Description
Mission — SSN(X) Class Submarine Development
SSN(X) will be designed to increase to counter the growing threat posed by adversaries in strategic competition for undersea supremacy. It will provide greater speed, increased horizontal payload capacity, improved signatures, flexibility to adapt to future threats, and higher operational availability. SSN(X) will conduct full spectrum undersea warfare and be able to employ and coordinate with a larger contingent of remote autonomous systems (RAS) and sensors as a force multiplier. This project encompasses Navy RDT&E efforts required to design the next SSN.
Mission — SSN(X)
The U.S. Navy must protect the security of the American people by defending against great powers, regional adversaries, and transnational threats. Near peer adversaries are increasing the demand on the U.S. Navy submarine force. The 2025 Interim National Defense Strategy directs the DoD to deter aggression by China in the Indo-Pacific reiterating the need for attack submarines in the pacing scenario. The U.S. Navy must meet the rising challenge by delivering a new attack submarine. SSN(X) will significantly contribute to rebuilding our military, reinforcing deterrence in the undersea, and building lethality in the Joint Force. It will provide greater speed, increased horizontal payload capacity, improved signatures, higher operational availability, and flexibility to adapt to uncertain future threats. SSN(X) will conduct full spectrum undersea warfare and employ and coordinate with a larger contingent of off-hull remote autonomous systems (RAS) and sensors as a force multiplier. It will retain and improve multi-mission (Anti-Surface Warfare (ASuW), Anti-Submarine Warfare (ASW), Subsea Seabed Warfare (SSW), Strike, Special Operating Forces (SOF), Mine, and Intelligence, Surveillance and Reconnaissance (ISR)) capability and sustained combat presence in denied waters. SSN(X) will operate independently or be integrated within a Task Force. The formal acquisition strategy for SSN(X) is being developed and will be informed by requirements post the Analysis of Alternatives (AoA). Preliminary Design for SSN(X) will be accomplished through a collaborative Navy-Industry effort to maximize the benefits of industry and the potential shipbuilders. The SSN(X) program initiated the AoA in FY 2024 to determine the preferred capability solution. The approved Material Development Decision (MDD) designated the SSN(X) a pre-Major Defense Acquisition Program (MDAP), Acquistion Category (ACAT) IB in FY 2025. PB26 provides the required technology development efforts and ramp to support Lead Ship Authorization as early as 2040. FY 2025 focused on technology development efforts started in FY 2024 and completion of the AoA. The SSN(X) program completed the Digital Engineering Strategy to establish the tailored implementation of digital engineering practices across the acquisition life cycle. The SSN(X) program aligns with the Virginia Class Block VIII efforts to support maintaining the design base for SSN(X) as well as provide risk reduction for technology development. FY 2026 will be focused on supporting the Office of the Secretary of Defense's Cost Assessment and Program Evaluation (OSD CAPE) sufficiency review of the AoA, continued technology efforts, and concept refinement to inform requirements. Targeted technology development with Virginia Class Block VIII will continue to reduce risk. SSN(X) will incorporate the best practices and lessons learned from the Virginia Class. FY 2026 funding levels support continued shipbuilder design studies, concept/technology development, completing Gate 2, and initial Capability Development Document (CDD) development.
