the amount of $0.735 million supports the COCOM requirement for procurement of 10 Standoff Activated Volcano Obstacle (SAVO) Full Task Trainers to deter potential adversaries and support Operation Atlantic Resolve.
