Mission— Promotion and Protection Strategies
The Promotion and Protection Strategies program executes activities providing visibility, fostering partnerships, incentivizing industry transition partners, and supporting developmental network that serves as a nucleus of the defense industrial base for biotechnology. The program centralizes transition planning efforts for the Distributed Bioindustrial Manufacturing Program (DBIMP) by coordinating the Acquisition (e.g., Program Executive Officers, Program Managers, technology warrant officers, etc.), Policy, and Research and Engineering communities, including the Tri-Service Biotechnology for a Resilient Supply Chain (T-BRSC) program. The programs plans for transition of non-pharmaceutical biomanufactured materials and chemicals by integrating innovative biomanufactured products into DoD’s systems and platforms through holistic acquisition and investment strategies. Promotion and Protection Strategies presents the Department’s first coordinated effort to centralize acquisition efforts for biotechnology. By providing visibility, fostering partnerships across DoD, and incentivizing industry transition partners, the program will support a developmental network in which new technologies are not only pushed to higher budget activities from lower ones, but where personnel and industry partners at higher budget activities pull on technologies being developed at lower ones. This will serve as the nucleus of a defense industrial base for biotechnology that delivers innovative biomanufactured products into DoD’s systems and platforms. This directly supports the rebuilding of our military by providing capabilities matched with the threat, reviving our defense industrial base, and rapidly fielding emerging technologies. It also reestablishes deterrence by providing capabilities closer to the threat or other logistically advantageous locations. Activities focus on efforts to supply DoD priority systems with critical chemicals and materials in support of production of material including munitions, hypersonics, and UASs, as well as point-of-need biomanufacturing in the INDOPACOM theater.
