Description
Description — Common ECM Equipment
This line item funds Common Electronic Countermeasures (ECM) equipment for strike and assault aircraft. The overall goal of the modification budget is to provide a reprogrammable radar and missile warning system, provide attacking missile declaration, sector direction finding, laser detection, and self-protection capability devices to applicable user aircraft. It will also provide for the integration of hardware/software solutions that link on-board integrated Aircraft Survivability Equipment (iASE) that are compatible with mission planning information. Operational Safety Improvement Program (OSIP) 014-90 AN/APR-39 Radar Warning Receiver (RWR): The AN/APR-39 Radar Signal Detecting Set (RSDS) is designed for United States Marine Corps (USMC), United States Navy (USN), United States Air Force (USAF), and United States Army (US Army) Assault Support aircraft to provide onboard situational awareness and warning of radar frequency (RF) threats. This budget supports integration, validation/verification, Engineering Change Proposals (ECPs) and procurement of the upgraded APR-39 system. OSIP 006-00 ALE-39 to ALE-47 Retrofit/Common Carriage (CC): This OSIP provides funding to correct serious safety problems and greatly improves aircraft survivability. Operational Program Improvement associated with commonality of expendable countermeasure form factors across Department of Defense (DoD) and Joint Partners is focus for CC program providing an increase in expendable capacity and operational readiness to support operations in contested environments, extend mission time-on-target while reducing logistics footprint. This OSIP also supports F/A-18E/F and EA-18G CC Multi-Layered Obstructed Brokered Hub (MOB Hub) and iASE program. MOB Hub/iASE supports advanced expendable tactical employment capabilities, while improving situational awareness by incorporating onboard and off-board data for iASE software applications development. OSIP 005-08 Direct Infrared Countermeasure (DIRCM)/Department of Navy Large Aircraft Infrared Countermeasure (DoN LAIRCM) AN/AAQ-24: The AN/AAQ-24 DoN LAIRCM System is designed for USMC, USN and USAF Assault Support aircraft to provide onboard situational awareness, employment of inexhaustible laser countermeasures, offboard countermeasure queuing and defeat of electro-optical infrared (IR) threats. This budget supports integration, validation/verification, ECPs and procurement of the AN-AAQ-24 system. OSIP 004-12 Common On-Board Jammer: Integrated Defensive Electronic Counter Measure (IDECM) Block 4 is an ECP to the ALQ-214 intended for operation on the F/A-18C/D aircraft, while retaining all IDECM suite functionality when installed on F/A-18E/F aircraft. The Electronic Frequency Converter (EFC) enables dataflow via the fiber optic cable to the Fiber Optic Towed Decoy (FOTD), and the Integrated Multi-Platform Launch Controller (IMPLC) which provides power and communications interface with the ALE-50, the ALE-55 and the Dual Band Decoy (DBD) and is part of the IB-4 configuration when installed on the F/A-18E/F aircraft. This OSIP is for the onboard portion of the IB-4 configuration for USMC F/A-18 C/D and USN F/A-18 E/F. This OSIP also includes procurement of hardware/software solutions that link on-board iASE that are compatible with mission planning information and systems intended to address current and future aircraft threats and modeling and simulation for improved countermeasure capabilities. OSIP 018-17 Distributed Aperture Infrared Countermeasures (DAIRCM): The AN/AAQ-45 DAIRCM System is designed for USMC, USN and USAF Assault Support aircraft to provide onboard situational awareness, employment of inexhaustible laser countermeasures, offboard countermeasure queuing and defeat of electro-optical IR threats. This budget supports integration, validation/verification, ECPs and procurement of the AN/AAQ-45 system.
Justification
Justification — Common ECM Equipment
The FY2026 funding request is to procure APR-39 for H-1 platforms, DoN LAIRCM systems on MV-22, CH-53K and KC-130J platforms, DAIRCM for H-1 platforms and ALQ-214 Weapons Replaceable Assembly (WRA) Retrofit for F/A-18 E/F platforms. The FY 2026 request was reduced by $0.415 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.655 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative."
