Description
Description — EP-3 Series
This line item funded modifications to the EP-3E aircraft. The EP-3E was a land-based, long-range aircraft with electronic intercept devices for detection and tracking of enemy Radio Detection and Ranging and communications. In Operational, Safety, and Improvement Program (OSIP) 11-01, the Joint Airborne Signal Intelligence Architecture Modification Common Configuration (JCC) obsolescence Engineering Change Orders (ECO) improved operational capability and aircrew productivity by updating the Electronic Support Measures systems, applying state-of-the-art signal exploitation/processing/display techniques, off-boarding classified communications, and expanded special signal processing capability while meeting cybersecurity, crypto, and emerging requirement upgrades. The EP-3E Series budget provided support of EP-3E operations as a result of schedule pressure on development, production, and IOC for the MQ-4C Triton IFC-4. Based on NDAA 2011, the US Navy was required to maintain the EP-3E platform until a suitable replacement (in both capability and capacity) was fielded. As a result, the Navy authorized a three-year extension of the EP-3E through FY 2024 with sundown to complete mid-FY 2025. FY 2024 JCC Obsolescence funds addressed the EP-3E mission viability, mission systems obsolescence, improved cybersecurity posture, National Security Agency mandates, and Signals Intelligence (SIGINT) modifications required to address emerging threats in a dynamic electronic warfare environment (aka "pacing the threat") and responded to the current, immediate demand for information operations capabilities on the EP-3E. Active Primary Aircraft Authorization inventory will be reduced to 0 by end of FY25. Funds budgeted in FY 2022-FY 2024 funded EP-3E mission viability, addressed mission systems obsolescence issues and cybersecurity posture, and paced the threat to remain compliant with FY11 National Defense Authorization Act (NDAA) guidance. The EP-3E airframe has an average age of 50 years.
Justification
Justification — EP-3 Series
For FY2025 these modification efforts conclude as the EP-3E aircraft transition out of service. OOC: FY 2022 includes $11.694M in OOC execution. FY 2023 includes $5.823M in OOC enacted budget. FY 2024 includes $3.931M for the OOC budget request.
