MissionPortfolio Systems Acquisition (PSA)

The FY 2026 request for Portfolio Systems Acquisition (PSA) includes $6.166 thousand of discretionary funds which supports air, land, sea, and undersea warfare programs and munitions with a focus on MDAPs and integrated acquisition portfolio management. These efforts entail integrated roadmaps to support acquisition investment decisions, and assessments of MDAPs and other linchpin acquisition efforts in a capability area context. PSA funds provide support in the areas of (1) integrated acquisition portfolio analysis; (2) acquisition roadmaps; and (3) acquisition decision support. These efforts guide the development and fielding of integrated acquisition systems in order to achieve Joint mission capabilities across the operational domain to defend against any global threats.

MissionJoint Systems Architecture Development

The Joint Systems Architecture Development (JSAD) program element supports the Office of the Under Secretary of Defense, Acquisition and Sustainment (OUSD A&S), Office of the Deputy Under Secretary Defense Platform Weapons and Portfolio Management (DASD PWPM) mission to use Capability Portfolio Management (CPM) to analyze, manage, and inform acquisition and resourcing decisions in platform and weapon portfolios, to include air, surface, electronic, and cyber warfare systems. The program is broken up into two focus areas: Portfolio Systems Acquisition (PSA), supporting air, land, sea, and undersea warfare programs and munitions; and Electromagnetic Warfare (EW), supporting the statutory responsibilities of the EXCOM. All efforts DASD PWPM strive to deliver the warfighter the best equipment and systems, and to do so by performing top down, national security strategy-driven, capabilities-based planning by fully leveraging Department and acquisition reform initiatives. The JSAD program enables collaborative efforts to achieve these goals with a focus on Major Defense Acquisition Programs (MDAPs) and integrated acquisition portfolio management. These efforts entail integrated roadmaps to support acquisition investment decisions, and assessments of MDAPs and other linchpin acquisition efforts in a capability area context. Activities in the JSAD project are focused on three areas:(1) integrated acquisition portfolio analysis; (2) acquisition roadmaps; and (3) acquisition decision support. These efforts guide the development and fielding of integrated acquisition systems in order to achieve Joint mission capabilities across the operational domain to defend against any global threats. The Department uses enterprise-wide approaches which include:(1) horizontal integration within the Department and unity of effort through greater interagency collaboration; (2) engaging in a coordinated and portfolio-based approach to planning, programming, budgeting and execution; and (3) significant reforms at the governance, management and execution levels. To accomplish this intent, there needs to be a focused goal and concerted emphasis on shifting from systems acquisition to portfolio systems acquisition.

MissionElectromagnetic Warfare

The FY 2026 request for Electromagnetic Warfare (EW) includes $2.461 thousand of discretionary funds which supports EMSO capability recommendations for Departments priorities to include Golden Dome Homeland defense and Strategic Deterrence within the Indo Pacific region. The EW project funds capability advancements that focus on transitioning programs to the warfighter. The EW line also aligns Department efforts with key allies under the AUKUS Pillar II EW working group, to institutionalize cooperative acquisition and ultimately increase warfighter lethality.

Accomplishments & Planned Programs (2)

Portfolio Systems Acquisition (PSA)

FY 2024 Accomplishments: - Continued efforts to further develop Capability Portfolio Management (CPM) practices. Led and completed two Integrated Area Portfolio Assessments (IAPRs) focused Defense of Guam Scene Setter, Maritime Mining, - Led Integrated Portfolio Reviews and DABs for Guam Defense System (GDS), Army’s Integrated Air and Missile Defense (AIAMD), Columbia Build II Construction, Columbia SSGN 827 Full Funding Approval, Columbia Independent Schedule Assessment, F-35, B-21, Joint Advanced Tactical Missile, and Survivable Air Operations Center ACAT 1D programs. - Conducted Mid-Tier Acquisition (MTA) Advisory Board reviews in support of CPS, FLRAA, IVAS, Mid-Range Capability (MRC) initiation, and F-22 Sensor Enhancement Rapid Fielding program. ‒ Developed/updated the following DoD Directives and other Charters: Counter Unmanned Systems (C-UxS) Governance, DoD Executive Agent for Counter Small Unmanned Aircraft Systems for Unmanned Aircraft Groups 1,2 and 3, and Munitions Requirements Process (MRP) Implementation Guide. Critical Energetic Materials Working Group (CEMWG) Charter - Provided Senior Level recommendations in support of PB26 Budget Reviews by leading 3 Focus Areas (Critical Kill Webs, Air Superiority, Kinetic and Non-Kinetic Weapons) consisting of 12 Program Review Teams (PRTs) - Led the National Armaments Director (NAD) Working Groups in support of Ukraine in the Areas of Integrated Air Defense and Air to Ground Weapons. Provided expertise in acquisition, production, and industrial based recommendations in support of Ukraine. - Provided Senior Level recommendations to the Ukraine Senior Integration Group established to evaluate Ukraine needs and source capability either through current stock or development of capability to address Russian aggression. Supported the development and implementation of 62 Presidential Drawdown Authority (PDA) packages ($25.9B) and 20 Ukraine Security Assistance Tranches ($24.9B). Also responsible for the review and approval of 22 Replenishment Tranches ($50.8B) in support of the U.S. - Provided Senior Level recommendation to Taiwan Senior Integration Group in support of $1B in PDA consisting of 2 PDA packages. - Continued efforts to further develop CPM practices; supported development of CPM MOA and IAPR guide. - Provided support to the Israel Capability Development Working Group to facilitate weapon sales and donations to Israel in support of the war against Hamas. - Lead for ASD(A) in support of Foreign Military Sales (FMS) Tiger Team established to evaluate timelines associated with timely execution of FMS process. Identified and tracked fifteen (15) action items and provided multiple recommendations to implement changes to FMS process that will reduce the timeline to contract award. FY 2025 Accomplishments: - Co-led the Air Superiority Kill Webs and Nuclear Integrated Acquisition Portfolio Reviews in support of Capability Portfolio Management - Led In-Progress Reviews for F-35, B-21, VC-25B, Survivable Air Operations Center, and Joint Advanced Tactical Missile ACAT 1D programs - Provided senior-level recommendations in support of the PB26 budget review re-look by leading the Air Superiority and Air Force Program Balance review teams - Co-led the Missile Co-Production Working Group for the Defense Industrial base Cooperation Acquisition and Sustainment (DICAS) forum with Japan to pursue co-production opportunities for high-demand missile programs - Led Major Defense Acquisition Program Reviews with the Deputy Secretary of Defense for F-35, B-52, VC-25B, KC-46, MQ-25A, and Tomahawk

Electromagnetic Warfare

FY 2024 Accomplishments: - Completed EW EXCOM analysis of EW Counter-C5ISR capabilities and Electromagnetic Spectrum Operations Operational Assessment. - Continued cross-Service collaboration on and demonstrations of EW materiel solutions in Army and Navy. - Continued mission analysis of Airborne Electromagnetic Attack capabilities to support EW missions, including Suppression of Enemy Air Defenses. - Completed DoD Directed Energy (DE) capabilities analysis and DoD DE management processes review. - Continued to develop international partnerships in EW capabilities with key allies, including Australia and the UK. - Continued to analyze Department EW capability gaps to inform future DoD EW investment in programs and systems.
