The Mitigate Operational System Development Project provides the Joint Force continued readiness of fielded personnel and materiel contamination mitigation and chemical agent therapeutic capabilities and provides size, weight and power improvements to reduce logistical burden on the warfighter. MissionChemical and Biological Defense (Operational Systems Development)

This program element (PE) resources Operational System Development across the Understand, Protect, and Mitigate portfolios. Chemical and Biological Defense Program (CBDP) investments provide an integrated, layered capability to enable Department of Defense (DoD) missions in a chemical and biological environment, ranging from combat operations to domestic incident prevention and response. The Projects in this PE support the upgrade of systems that have been fielded or have received approval for full-rate production in order to maintain Joint Force readiness. Individual Projects include: - Understand (UN7): Modernization and ongoing engineering of software and information systems. Continued development and testing of CB sensor equipment to ensure interoperability with emerging information technology and reduce size, weight, and power requirements, thereby easing logistical burdens. Refresh fielded medical diagnostic systems and capabilities, such as assays, to strengthen defenses against biological warfare agents. Upgrade medical nerve agent treatment systems to enhance defenses against chemical warfare threats facing U.S. Forces. - Protect (PT7): Efforts to refresh technology of fielded individual and protective equipment that enables the Joint Force to operate in a contaminated chemical and biological (CB) environment with little or no degradation of performance. Technology refresh efforts for fielded collective protection systems that are smaller, lighter, less costly to produce and maintain, and more logistically supportable, enabling mission accomplishment in spaces safe from the effects of CB contamination. - Mitigate (MT7): Technology refresh of fielded Contamination Mitigation systems that will remove and/or detoxify contaminated material without damaging combat equipment, personnel, or the environment. The projects in this PE support operational systems development necessary to maintain operational effectiveness and are, therefore, correctly placed in Budget Activity 7.

The Understand Operational System Development Project provides the Joint Force continued readiness of fielded sensor, information technology and medical diagnostic capabilities and provides size, weight and power improvements to reduce logistical burden on the warfighter and services. Efforts included in this Project are: (1) Chemical Biological Radiological Nuclear Support to Command and Control (CSC2) (2) Modernization Sensors (MOD SEN) (3) Modernization Medical (MOD MED) - NGDS 1 Tech Refresh (4) Modernization Medical (MOD MED) - Diagnostic System Upgrades / Assay Development (5) Modernization Medical (MOD MED) - Autoinjector Post Marketing Commitments and Requirements (PMRs/PMCs) (6) Modernization Medical (MOD MED) - Fielded System Improvements and Post-Fielding Requirements (7) Special Purpose Unit Rapid Capability Development and Deployment (SPU RCDD) - System Modernization (8) Weapons of Mass Destruction - Civil Support Team (WMD CST)

3) Modernization Medical (MOD MED) - NGDS 1 Tech Refresh

The MOD MED program supports improvements to fielded systems and supports post-fielding U.S. Food & Drug Administration (FDA) requirements for Chemical and Biological (CB) Medical devices, including FDA-approved autoinjectors and diagnostic equipment, in order to mitigate obsolescence and maintain fielded capabilities. The MOD MED Next Generation Diagnostics System 1 Tech Refresh program benefits the warfighter by modernizing medical countermeasures through developmental engineering efforts to sustain a critical diagnostic capability.

6) Modernization Medical (MOD MED) - Fielded System Improvements and Post-Fielding Requirements

MOD MED supports improvements to fielded systems and products and supports post-fielding Food & Drug Administration (FDA) requirements for Chemical and Biological (CB) medical devices and treatments; efforts include FDA-approved autoinjectors, diagnostic equipment, and treatments in order to mitigate obsolescence and maintain fielded capabilities. It exploits new and emerging FDA-compliant technologies and updated manufacturing guidelines, supports FDA-required post-marketing commitments (PMCs) and post-marketing requirements (PMRs), and continually mitigates cybersecurity risks. MOD MED benefits the warfighter by preventing premature capability loss through maintenance of cybersecurity controls and FDA compliance, refreshing obsolescing capabilities, and executing preplanned product improvements to fielded platforms.

7) Special Purpose Unit Rapid Capability Development and Deployment (SPU RCDD) - System Modernization

SPU RCDD facilitates United States Special Operations Command (USSOCOM) rapid response requirements, through the classified special category (SPECAT) process, for near-term and emergent chemical-biological defensive capabilities. SPU RCDD mitigates risk across the Enterprise by creating a portfolio of operationally relevant chemical and biological defense capabilities that can be quickly transitioned in response to the articulated, developing capability needs of the geographic combatant commanders. These objectives are met by the early transitioning of promising science and technology (S&T); the focused conduct of combat evaluations and mission-oriented operational assessments to assess technological and mission suitability; and leveraging existing Commercial-Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) products along with novel redesign approaches to optimize existing solutions to new challenges supported by adaptive acquisition strategies.

1) Improved Nerve Agent Treatment System Centrally Acting (INATS CA) - Soman Nerve Agent Pretreatment Pyridostigmine (SNAPP)

The INATS CA program will develop the centrally acting anticholinergic, scopolamine, to increase survivability and decrease morbidity following exposure to toxic nerve agents. INATS CA benefits the warfighter by adding current fielded nerve agent treatments such as scopolamine and pyridostigmine bromide which will improve overall medical outcomes.

8) Weapons of Mass Destruction Civil Support Teams (WMD CST)

The Weapons of Mass Destruction Civil Support Teams (WMD CST) supports the fielded system upgrade and ongoing assessment and acquisition of Commercial Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) analytical detection, protection, decontamination and sampling equipment for survey in order to expand/enhance the operational capabilities of the WMD CST. WMD CST benefits the warfighter by actively monitoring the currently fielded National Guard Bureau (NGB) equipment and establishes a time phased modernization roadmaps to integrate and incorporate proven advancements in commercially available technology into the NGB mission set based on highest priority capability requirements and availability of resources.

1) Modernization Protection Collective Protection (MODPROT CP)

The MODPROT CP effort addresses modernization and obsolescence across the Department of Defense (DoD) Collective Protection (CP) portfolio to increase readiness, sustainability, reliability, and affordability of these systems. MODPROT CP modernizes decades old collective protection equipment reducing costs, shortening lead times, and updating key components to extend service life and ensure affordable and procurable to warfighters. MODPROT CP will conduct system filter surveillance testing to improve system sustainment, develop a design guide for ground vehicle platforms, modernize mobile platform filters, modernize ship platform filtration systems, modernize liners and closures for collective protection shelters, and explore new filter media technology transitions. MODPROT CP supports the modernization of CP ships and buildings. MODPROT CP benefits the warfighter by addressing obsolescence of critical equipment, assessment of currently fielded systems against current priority threats, and conducting real time shelf-life studies.

2) Modernization Protection Individual Protection (MODPROT IP)

MODPROT IP addresses modernization and obsolescence across the Department of Defense (DoD) Individual Protection (IP) portfolio to increase readiness, sustainability, reliability, and affordability of these systems. MODPROT IP reduces logistics costs and obsolescence issues with individual protection percutaneous and respiratory/ocular equipment, to include test equipment, and the need to modernize the Joint Services fielded Chemical and Biological protection with capabilities meeting or exceeding the Services requirements. MODPROT IP supports the Joint Mask Leakage Tester (JSMLT), Fixed Wing Aircraft/Aircrew Personal Protective Equipment (PPE), Individual Protective Equipment (IPE) products, Chemical and Biological Response Enterprise Personal Protective Equipment (CRE PPE), and Joint Service Lightweight Integrated Suit Technology (JSLIST). MODPROT IP benefits the warfighter by addressing obsolescence of critical equipment, assessment of currently fielded systems against current priority threats, and conducting real time shelf-life studies.

3) Modernization Protection Decontamination (MODPROT DE)

The MODPROT DE effort addresses modernization and obsolescence across the Department of Defense (DoD) Hazard Mitigation portfolio to increase readiness, sustainability, reliability, and affordability of these systems. MODPROT DE supports the Joint Service Transportable Decon System – Small Scale (JBTDS-SS), Power Driven Decontamination Apparatus (PDDA), Decontamination Family of Systems General Purpose Decontaminant (DFoS GPD), M295 Decontamination Kit, and M100 Sorbent Decontamination System (SDS) programs. MODPROT DE benefits the warfighter by addressing obsolescence of critical equipment, assessment of currently fielded systems against current priority threats, and conducting real time shelf-life studies. This project is funded in FY 2025 and beyond under Modernization Hazard Mitigation (MOD HM) and was renamed MOD HM to accurately reflect the capability and applicability of the system.

4) Modernization Hazard Mitigation (MOD HM)

The MOD HM effort addresses modernization and obsolescence across the Department of Defense (DoD) HM portfolio to increase readiness, sustainability, reliability, and affordability of these systems. The MOD MED program supports improvements to fielded systems and supports post-fielding U.S. Food & Drug Administration (FDA) requirements for Chemical and Biological (CB) Medical devices, including FDA-approved autoinjectors and diagnostic equipment, in order to mitigate obsolescence and maintain fielded capabilities. The MOD MED Diagnostic System Upgrades / Assay Development program benefits the warfighter by maintaining fielded diagnostic capabilities to sustain technologies and address emerging threats.

1) Chemical Biological Radiological Nuclear Support to Command and Control (CSC2)

Continuous engineering for the currently deployed chemical and biological (CB) information systems (Joint Effects Model (JEM), Joint Warning and Reporting Network (JWARN), Chemical, Biological, Radiological, Nuclear (CBRN) Information System (CBRN IS)), and CSC2. Effort encompasses the processes, procedures, people, material and information required to support and modernize fielded CB information systems and applications. CB Warning Reporting and Hazard Prediction capabilities and efforts will be transitioned to CSC2 in the FY 2027- FY 2029 timeframe. The approach to consolidation simplifies software BA7 management under one line and synchronizes the sunset of JEM and JWARN systems as replacement capabilities are deployed through CSC2.

2) Modernization Sensors (MOD SEN)

MOD SEN performs technology refresh, modernization and continuous engineering of equipment and software to shape and inform the battlespace against chemical and biological threats. MOD SEN conducts development and testing of chemical and biological sensor equipment to address obsolescence of critical equipment and functionality issues for the Services to decrease size, weight, and power requirements, reduce logistical burden, and maintain interoperability of capabilities. MOD SEN supports the Analytical Laboratory System Modification (ALS MOD), Common Analytical Laboratory System (CALS) Field Confirmatory Analytical Capability Set (FC ACS), CALS Theater Validation Integrated System (TV IS), Chemical Biological Radiological Nuclear Dismounted Reconnaissance System (CBRN DRS), Joint Chemical Agent Detector (JCAD) M4A1, M8 Chemical Detection Paper, and Enhanced Maritime Biological Detection (EMBD) programs. MOD SEN benefits the warfighter by establishing a time phased modernization plan to address equipment obsolescence, system functionality improvements, and integrate technological advancements.

5) Modernization Medical (MOD MED) - Autoinjector Post Marketing Commitments and Requirements (PMRs/PMCs)

The MOD MED program supports improvements to fielded systems and supports post-fielding U.S. Food & Drug Administration (FDA) requirements for Chemical and Biological (CB) Medical devices, including FDA-approved autoinjectors and diagnostic equipment, in order to mitigate obsolescence and maintain fielded capabilities. The MOD MED Autoinjector Post Marketing Commitments and Requirements (PMRs/PMCs) program benefits the warfighter by maintaining fielded autoinjector capabilities.
