Mission— Cyber Security Research
This Program Element supports the Department's interim National Defense Strategy priorities to Defend the Homeland, Deter Strategic Attacks against the United States, Deterring Aggression, and Building a resilient Joint Force and defense ecosystem. The Cyber Security Applied Research program promotes innovative higher risk cyber research to meet joint force challenges in full spectrum cyber operations. The program addresses joint Service science and technology (S&T) gaps that influence DoD cyber research priorities and shapes the direction of the wider cyber community by integrating both defensive and offensive cyber research to develop interchangeable, defense-wide technology options to meet Combatant Command (CCMD) needs and requirements. To better align itself to the interim National Defense Strategy (NDS), Department of Defense (DoD) Cyber Strategy, and Office of Under Secretary of Defense for Research and Engineering (OUSD(R&E)) strategic cyber capability goals, the effort recognizes the role of electromagnetic spectrum operations (EMSO) and artificial intelligence as key enablers for cyber power projection mass, maneuver, and unity of command for dominance. The research thrusts areas are: Augmented Cognition, Dominant Cyber Operations, Dependable Systems and Networks, and Cyber Foundations.

This Program Element supports the Department's Interim National Defense Strategic Guidance priorities to Defend the U.S. Homeland including America’s skies and borders, and Deterring China in the Indo-Pacific. It does so by developing cyber capabilities that integrate functionally with electromagnetic spectrum operations to increase readiness and deterrence, particularly in priority areas such as USINDOPACOM. This PE explores technical and scientific concepts to overcome challenges in the Joint Warfighting Environment with cyber effects and integrated non-kinetic options through applied research for an asymmetric advantage across all domains (maritime, land, air, cyberspace, and space). It applies the Joint Publication (JP) 3-0 principles of Mass, Maneuver, and Unity of Command to achieve specific outcomes with minimal collateral damage and unforeseen consequences for integrated non-kinetic effects development Efforts are focused to support the Joint Warfighting Environment through intended cyber effects execution without perturbing the unintended kinetic and non-kinetic entities through disruptive integration of cyberspace operations with electromagnetic spectrum operations (EMSO) and sensing. The PE accelerates cyber S&T capability development to directly address INDSG priorities to defend the homeland and deter aggression/prepared to prevail in U.S. Indo-Pacific Command (USINDOPACOM) area of responsibility against China. Adversaries are increasingly leveraging asymmetric tactics in the Joint Warfighting Environment. The Department of Defense (DoD) needs to evolve its approach to warfare, integrating cyber and non-kinetic effects to maintain a decisive advantage across all domains. The Non-Kinetic Advantage (NKA) project is a collaborative effort aimed at revolutionizing how the Joint Force employs non-kinetic capabilities. By focusing on four key pillars – Protect, Process, Visualize, and Align & Shape – NKA will deliver a decisive advantage in the information battlespace. Payoff: NKA will enable the Joint Force to conduct faster, more effective operations across all domains, even in contested environments. Will provide Asymmetric Advantage by mastering the information battlespace, NKA will provide a decisive edge against adversaries, deterring aggression and ensuring US dominance. Will enable Rapid Decision Making by NKA empowering commanders with the information and tools needed to make rapid, well-informed decisions in complex, dynamic environments.

Integrates both defensive and offensive innovative cyber research within the DoD cyber science and technology enterprise to develop interoperable, defense-wide technology options that address joint force challenges in full spectrum integrated sensing and cyber operations.

FY 2024 Accomplishments: The NDA and INDSG identify China as a pacing challenge. Credible deterrence in INDOPACOM and OPLAN 5077 requires a ready DoD and DIB workforce in Cyber, IT, EW, Data Science, and Intelligence. - P3I executed numerous sub-agreements with HII partners in secondary schools, chambers of commerce, and military organizations - Developed 3 new pathways and expanded existing pathways, with 100 individual government and private sector internships - 158 students placed in internships across Hawaii with: INDOPACOM, USARPAC, NIWC, NSA, Alakaina, Booz Allen Hamilton, Chaminade University, EO Solutions, HII, Maui High Performance Computing Center (MHPCC), MITRE, SMX, and more. - Collaboration with the VICEROY MAVEN program with 2 P3I students interns at NIWC PAC/PEARL

FY 2024 Accomplishments: Section 1640 of the NDAA for 2019 authorizes the Secretary of Defense to carry out a program to establish Academic Cyber Institutes (ACI) for the purposes of accelerating and focusing the development of foundational expertise in critical cyber operational skill for future military and civilian leaders. Virtual Institutes for Cyber and Electromagnetic Spectrum Research and Employ (VICEROY) - VICEROY grew to a total of 979 graduate and undergraduate students. (ROTC – 20%; Female – 25%; Minority – 20%). - VICEROY Fall Cyber Competition that drew 80 competitors from various Virtual Institutes - Sustainment of cyber and spectrum experiential learning, degree programs, certificate and certification programs, and DoD-focused research at 44 academic institutions nation-wide - Expanded number of ENVOY sites to ARL, NIWC, NRL and AFLCMC new in summer 2024 - Summer 2024 - MAVEN internship program expanded to Army and Navy: ARL-Adelphi and NIWC-PAC new in summer 2024 University Consortium for Cybersecurity (UC2) - Solicitation for (3) topics with 25 submissions reviewed with a finalist list of 15 proposals. There will be $1M awarded to (9) winners at the end of July 2024 and $6M in piloted research in August leading to demonstrations with DoD users
