Description — C-130 Series
DESCRIPTION: This item funds modifications to C/KC-130 aircraft. The Lockheed C/KC-130 aircraft is a four engine, high-wing, all metal, long range, land based monoplane capable of all-weather transport of cargo or personnel and in-flight refueling. There are currently 109 aircraft in the Navy and Marine Corps inventory as of May 2025 (71 active and 38 reserve). Justification
Justification — C-130 Series
The FY 2026 request provides funding to procure aircraft modifications to include Electronic Countermeasures (ECM), Safety, Reliability, Readiness and Obsolescence Issues and Communication Navigation Surveillance System (CNS) Air Traffic Management (ATM) requirements such as Block Upgrade (BU) 8.1 for the KC-130J program. FY 2026 increases LAIRCM B-Kit/GFE, initiates MANGL Test, initiates Block 8.1.2 Test, increases Carbon Brake A-Kit, and increases Cargo Winch B-Kits. FY 2026 also initiates Weather Radar A/B Kit procurements, C/KC-130T GPS, High Frequency Radio B-Kits, SATCOM B-Kits and funds CDU NRE to the optimal level. The FY 2026 request was reduced by $1.871 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $1.599 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative."
