Description

Description — MH-60 Series

This line item funds modifications to MH-60 Series aircraft. The MH-60 Series FY 2025 Inventory is comprised of: 251 MH-60S and 270 MH-60R. Primary missions of the MH-60S include Combat Logistics, Surface Warfare (SUW), Combat Search and Rescue, and Airborne Mine Countermeasures (AMCM). Additional missions include, Intelligence, Surveillance, Reconnaissance and Targeting (ISR&T), Naval Special Warfare (NSW) support, Search and Rescue, Humanitarian Assistance (HA), and Defense Support for Civil Authorities. The MH-60R provides persistent distributed, integrated, and maneuverable capabilities in the support of the Navy's Fleet Design and Distributed Maritime Operations concepts through its primary missions: Anti-Submarine Warfare (ASW), SUW, Electronic Warfare (EW), Command and Control (CC), and Non-Combat Operations (NCO). Secondary missions include: Amphibious Warfare (AMW), Air Warfare (AW), Health Services (HS), Fleet Support - Operations (FS-O), Intelligence Operations (INT), Logistics (LOG), and NSW. The overall goal of the modifications budget is for Safety Related Systems Upgrades, Warfighter upgrades for the MH-60R, Warfighter upgrades for the MH-60S, MH-60 Aircraft obsolescence and MH60S Service Life Extension Program (SLEP).

Justification

Justification — MH-60 Series

The FY 2026 funding request is for critical safety, obsolescence, air vehicle, avionics, weapons and mission system modifications. The increase from FY 2025 to FY 2026 due to the addition of Minotaur and ELINT Modernization Upgrade (EMU) in OSIP 001-06. The FY 2026 request was reduced by $3.270 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.950 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative."
