MissionMulti-Domain Joint Operations

MDJO facilitates identification and transition of priority joint capabilities to the Military Services and Agencies. MDJO completes this through persistent, proactive stakeholder engagement with continuous transition risk assessment, development of technology transition plans, and coordination across the Department of Defense. Project identification activities inform the specific focus areas for the ASD(MC) Mission Engineering and Prototyping & Experimentation activities. Concurrently, project transition activities accelerate the fielding of successfully demonstrated joint capabilities. MDJO’s core mission is to align Joint Force efforts to the interim National Defense Strategy priorities. Additionally, MDJO conducts and chairs TMTRs to review the health of research and development portfolios to identify promising technologies to address warfighter gaps and support investment decisions.

MissionMulti-Domain Joint Operations (MDJO)

MDJO facilitates identification and transition of priority joint capabilities to the Military Services and Agencies. MDJO completes this through persistent, proactive stakeholder engagement with continuous transition risk assessment, development of technology transition plans, and coordination across the Department of Defense. Ensuring transition begins in the project identification phase, MDJO guides project selection for major Assistant Secretary of Defense for Mission Capabilities [ASD(MC)] programs. MDJO drives project selection toward interim National Defense Strategy priorities by leveraging warfighter input captured through its role as the official Research and Engineering (R&E) representative to the Joint Staff’s Joint Capabilities Integration and Development System (JCIDS) process and its engagements with the COCOMs and SGFs. In the JCIDS process representative role MDJO provides technical expertise to the Joint Requirements Oversight Council (JROC) Functional Capability Boards (FCBs)within the supporting areas of Force Development and Design, Force Application, Protection, C4/Cyber, Battlespace Awareness, and Logistics and Sustainment. MDJO actively participates in Joint Staff FCBs bringing awareness of potential gap filling technologies to the JROC. MDJO’s participation in Cost Assessment and Program Evaluation (CAPE) reviews, Warfighter Senior Integration Groups (W-SIG), and other Senior Governance Forums enables these organizations to incorporate innovative technologies into their decision processes. MDJO leverages its technical expertise across interim National Defense Strategy priorities to conduct TMTRs, which serve as R&E's integrated contribution to CPM across the Department. This program provides funding necessary for MDJO to fulfill its project identification, Joint Staff coordination, Senior Governance Forum directive, technology modernization efforts, and transition support roles.

Accomplishments & Planned Programs (3)

Technology Modernization Transition Reviews (TMTRs) and Senior Governance Forum support

MDJO chairs and conducts TMTRs to assess the research and development efforts within portfolios. TMTRs consider the warfighter impact, cost schedule, performance, technology readiness, manufacturing readiness and transition readiness of each project within a portfolio to make recommendations regarding additional investments or divestments of efforts. TMTRs are part of integrated CPM including Joint Staff Capability Portfolio Management Reviews (CPMRs) and OUSD(A&S) Integrated Acquisition Portfolio Reviews (IAPRs) that inform JROCs, acquisition decisions and Deputy’s Management Action Group (DMAG). TMTRs are structured to (1) Synchronize technology development with transition planning to meet strategic objectives. (2) Integrate with, and inform, acquisition portfolio reviews of the Joint Staff, OUSD(A&S), and Cost Assessment and Program Evaluation (CAPE). (3) Provide the OUSD(R&E)’s science and technology inputs to CAPE to support the annual President's Budget Request.

Project Identification Activities

MDJO identifies technologies, systems, and system-of-systems that close time-critical joint gaps in high-priority, multi-domain missions. MDJO leverages capability gap assessments, Science & Technology (S&T) innovation harvesting, the Defense Advanced Research Projects Agency (DARPA) Technology Development Working Group, modeling and simulation, and continuous engagements across the Department of Defense to conduct project identification. As part of this effort, MDJO conducts a systematic and inclusive selection process for the Rapid Defense Experimentation Reserve (RDER) program.

Project Transition Activities

MDJO transitions technologies, systems, and system-of-systems that close time-critical joint gaps in high-priority, multi-domain missions. To accomplish this activity, MDJO maintains proactive stakeholder engagement with continuous transition risk assessment for all active prototyping and experimentation efforts. Upon successful completion of development, MDJO works with the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)) leveraging their Competitive Advantage Pathfinders (CAP) program to ensure successful transition into a fielded capability. MDJO also leverages the Agile Transition Procurement Pilot established in section 834 of the FY 2022 National Defense Authorization Act (NDAA) to facilitate transition where appropriate.
