Description — ID Sys
Mark (MK) XIIA Mode 5 provides improved secure cooperative combat identification via the Identification Friend or Foe (IFF) system. Mode 5 compatibility is part of the Combat Identification Family of Systems strategy employed by US and North Atlantic Treaty Organization/Allied forces and will improve situational awareness, reduce fratricide, reduce enemy disruption of IFF functions and ensure the safe return of friendly aircraft. The DoD implementation is governed by AIMS 03-1000A, AIMS 03-1000B and USN requirements defined in ORD 577-06-01 and is designed to be compatible with civilian IFF modes to ensure interoperability of military and civilian aircraft. Mode 5 is a product improvement, which is designed to be installed through engineering changes to digital Mark XII IFF Systems (interrogators and transponders) and their associated cryptographic material on all type/model/series aircraft. Joint Requirements Oversight Council Memorandums (047-07, 122-08 and 108-13) endorsed an Identification Friend or Foe (IFF) Mode 5 Joint Full Operational Capability in 2020. Platforms continued to integrate the Mode 5 capability beyond 2020 within funding constraints, and new production aircraft require Mode 5 capable equipment for installation and fleet deployment through FY2035. Navy Initial Operational Capability was achieved in FY 2012. As of 30 June 2020, the NSA no longer supports IFF Mode 4 keying material. Mode 5 provides added security and more data transmissions than Mode 4. Additionally, Mode 5 uses a spread spectrum waveform, which reduces susceptibility to interference.
Justification
Justification — ID Sys
FY26 efforts will continue to address hardware obsolescence, ensuring equipment availability for future platform installations, update to the AIMS 17-1000 standard, and incorporation of NSA-mandated Mode 5 Crypto Modernization 2 (CM2) requirements via Engineering Change Proposals. The FY 2026 request was reduced by $0.106 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.057 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative."
