Description

Description — V-22 (Tilt/Rotor Acft) Osprey

This line item funds modifications to the Department of the Navy's (DON) V-22 aircraft. The V-22 is a tilt-rotor, Vertical/Short Takeoff and Landing (V/STOL) aircraft for Joint Service applications. The DON acts as the lead service with support from the United States Air Force (USAF) co-located in the V-22 Program Office. The V-22 Program is designed to provide an aircraft to meet the amphibious/vertical assault needs of the United States Marine Corps (USMC), the Carrier Onboard Delivery (COD) needs of the Navy, and the special operations needs of the USAF and United States Special Operations Command (USSOCOM). The MV-22 variant replaced the CH-46E in the Marine Corps and the CMV-22 will replace the C-2A in the Navy. The CV-22 variant replaced the MH-53J and is providing a new capability and augments the MC-130 in the USAF/USSOCOM inventory for special operations infiltration, exfiltration, and resupply missions. The V-22 is capable of flying over 2,100 nautical miles with a single refueling, giving the Services the advantage of a V/STOL aircraft able to rapidly self-deploy to any location in the world. This line item funds modifications in support of 360 MV-22s and 53 CMV-22s that will be delivered throughout the Future Year's Defense Program. This line item has been updated to include the acceleration of the safety initiative Osprey Drive System Safety and Health Information (ODSSHI) and begin procurement of Proprotor Gearbox (PRGB) Triple Melt and Leading-Edge Angle. OSIP 022-01 MV-22 Correction of Deficiencies provides near and long-term improvements to the fleet, focusing on documented deficiencies related to safety, maintainability, and aircraft systems. FY26 will continue Cockpit Voice Recorder procurement and Cockpit ICS Harness installation upgrades as well as installation of previous kit procurements. OSIP 028-12 MV-22 Readiness supports the correction of readiness degraders impacting MV-22 cost per flight hour, Reliability, Maintainability, and Availability (RM&A), obsolescence, and reduction of life-cycle costs. In order to meet the goal of increasing readiness, the airframe and integrated systems must be modified as critical RM&A issues are identified. The reliability and readiness initiatives included in this OSIP will have a significant positive impact to the MV-22 aircraft platform. This OSIP has been updated to include the acceleration of the safety initiative Osprey Drive System Safety and Health Information (ODSSHI) and begin procurement of and Leading-Edge Angle. OSIP 011-17 MV-22 Common Configuration will adhere to a block upgrade construct and provide the iterative baseline capabilities to posture the MV-22 for success in the increasingly dynamic warfighting environment. The configuration modification lines will focus on Engineering Change Proposals (ECPs) aimed at improving readiness, achieving common configuration, and reducing Life Cycle Costs, ensuring alignment with Commandant of the Marine Corps Force Design 2030 (FD2030) objectives. This OSIP has been updated to include the acceleration of Block 25 and Block 30 modifications start. OSIP 009-19 MV-22 Avionics Improvements incorporates changes to MV-22 avionics systems. Avionics modifications to the MV-22 will improve display reliability, eliminate communication security issues and alleviate parts obsolescence/vendor problems. Improvements to safety of flight, maintenance, obsolescence (Diminishing Manufacturing Sources/Material Shortages), and readiness degrader items will yield a more interoperable and survivable V-22 force to sustain warfighting capability in support of worldwide operations. In FY26, Common Electronic Standby Indicator (CESI) will continue to procure kits that will replace the current Standby Fight Indicator (SFI) on all MV-22s. OSIP 005-20 CMV-22 Improvements will support modifications of delivered CMV-22 aircraft for both improved and critical capabilities. These ECPs are crucial for the CMV-22 to support the Carrier Strike Group/Expeditionary Strike Group while performing the COD mission. Interoperability will be achieved through the incorporation of the Link-16 system and secure Military Satellite (MILSAT) connectivity through integration of Mobile Users Objective System (MUOS). This OSIP has been updated to include the acceleration of the safety initiative Osprey Drive System Safety and Health Information (ODSSHI) and begin procurement of Proprotor Gearbox (PRGB) Triple Melt.

Justification

Justification — V-22 (Tilt/Rotor Acft) Osprey

The overall goal of the modifications budgeted in FY26 is to maintain commonality, implement structural safety and reliability improvements, and improve capability. These modifications will also improve readiness, increase aircraft availability, and decrease operating costs. FY26 focus will be on accelerating ODSSHI kits/installs and begin PRGB Triple Melt kit procurement. ODSSHI and PRGB Triple Melt are safety initiatives. FY26 will also focus on reducing flight hour costs, and improving Time-on-Wing, as reflected in the Readiness Operational Safety Improvement Program (OSIP). The FY 2026 request was reduced by $0.069 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $1.920 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative."
