Description
Description — T-45 Series
This line item funds modifications to T-45 Training System (T45TS) which encompasses both aircraft and Ground-Based Training Systems (GBTS). Current inventory is 193 Aircraft. The T-45 Goshawk is a tandem-seat, carrier capable derivative of the existing British Aerospace Hawk aircraft powered by a single Rolls Royce Adour engine. It serves as the aircraft component of the T45TS integrated jet pilot training system. The overall goal of the modifications budgeted is to correct discrepancies and deficiencies discovered after delivery of the aircraft and to commence upgrades to the aircraft cockpit and navigation systems. T-45 aircraft and simulators are facing critical avionics obsolescence and Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues. Operational Safety and Improvement Program (OSIP) 008-95 - Corrections of Deficiencies was established to resolve safety and reliability issues, improve required mission capabilities and correct in-service deficiencies to aircraft components. OSIP 003-03 - Engine Surge funds resolve engine surge critical safety issues. OSIP 017-04 - Avionics Obsolescence funds continuing avionics obsolescence and DMSMS issues and implements safety related avionics upgrades. OSIP 022-14 - The designed service life of the aircraft was 14,400 hours and reduced as a result of Service Life Assessment Program (SLAP) analysis to 13,000 hours. Service Life Extension Program (SLEP) funds correction of deficiencies discovered in the Service Life Assessment Program (SLAP), which identified risk areas that must be addressed in order to extend the aircraft service life. OSIP 006-16 - Required Avionics Sustainment Program (RASP) will modify the T45TS with the Automatic Dependent Surveillance-Broadcast Out (ADS-B Out) Capability to comply with the January 1, 2020 Federal Aviation Administration (FAA) National Airspace Systems Mandate as well as other FAA and Navigation mandates. Additionally, the T-45 Navigation source Global Positioning System Inertial Navigation Assembly (GINA) will be updated to address obsolescence. OSIP 012-19 - Physiological Episode Mitigation funds modifications to the T-45 training system to address aircrew Physiological Episodes (PE).

Justification — T-45 Series
The FY 2026 funding request is for correction of deficiencies to resolve safety and reliability issues; resolve engine surge critical safety issues; avionics obsolescence, Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues and safety related avionics upgrades; correction of deficiencies discovered in the SLAP; Required Avionics Sustainment Program (RASP) - Phase One (Automatic Dependent Surveillance - Broadcast (ADS-B) Out) and Phase Two (Multi-Function Color Displays (MFCD's); and Physiological Episode (PE) mitigation modifications to address aircrew PEs. The FY 2026 request was reduced by $6.045 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $1.064 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative."
