Description
Description — Trainer Acft Series
This line item funds modifications to a group of trainer aircraft systems which includes the T-44 and TH-57, US Navy Test Pilot School (USNTPS) aircraft, the TH-73A, and the T-54. The T-44 is a twin-engine, multi-seat turboprop aircraft produced by Hawker Beech Aircraft and is utilized to provide training for simulated operation of multi-engine training. Specifically, this aircraft provides pipeline training for the P-3, P-8, EP-3, KC-130, E-6, E-2, C-2, MV-22 and CMV-22. Current Navy inventory is 54 aircraft with service life thru 2028 with possible multiyear extensions. The overall goal of modifications for T-44 is to modify and/or upgrade aircraft avionics and associated sub-systems to include upgrades to avionic systems for Federal Aviation Administration (FAA) compliance. Efforts also include, Avionics modifications to address safety, reliability, maintainability, obsolescence, and Diminishing Manufacturing Sources and Material Shortages (DMSMS). requirements. Modifications, particularly to avionic systems, may also be driven by new Cyber Security requirements. The TH-57 is a single engine, multi-seat rotary wing aircraft utilized to provide rotary wing training. Current Navy TH-57 inventory is 92 aircraft. The airframe and dynamic components can be sustained indefinitely (although at higher costs as time goes on). The overall goal of modifications for TH-57 is implement safety updates as well as required upgrades to avionic systems for FAA compliance. Efforts also include, modifications to airframe, avionics, and sub-systems, necessary to address safety, reliability, maintainability, obsolescence, and Diminishing Manufacturing Source and Material Shortages (DMSMS) requirements. Modifications, particularly to avionic systems, may also be driven by new Cyber Security requirements. Test Pilot School aircraft support training of test pilots, Naval Flight Officers (NFOs), Flight Test and System Test Engineers. TPS aircraft include (10) T-38C, (2) TH-57C, (5) UH-72A, (6) OH-58C, (2) U-6A, (1) NU-1B, (2) X-26, (2) UV-18A and (1) C-26A. Efforts include modifications to airframe, avionics, power/propulsion and sub-systems, necessary to address safety, reliability, maintainability, obsolescence, capability, system/sub-system components, and Diminishing Manufacturing Sources and Material Shortages (DMSMS) requirements. Modifications, particularly to avionic systems, may also be driven by new Cyber Security requirements. The TH-73A is a single engine, multi-seat rotary wing aircraft. The TH-73A replaces the TH-57 to provide rotary wing training to the fleet. Modifications address correction of deficiency issues that arise on aircraft accepted off the production line as well as safety issues. Total TH-73A inventory is 130. The T-54 is a twin-engine, multi-seat turboprop aircraft produced by Textron Aviation Incorporated and is utilized to provide multi-engine training to student pilots. Specifically, this aircraft provides pipeline training for the P-8, EP-3, KC-130, E-6, E-2, MV-22 and CMV-22. Current Navy inventory is 63 aircraft.
Justification
Justification — Trainer Acft Series
OSIP 015-16 FY 2026 request continues the T-38 Wing Upgrade Program, Talon Repair, Improvement, and Modification (TRIM). OSIP 006-23 FY 2026 request addresses correction of deficiencies modifications for the TH-73A program. OSIP 011-26 FY 2026 request addresses Avionics Obsolescence modifications for the T-54 program. OSIP 012-26 FY 2026 request addresses safety issues on the TH-73A platform. The FY 2026 request was reduced by $0.201 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.141 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative."
