Description
Description — P-8 Series
The P-8A is a heavily modified and militarized derivative of Boeing's 737-800 aircraft that provides Broad Area Maritime and Littoral Armed multi-mission support. Number of aircraft in the inventory is as follows: Active duty-117 fielded of 138 funded; National Guard-0; Reserves-7 Designed service life is 25 years with an average service life remaining of 24 years. OSIP 002-15 provides funding for Chief of Naval Operations Project K-0416 program, which provides a rapid response Anti-Submarine Warfare (ASW) intelligence collection, analysis, and reporting system. OSIP 006-18 provides funding for P-8A Mission Systems Upgrades to ensure the aircraft continues to meet the Navy's Anti-Submarine Warfare (ASW), Anti-Surface Warfare (ASuW), and ISR Sea Control requirements by upgrading P-8A mission systems hardware, software, and firmware components. The most significant effort this OSIP provides funding for is P-8A Increment 3 (Spiral 2) consists of ECP 6/7. ECP 6/7 is a significant Mission Systems hardware and software modification to the aircraft. These modifications include Combat System architecture improvements, ASW and ASuW sensor improvements, communication capability upgrades, Higher-Than-Secret security capability, incorporation of Multi-Static Active Coherent - Enhanced wide area ASW search capability, and associated updates for training systems and supporting documentation. This OSIP also funds Mission Systems improvements identified as fleet prioritized or urgent requirements or as a part of the Rapid Capability Insertion (RCI) process to pace the global ASW and ASuW threat. These include reliability improvements, obsolescence, periodic technology insertion, urgent operational needs, correction of deficiencies and flight safety issues, and funding to implement various cost-effective changes to critical P-8A Weapon systems and associated Tactical Operations Center and Mobile Tactical Operation Center equipment. OSIP 001-19 provides funding for P-8A Aircraft Systems Upgrades to enable modifications to the aircraft in order to improve aircrew safety, modernize airframe, engine, weapons and stores, and sonobuoy launch system performance, and incorporate structural enhancements required for the airframe to reach its designed/extended service life. Also included are efforts to resolve readiness, obsolescence/Diminishing Manufacturing Sources and Material Shortages (DMSMS), correction of deficiencies incorporated by Engineering Change Proposals (ECPs), and emergent safety modifications required for the airframe to reach its designed/extended service life. Funding is provided for airframe modifications to support changes in Size, Weight, Power, and Cooling (SWAP-C) requirements of aircraft and mission systems equipment or as part of the RCI process, to incorporate fleet prioritized requirements, temporary and permanent Quick Reaction Capabilities (QRC), and aircraft and propulsion systems related ECPs.
Justification
Justification — P-8 Series
The FY 2026 request provides funding associated with modification and/or retrofit of the P-8A Poseidon for improvements related to aircrew safety, mission / warfighting capabilities (Increment 3 ECP-6/7 fielding and Radar upgrades), and airframe related structural improvements. Quantities will vary across the different efforts based upon if/when efforts are cut-in to the P-8A production line. The FY 2026 request was reduced by $2.953 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $1.129 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative."
