Description
Description — E-2 Series
This line item funds modifications to the E-2 aircraft. The E-2 is an all-weather, carrier based, airborne early warning, command and control aircraft that extends task force defense perimeters by providing early warning of approaching enemy units and by vectoring interceptors into attack position. Additionally, the HAWKEYE provides strike control, radar surveillance, search and rescue assistance, communications relay and automatic tactical data exchange. As the result of technological advancements, the Commercial-Off-The-Shelf (COTS) hardware/software of the Mission Computer will change or become obsolete in the very near future. -E-2 Embedded National Tactical Receiver (ENTR) OSIP (08-17): Provides the E-2 with the capability to receive intelligence data from national assets for real-time, emergent threat or CID data, compressing tactical engagement timeline for Naval Integrated Fire Control (NIFC) kill chains. -Structural Enhancements OSIP (12-17): Enables the aircraft's full service life and removes vehicle performance envelope restrictions. This will mitigate the potential for aircraft grounding due to previously unmitigated structural issues. -E-2D Aerial Refueling (AR) OSIP (02-18): Allows the E-2 to receive fuel from various organic and non-organic tanker aircraft. It will provide Expanded Battle Space Surveillance and Targeting through significantly enhanced persistence and increased flexibility (range & endurance). -E-2 Secret Internet Protocol Router Chat (SIPR CHAT) OSIP (03-18): Supports the integration of current collaboration tools including tactical "chat" (text) communications, real-time tasking, and Air Tasking Order distribution. Recent real world operations have demonstrated a migration of Command and Control communications from voice to Internet protocol based networks. -Navigational Warfare (NAVWAR) OSIP (11-19): Allows the E-2D Advanced Hawkeye (AHE) to operate in areas where signal disruption would prohibit unprotected GPS reception. The E-2D AHE will be able to provide continuous operations in a degraded GPS environment for mission areas that depend on GPS for precise position, navigation, and timing. Also, provides Naval platforms improved access to GPS signals in challenged and jamming environments. Modernizes GPS receivers to utilize the new M-Code GPS Signal in Space, incorporate enhanced cryptology, deliver greater position and time accuracy, provide improved protection against signal spoofing as compared to legacy Selective Anti-Jam Anti-Spoof Module (SAASM) receivers and replace an obsolescence issue. -Advanced Radar Processor (ARP) OSIP (03-20): Essential upgrade to the E-2D APY-9 Radar system that improves the radar processing capability six-fold, reduces production costs, addresses obsolescence, reduces future support costs and enables future growth by reducing the number of Subsystem Replaceable Assembly's in the processors. ARP is required to support the transition of current Science & Technology investments in NIFC Increment 3, Counter Electronic Attack and Sensor Netting. -E-2 Technology Upgrades (16-20): Ensures fleet configuration management and addresses deficiencies, obsolescence, urgent operational needs, and flight safety issues of Mission Systems, Communications, Navigation, and Data Links including hardware, software and firmware components. This OSIP will execute a strategic, comprehensive plan to mitigate component level end of production and end of support due to deficiencies and obsolescence on all E-2 aircraft and trainers. -Datalinks (18-20): Addresses Crypto Modernization (CM) upgrades and Frequency Remapping (FR) capabilities. This OSIP will field the LINK 16 CM/FM capability into the E-2 Series aircraft. Funding will also be used to integrate and field Multifunctional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS) Tactical Targeting Network Technology (TTNT) wave form. -Electronic Support Measures OSIP (07-21): Digital upgrade greatly enhances CID, battle space awareness, and effectiveness of blue forces. Combat Identification (#3) requirements and Electronic Protection (#4) are specifically called out on COMACCLOGWING's FY19 E-2D Naval Aviation Requirements Group (NARG) Message and Electronic Warfare is directly identified in US Fleet Forces POM-21 Integrated Priority List submission. -Precision Approach Landing Capability (PALC) OSIP (17-26): Funds the necessary E-2D modifications, integration, and fielding of a contested environment PALC related ECP's. This OSIP will address the sundown of the legacy Automatic Carrier Landing Systems (ACLS) and aligns to the OPNAV N98 PALC roadmap north star for the phased fielding approach for BRIZO. There are currently 10 E-2Cs and 64 E-2Ds in the Fleet inventory, a total of 74 aircraft. As of the latest Master Aviation Plan (MAP) E-2C's are set to sundown in FY 2027. As they retire, they are replaced with E-2D's. E-2Ds are still in production with final aircraft deliveries planned thru 2030. As of FY 2026 the program has been funded for a total of 86 total E-2D aircraft. The E-2 has a service life of 10,000 flight hours. Justification
Justification — E-2 Series
Basis for FY 2026 request is to procure modification kits to support AR, SIPRCHAT, NAVWAR, MIDS/JTRS TTNT, Crypto Mod, AN/APN-246 Beacon, various Structural Enhancement and various Tech Upgrade ECP's. FY 2026 request also funds installation and program support costs associated with those efforts. The FY 2026 request was reduced by $8.222 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.925 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative."
