Mission Surf Combatant Combat System Imp

AEGIS Development Support is the foundation that maintains the Research and Development Land Based Test Facilities, Technical Design Agent (TDA), Commercial Off The Shelf (COTS) hardware engineering, and Program Management services required to support the development and integration efforts required to effectively design, test and certify, Combat System computer programs. Starting in FY26, this line will support the Combat System Test Bed (CSTB) efforts, which support model development designed to reduce testing requirements. AEGIS BL 9.2.2 delivered in FY21 to TI-12 hardware ships, integrated previous CSL capabilities plus Surface Electronic Warfare Improvement Program (SEWIP) BLK 2 integration (auto association); MH-60R integration; Advanced Training Doman; Boundary Defense Capability; Integrated Air and Missile Defense (IAMD) mission planner; Above Water Sensor Coordinator; Agile Moondog, Sirocco, Sundog part 1, Silent Squall part 1, and Vortex; Advanced Calibration Experiment; Cyber enhancements (cyber resource services, boundary proxy service, Security Information and Event Management (SIEM), network device integrity, update manager); and BMD 5.1.3.1 (MDA-developed). BL 9.2.2 delivered the previously listed capabilities plus warfighting improvements derived from operations in the Red Sea to remaining TI-12H ships in FY24. BL 9.2.2 will deliver previously listed capabilities with further threat-based modernization improvements derived from Red Sea operations to TI-12H ships in FY25. (Effort Completes in FY25) AEGIS Capability Package (CP) 2022, delivered in FY23, builds upon previous CSL capabilities, integrating Multi Mission Signal Processor (MMSP)-Restoration (AMOD DDG only); AEGIS Linear Processing System (ALPS); High-Energy Laser with Integrated Optical-Dazzler and Surveillance (HELIOS); SM-2 Blk IIIC initial capability; Agile Firestorm; Mk 38 Mod 4 Engineering Operational Sequencing System (EOSS) integration; and BMD 5.1.4 (MDA-developed) capabilities. CP 2022-2 delivered to DDG 91 to support its modernization test program in FY24. Dependent on SEWIP BLK 3 Integration effort. (Effort Completed in FY24) Previously listed capabilities with Infrastructure as a Service (IaaS) integration and further threat-based modernization improvements derived from Red Sea operations will be delivered to TI-16 ships in FY25. (Effort Completes in FY25) AEGIS Capability Package (CP) 2024 delivers previous CSL capabilities, integrating additional warfighting improvements to include Evolved Sea Sparrow Missile (ESSM) BLK 2 Optimized, Elevated Radar Advanced Experiment (ERACE) integration, SEWIP BLK 3 Test Certification, Cooperative Engagement Capability (CEC) BLK II Integration Capability Group 3 (CIG 3), Infrastructure as a Service (IaaS), urgent fleet needs, and BMD 5.1.5 with SBT Inc 3 (MDA-developed). IaaS integration virtualizes the AEGIS Weapons System and enables the rapid testing and delivery of new warfighting capabilities to ships. (Effort Completes in FY25) SEWIP BLK 3 Integration brings non-kinetic electronic attack capability into the AEGIS Weapons Systems inventory, expanding the number of threats the AEGIS Fleet can counter. (Effort Completed in FY24) Baseline 5/7 Destroyer Upgrades will provide updates to legacy configurations to address emergent requirements impacting the operational performance of the combat system and address cyber challenges. Current plan is focused on AEGIS BL 5.4.1 delivering NGSSR integration; Global Positioning System (GPS), Navigation, and Timing Service (GPNT)S; portions of Agile Sundog, Silent Squall, & Vortex; Command and Control Processor (C2P) tech refresh; and BMD 4.1.3 (MDA-developed). Supports installations beginning in FY25. Supports future updates to address critical upgrades required to maintain effectiveness of the AEGIS Combat System for both AEGIS BL 5 and 7 configurations. Baseline 9 Destroyer Continuous Warfighting Improvements (Previously Aegis Capability Package 2026) delivers previous CSL capabilities plus additional warfighting improvements necessary to improve operational effectiveness and address future threats. Specific warfighting improvements were defined in FY24 and will deliver to ships beginning in FY26 and support annual deliveries to support continuous development, continuous integration, and continuous delivery to ensure AEGIS DDG's maintain and evolve to address advanced threats. Baseline 10 Destroyer Continuous Warfighting Improvements delivers previous CSL capabilities plus additional warfighting improvements necessary to improve operational effectiveness and address future threats. Currently this effort is focused on the following efforts: 1. AEGIS BL 10.0 provides critical warfighter improvements on AEGIS FLT III DDGs, delivering in FY24. AEGIS BL 10.0 combat system development efforts include integration of the Air and Missile Defense Radar (AMDR) SPY-6(V)1 radar while building upon AEGIS BL 9 to form the AEGIS FLT III DDG Combat System. BL 10.0 delivers previous BL 9 Common Source Library (CSL) capabilities plus SPY-6(V)1; Mk 160 Gun Combat System (GCS) concurrent engagements; Close in Weapon System (CIWS) sensor integration; Tactical Data Link (TDL); and the Missile Defense Agency's Ballistic Missile Defense 6.0 (BMD 6.0) program (MDA-developed). Fields to new construction FLT III DDGs beginning FY24 in support of the Air and Missile Defense Commander (AMDC) fleet requirement. 2. AEGIS BL 10.0.1 continues combat system development efforts to include integration of the Technical Insertion (TI) 16 Mod 1 hardware suite, Red Hat Enterprise Linux (RHEL) 8.0 operating environment, Infrastructure as a Service (IaaS), and combat system element updates. Fields to new construction FLT III DDGs beginning in FY25 in support of the AMDC fleet requirement and BMD Flight Test Missions. 3. AEGIS BL 10.1 includes Sea Based Terminal Increment 3, enhancing hypersonic defense capability, optimization of AN/SPY-6(V)1 radar detection and engagement performance, as well as expansion of Electronic Attack/Electronic Protection measures. Anti Air Warfare capability will have improved performance against deceptive threats; Interoperability updates to address spectrum sharing, and improved operations & maintenance capabilities to increase operator transparency and reduce workload. 4. AEGIS BL 10.M provides critical warfighter improvements on AEGIS FLT II A DDGs, delivering in FY29. BL 10.M delivers previous BL 10.0.1 capabilities plus SPY-6(V)4, SEWIP Blk III, and selected combat system element updates Effort delayed due to ship schedule, cert delayed from FY28 to FY30. AEGIS BL 10.M combat system development efforts include integration of the Air and Missile Defense Radar (AMDR) SPY-6V(4) radar, and SEWIP Blk III. Fields to in-service FLT IIA DDGs during AEGIS Modernization (AMOD) upgrade 2.0. TASK FORCE CYBER AWAKENING assesses and delivers design improvements to AEGIS Combat System Computer Program and hardware configurations to counter emerging cyber threats. These improvements are implemented within AEGIS Combat Systems configurations currently fielded and under development and include updates to Boundary Defense Components (BDC) and other cyber capabilities. (Effort will be captured as part of BL 9 and BL 10 Warfighting Improvements lines starting in FY26). Collaborative IAMD Planning Program (CIPP) will provide multi-ship ballistic missile and air defense (BMD and AAW) in a common collaborative planning environment that enables an exchange of plans and data. CIPP software will be integrated with and fielded with the Maritime Tactical Command and Control (MTC2) PoR, which along with the Naval Operational Architecture (NOA) data platform provides asset scheduling/tasking/data services, a common user interface, common map, and data replication / sharing. (Effort will be captured as part of BL 9 Destroyer Warfighting Improvements line starting in FY26). COMBAT SYSTEMS TEST BED (CSTB) addresses the current limitations in AEGIS Modeling and Simulation (M&S) highlighted by Director of Operational Test and Evaluation (DOT&E) in previous AEGIS BLs. CSTB will provide M&S supporting program test and evaluation to represent conceptual systems that do not exist and existing systems which cannot be subjected to actual environments due to safety requirements or resource limitations. CSTB supports Development Test (DT) and Operational Test (OT) runs-for-record for AEGIS BL 9 DDG's, BL 10 FLT III DDGs, BL 10M FLT IIA DDGs and BL 10F FFGs. (Effort will be captured as part of AEGIS Development Support starting in FY26) AEGIS DEVELOPMENTAL TESTING / OPERATIONAL TESTING (DT/OT) will support the AEGIS Test and Evaluation Master Plan (TEMP) including AEGIS Combat System (ACS), which is made up of several elements including AEGIS Weapons System (AWS) Components, the SPY-1 or SPY-6 radars, Ship Electronic Warfare Improvement Program (SEWIP), Standard Missile (SM), Evolved Sea Sparrow Missile (ESSM) and CIWS. CP 2024 is being developed with five Capability Baselines (CB) that will require CS DT/OT testing prior to deployment. BL 10.1 consists of the ACS for DDG FL III ships, providing improved capability to the already established BL 10.0 and will require CS DT/OT testing prior to deployment. Test requirements will be documented in TEMP 1669. (Effort will be captured as part of BL 10 Destroyer Warfighting Improvements line starting in FY26).

Mission Integrated Combat System (ICS),

MK 6 MOD X Computing Infrastructure (CI) delivers the developmental efforts and prototypes to enable future delivery of Infrastructure as a Service (IaaS) in support of all surface combatants (e.g. DDG, FFG, DDG(X), CVN, LPD, LHD, and LHA). IaaS provides hatch able hardware abstracted from software, enabling upgrade outside modernization periods (agility) to more ships (capacity). The MK 6 MOD X CI is a foundational element of the surface Navy's Integrated Combat System (ICS) System supporting all future ship classes. Top Level Requirements (TLR) were validated in the Initial Capabilities Document for the Future Surface Combatant Force. Software Factory (SW Factory) provides a Continuous Integration/Continuous Delivery (CI/CD) pipeline for software where combat system applications are developed, tested, certified, and fielded to the Fleet at speed. The AEGIS and Ship Self Defense System (SSDS) computer programs will be re-factored into a single ICS computer program. Provides rapid combat system development, test, certification, and authorization; more frequent delivery, and faster turnaround of Fleet feedback into working software and fielding to the IaaS-enabled fleet.

Mission Surface Combatant Cmbt Sys Eng

Project 1111: Support the Integrated Combat System development effort to standardize hardware and refactor existing software on Surface Combatants and Large Deck platforms into a common computer program in support of DDG 51, DD(X), FFG 62, CVN, LHA, and LPD Class ships with a target initial delivery date in 2029 timeframe. Projects 1447 & 3357: Supports delivery of AEGIS Combat System (ACS) upgrades and integrates new capabilities to rapidly enhance the combat effectiveness of Arleigh Burke class destroyers (DDG 51) in order to confront an increasing array of strategic, operational, training, and tactical challenges. These efforts will be leveraged by the Constellation Class Frigates (FFG 62).

Mission Aegis Training Improvement Program

The AEGIS Training Improvement project provides enhancements and upgrades to the Total Ship Training Capability (TSTC) training components within the combat system to address needs for increased training capability and functionality in conjunction with AEGIS Capability Packages. These enhancements will address current and future training requirements by implementing new functionality to enable the individual warfighter through distributed battle group events to engage in more complex training requirements to support fleet required training certification events. Capability Development and integration are related to Integrated Air and Missile Defense, Underwater, Surface, and other warfare areas. Capability enhancements and upgrades include development of re-useable common components that can be leveraged by SSDS MK2 combat systems, and/or integration of re-usable common components developed by the TSTC Battle Force Tactical Trainer (BFTT) Program and Ship Self Defense System (SSDS) MK2 TSTC Training Improvement programs to meet AEGIS combat system training requirements. TSTC provides realistic joint warfare training across the spectrum of armed conflict, realistic unit level team training in all warfare areas (e.g. Naval Integrated Fire Control-Counter Air (NIFC-CA) and BMD missions to support IAMD). TSTC provides ships' Commanding Officers and Battle Group/Battle Force Commanders with the ability to conduct coordinated realistic, high stress, combat system level team training as an integral part of the Afloat Training Organization, the Tactical Training Groups and C2F/C3F Fleet Synthetic Trainers (FSTs). TSTC continues to integrate and update, as new tactical capabilities are being introduced, to enable crew operator proficiency training for basic and sustainment level training events, through distributed strike group certification fleet synthetic training (FST) events and including Composite Training Unit Exercise (COMPTUEX) Fleet Synthetic Training (FST) at Sea integration into Live, Virtual and Constructive (LVC) environment. Continued Development is required to integrate new capabilities and interfaces to provide training for AEGIS and SSDS combat system capability upgrades, and to address the Fleet's Live, Virtual and Constructive (LVC) Fleet Training Wholeness initiative. Additionally, modernization is needed to support the DoD Training Transformation Plan, the Chief of Naval Operations Fleet Response Plan and Commander United States Fleet Forces Command Fleet Readiness Training Plan. The Advanced Training Domain (ATD) is being developed to combine BFTT and the AEGIS Combat Training System (ACTS) into a common system that integrates with AEGIS BL 9.2.2AF, and SSDS BL 11.xAF. ATD is being hosted along with the AEGIS and SSDS combat system on TI-16AF common processing and display hardware. ATD is being designed to be the core of the Total Ship Training Capability, and is projected to be more reliable, simpler to use, and architecturally extensible to meet interoperability and capability enhancement challenges in the future. The BFTT is being updated to maintain integration and capability enhancements developed for the Cooperative Engagement Capability (CEC), Surface Electronic Warfare Improvement Program (SEWIP), and the Carrier Tactical Support Center (CV-TSC), and SSDS Fire Control Loop Improvement Program. TSTC integrates ATD or BFTT with combat systems elements such as such as AWS, SQQ-89, Vehicle Control Domain via MH-60R Sim, Surface and Air Search Radars, Electronic Warfare Systems (BEWT/SEWTT), Identification Friend or Foe (IFF), CEC & Data Link Systems, and Missile/Weapon Systems to provide a multi-warfare integrated training capability used for training and certification of crews and strike groups.

Accomplishments & Planned Programs (16)

SEWIP BLK 3 INTEGRATION

SEWIP BLK 3 Integration brings non-kinetic electronic attack options to the AEGIS Fleet to counter threats. This functionality was fielded as part of CP 2024. (Effort complete in FY24)

BL 9 DESTROYER CONTINUOUS WARFIGHTING IMPROVEMENTS (PREVIOUSLY AEGIS CAPABILITY PACKAGE 2026)

BL 9 Destroyer Continuous Warfighter Improvements (PREVIOUSLY AEGIS CAPABILITY PACKAGE 2026) will provide continuous Anti Air Warfare (AAW) Warfighter Improvements and support the integration of Ballistic Missile Defense (BMD) Warfighter Improvement updates to 18 Ships (including DDGs 51-53, 57, 61, 65, 69, 79, 80, 83, 113-120). These updates will be fielded as part of the path to the Integrated Combat System delivery to continue to pace the threat and ensure these ships maintain competitive advantage in the operational theater. Fielding will include delivery in the Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) configurations on the pathway to the Integrated Combat System. The first iteration of BL 9 Continuous Warfighter Improvements (AEGIS BL 9.C3.0) builds upon CP 2024 capabilities and includes Naval Integrated Fire Control (NIFC) Increment (Inc) 3 Architecture (ARC) 4.4 integration, Tactical Situation (TACSIT) AEGIS Display System (ADS) re-architecture, Tactical Platform-As-A-Service (TacPaaS), and the integration of CP 2024 critical fixes. These capabilities will be developed, integrated, and delivered via the Forge Development Environment (FDE) and will be fielded to CP 24 capable DDGs. The subsequent iterations will build upon the first delivery of BL 9 Continuous Warfighter Improvements, including capabilities prioritized by the resource sponsor. These improvements will target Integrated Air and Missile Defense (IAMD), Anti-Air Warfare (AAW), Anti-Surface Warfare (ASuW), Anti-Submarine Warfare (ASW), and other priority warfare areas. In FY26, the following efforts related to BL 9 development and integration efforts are consolidated: 1. Task Force Cyber Awakening (TFCA) to address evolving Cyber Threats that impact the operational readiness. 2. Collaborative IAMD Planning Program (CIPP) to implement planning tools in support of Battlegroup operations

TASK FORCE CYBER AWAKENING (TFCA)

Provides solutions to address AEGIS Cyber deficiencies and vulnerabilities. Solutions include the AEGIS Cyber security toolkit, file integrity checker, anti-malware, USB media detection, boundary proxy service, system incident and event manager, common user interface, network device integrity, identification management, certificate management, secure boot, application whitelisting, sandbox, cross domain and daily report capabilities. These solutions will be delivered as part of planned AEGIS BL 9 and 10 updates. Effort Shifting to Baseline 9 and BL 10 Continuous Warfighting Improvements starting in FY26.

COLLABORATIVE IAMD PLANNING PROGRAM (CIPP)

The Collaborative IAMD Planning Program will provide multi-ship, multi-baseline ballistic missile and air defense planning (BMD and AAW) in a common collaborative environment across ships, strike groups, and higher headquarters for IAMD that enables an exchange of plans and data. CIPP software will be integrated and fielded with Maritime Tactical Command and Control (MTC2) which provides asset scheduling/tasking/data services, a common user interface, common map, and data replication/sharing. CIPP replaces Maritime IAMD Planning System (MIPS) which was removed from service in FY22. CIPP transitions ongoing discrete Battle Management Aids (BMAs) efforts into a Program of Record (PoR) thereby creating a comprehensive IAMD planning capability, initially consisting of SPY Slide Rule (SSR), Engageability Slide Rule (EnSR), Air Warfare Screen Planner (AWSP), NIFC Performance Assessment Tool (NPAT), Tactical Technologies Toolset (T3) Tactical Data Link (T3-TDL), T3 SPY Health and Status (T3-SPY), Linguistic Geometry Real-time Adversarial Intelligence and Decision-making (LG-RAID), and Cerberus. CIPP will integrate BMAs using modern Development, Security, Operations (DEVSECOPS) techniques. Each successive build of CIPP will expand upon these capabilities and incorporate updated underlying models, leading to a future comprehensive end-to-end Terminal Defense (TD) planning for AEGIS and Integrated Combat System (ICS). CIPP will integrate into designated host environments, maintain cyber-security posture, conduct required testing, training and support. Effort realigned to BL 9 Destroyer Warfighter Improvements starting in FY26.

MK 6 MOD X COMPUTING INFRASTUCTURE (CI)

Development and delivery MK 6 MOD X Computing Infrastructure (CI) and Infrastructure as a Service Ordnance Alteration (ORDALT) kits to MK 6 MOD 0 and MOD 1 Ships. The MK 6 MOD X, MK 6 MOD 0 and MOD 1 IaaS ORDALT kits are foundational elements of the surface Navy's efforts to achieve CI/CD and supports all future ship classes. MK 6 MOD X replaces legacy Combat System hardware configurations enabling continuous hardware upgrades to deliver improved capability to the Fleet pier side (no hull cuts or dry docks required) resulting in faster delivery to more platforms. The MK 6 MOD 0 IaaS ORDALT Kit has been developed and successfully fielded on DDG 81, 123 and 125. The MK 6 MOD 1 IaaS ORDALT Kit has been developed and successfully fielded on DDG 82, 90, 91, 94, and 128. These ORDALT kits enable the rapid fielding of capability to these platforms at the speed of relevance.

The AEGIS Combat System (ACS) is made up of several elements including AEGIS Weapons System (AWS) Components, the SPY-1 or SPY-6 radars, Ship Electronic Warfare Improvement Program (SEWIP), Standard Missile (SM), Evolved Sea Sparrow Missile (ESSM) and CIWS. CP 2024 is being developed with five Capability Baselines (CB) that will require CS DT/OT testing prior to deployment. BL 10.1 consists of the ACS for DDG FL III ships, providing improved capability to the already established BL 10.0 and will require CS DT/OT testing prior to deployment. Test requirements will be documented in TEMP 1669. Effort realigned to BL 10 Destroyer Warfighting Improvements starting in FY26.

AEGIS DEVELOPMENT SUPPORT

AEGIS Development Support (PREVIOUSLY AEGIS Development Support, and Combat System Test Bed (CSTB)). Provides common services required to support the AEGIS Development efforts to ensure the common infrastructure required to complete requirements assessment, design changes, test and evaluation, program management support and future program planning to ensure AEGIS Combat System continues to evolve and address emerging threats. AEGIS Development Support includes the following core infrastructure: FY24-26 Efforts: 1. AEGIS Systems Engineering included the Technical Design Agent (TDA) to support design engineering 2. Commercial Off-the-Shelf (COTS) Diminishing Material Assessment (DMS) and Obsolescence Evaluation to address hardware change driven by industry 3. AEGIS Development Site Operations, Maintenance, Modernization, and introduction of advanced capabilities to support Land-Based testing requirements 4. SW License Procurements to maintain appropriate licenses to support development and fielding 5. Program management support functions providing acquisition, engineering and professional services FY26 Additional effort: 1. Combat System Test Bed (CSTB) Updates to support modeling and simulation updates

BL 5/7 DESTROYER UPGRADES (PREVIOUSLY AEGIS DESTROYER BL 5 UPGRADES

Baseline 5/7 Destroyer Upgrades will provide updates to legacy configurations to address emergent requirements impacting the operational performance of the combat system and address cyber challenges. Current focus is on AEGIS BL 5.4.1 delivering NGSSR integration; Global Positioning System (GPS), Navigation, and Timing Service (GPNT)S; portions of Agile Sundog, Silent Squall, & Vortex; Command and Control Processor (C2P) tech refresh; and BMD 4.1.3 (MDA-developed). AEGIS CAPABILITY PACKAGE 2022

AEGIS Capability Package (CP) 2022 captures additional warfighting improvements to include Multi-Mission Signal Processor Restoration Hardware, SM2-IIIC Initial Capability, AEGIS Linear Processor System (ALPS), ASToCs (Agile Firestorm), MK 38 MOD 4 Gun Weapon System (GWS) Initial Capability, High Energy Laser with Optical-Dazzler and Surveillance (HELIOS), AEGIS Ashore, and BMD 5.1.4.0 and 5.1.4.1 integration as delivered by Missile Defense Agency to include Expanded AEGIS BMD Threat Space with SM-3 BLK IIA, Electronic Attack / Electronic Protection, Missile Power Application Non-Launch (MPAN) Inc 2, Doppler Data Collection System Integration, and BMD Warfighter Improvements capabilities. Computer Program development supported AEGIS Light Off (ALO) on first ship installation on DDG 87 in Q2 FY21. Provides CP 2022-2 computer program in support of DDG 91 AEGIS Modernization and Testing in Q1-Q2 FY24. Deliver CP 2022 Infrastructure as a Service (IaaS) configuration.

AEGIS Capability Package 2024 captures additional warfighting improvements to include MK6 MOD1 Integration, RHEL 8 migration, ESSM BLK 2 Optimized, Elevated Radar Advanced Experiment (ERACE) integration, SEWIP BLK 3 Test Certification, CEC BLK II Capability Group 3 Integration, Mission Planner (MP) Improvements, urgent fleet needs, and BMD 5.1.5 with SBT Inc 3 as delivered by Missile Defense Agency. Initial architecture realignment to support the Integrated Combat System. Delivers CP 2024 Infrastructure as a Service (IaaS) configuration. CP 2024 is dependent on SEWIP BLK 3 integration line item.

SOFTWARE (SW) FACTORY

Surface Force Combat System Software (S/W) Factory. Develop a Continuous Integration/Continuous Delivery (CI/CD) pipeline, where Combat System (CS) applications are developed, tested, certified, and fielded to the Fleet at speed. AEGIS and SSDS will be re-architected into a single ICS computer program by FY29. The SW Factory provides rapid CS development, test, certification, authorization, more frequent delivery, and faster turnaround of Fleet feedback into working SW and fielding to the Infrastructure-as-a-Service (IaaS) Fleet. The Surface Force Combat System SW Factory also significantly reduces the barrier of entry for traditional and non-traditional companies resulting in best of breed solutions and increased competition.

BL 10 AEGIS FLT IIA & III DESTROYER CONTINUOUS WARFIGHTER IMPROVEMENTS (PREVIOUSLY AEGIS FLT IIA & III DESTROYER BL 10 UPGRADES)

BL 10 Destroyer Continuous Warfighter Improvements (PREVIOUSLY AEGIS FLT IIA & III DESTROYER BL 10 UPGRADES) will provide continuous Anti Air Warfare (AAW) Warfighter Improvements and support the integration of Ballistic Missile Defense (BMD) Warfighter Improvement updates to New Construction ships fielded with SPY-6V(1) and Modernization ships being fielded with SPY-6V(4) (including DDGs 125-126, 128-155, and 91-112). These updates will be fielded annually as part of the Integrated Combat System delivery to continue to pace the threat and ensure these ships maintain competitive advantage in the operational theater. Fielding will include delivery in the Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) configurations on the pathway to the Integrated Combat System. In FY26 the following efforts related to BL 10 Development and Integration efforts are consolidated: 1. Task Force Cyber Awakening (TFCA) to address evolving Cyber Threats that impact the operational 2. AEGIS Developmental Test / Operational Test (DT/OT) requirements to validate CS performance

COMBAT SYSTEMS TEST BED (CSTB)

Combat Systems Test Bed (CSTB) is an AEGIS Modeling and Simulation (M&S) tool built to conduct high fidelity analysis for Test & Evaluation (T&E) Developmental Test (DT) and Operational Test (OT) that Director, Operational Test and Evaluation (DOT&E) highlighted in previous AEGIS baselines. CSTB models AEGIS Combat System (ACS) sensor and weapon performance against adversary threats through the use of Program Office and ONI accredited M&S, generating Objective Quality Evidence (OQE) that directly supports Operational Test & Evaluation Force (OTF) evaluations of new AEGIS baselines to resolve Critical Operational Issues (COI). CSTB reduces Navy DT and OT costs by enabling portions of AEGIS operational testing to be conducted via M&S increasing requirements coverage and avoiding the costs of targets and weapons that would ordinarily be used to conduct DT and OT solely via live fire events. In letters dated August 9, 2013 and June 9, 2014, DOT&E has established the requirement that Navy shall use tactical code-based M&S (CSTB) in conjunction with live tests for AEGIS OT. IWS1 and OTF will continue to use CSTB for AEGIS Baseline 9 (CP24) and Baseline 10 COI evaluations in 2025 and beyond. CSTB has also been used extensively to develop pre-flight performance predictions and post-flight performance reconstructions for AEGIS Baseline live fire tests since January 2015. During this time, CSTB has established a track record of accurate predictions for over 185,000 missile scenarios - identifying mission-critical software defects that led directly to $584M in cost avoidance and precluded numerous flight test failures. In addition to its support for AEGIS BL9/10 OT and flight test predictions, CSTB is also critical to Frigate (FFG) Combat System and Integrated Combat System Development. CSTB end to end Hard Kill capabilities are available to SM-2 missile models to support BL9 testing. Delivery of Hardkill/Software (HK/SK) models are planned to provide additional functionality in support of BL9, BL10, and FFG Combat System testing requirements. Effort Shifting to AEGIS Development Support starting in FY26.

AEGIS Training Improvement and Integration

AEGIS Total Ship Training Capability (TSTC) provides enhancements to training components and increase training functionality in conjunction with AEGIS development and integration. These enhancements will address current and future training requirements and implement new functionality to support more complex training requirements related to Underwater, Surface and other warfighter upgrades.

MK 6 MOD X COMPUTING INFRASTUCTURE (CI)

Development and deliver MK 6 MOD X Computing Infrastructure (CI) and Infrastructure as a Service Ordnance Alteration (ORDALT) kits to MK6 MOD0 and MK6 MOD 1 Ships. The MK 6 MOD X and MK6 MOD0 and MK6 MOD 1 IaaS ORDALT kits are foundational elements of the surface Navy's efforts to achieve continuous capability delivery via a continuous Integration / Continuous Delivery (CI/CD) pipeline that supports all future ship classes. MK 6 MOD X replaces obsolete legacy Combat System hardware configurations enabling continuous hardware upgrades that deliver improved capability to the Fleet pier side (no hull cuts or dry docks required) resulting in faster delivery to more platforms. The IaaS ORDALT was developed to support modification of in-service MK 6 Mod 0 and Mod 1 hardware (Lead Ship DDG 81).
