Description

Description — Cargo/Transport Acft Series

This line item funds Safety / Obsolescence upgrades, Federal Aviation Administration (FAA) configuration updates, and Communication, Navigation, and Surveillance Air Traffic Management (CNS/ATM) modifications in support of FAA Next Generation Air Transportation System (NextGen) to the following cargo and transport aircraft: C-40A (QTY 19), C-20G (QTY 2), C-37A (QTY 1), C-37B (QTY 3), C-26D (QTY 7), UC-35D (QTY 10), UC-12F (QTY 10), UC-12M (QTY 9), UC-12W (QTY 7), and UC-12W+ (QTY 2). The C-40A Clipper, C-20G Gulfstream IV, C-37A Gulfstream V, C-37B Gulfstream 550, and UC-35D Cessna Encore are commercial twin engine jet transport aircraft that provide time-critical medium lift logistic support for the fleet combatant commanders. The C-40A can accommodate 121 passengers, or 8 pallets of cargo, or a combination configuration of 3 pallets and 70 passengers with a range of 3,400 nautical miles. The C-20G can accommodate 26 passengers or 3 pallets of cargo, or a combination of pallets and passengers with a range of 5,100 nautical miles. The C-37 provides worldwide executive transport to Secretary of the Navy, Chief of Naval Operations, Commandant of the Marine Corps, and Fleet Commanders. The UC-35 provides transport for high priority passenger/cargo missions with time, place or mission sensitive requirements. The UC-35 can accommodate 7 passengers or 1,200 pounds of cargo with a range of 1,300 nautical miles. The UC-12 King Air and C-26 Metroliner variants are commercial twin turbo-prop aircraft that provide shorter-range light lift passenger/cargo transport and range control missions. The UC-12F/M is capable of carrying 8 passengers or maximum cargo capacity of 2,850 pounds, with a range of 1,075 nautical miles. The UC-12W and UC-12W+ are capable of carrying 9 passengers or a maximum capacity of 3,000 pounds with a range of 2,345 nautical miles. The C-26 is capable of carrying 19 passengers 1,300 nautical miles. OSIP 071-86: Federal Aviation Administration (FAA) Configuration Updates Reserve Forces incorporates FAA mandates required for commercial aircraft. OSIP 012-04: Communication, Navigation and Surveillance - Air Traffic Management (CNS-ATM) updates are required to retain the Navy's capability to operate these aircraft worldwide. OSIP 013-16: Safety/Obsolescence Upgrades: Modifications support all readiness, obsolescence, and safety of flight improvements to existing Navy peculiar aircraft systems. FY26 modifications include the following: C-40A: Electronic Flight Bag Tablet Charging, Mode 5 NRE, Multi-Mode Receiver (MMR), and Flight Management System. C-37A: Enhanced Ground Proximity Warning System (EGPWS). C-37A/B: Avionics Enhancement for Automatic Dependent Surveillance - Broadcast (ADS-B) In, Auto Pilot Traffic Collision Avoidance System (AP-TCAS), and Runway Overrun Awareness and Alerting System (ROASS).

Justification

Justification — Cargo/Transport Acft Series

The FY 2026 request funds FAA Service Bulletin compliance, required Communication, Navigation and Surveillance / Air Traffic Management (CNS/ATM) modifications, and safety/obsolescence upgrades for Cargo Transport Aircraft. The FY 2026 request was reduced by $0.545 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.084 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative."
