Description

Description — Adversary

This line item funds the modifications to the Adversary aircraft and mission systems. The Adversary aircraft are a combination of 42 F-5 Tiger IIs (39 F-5Ns and 3 F-5Fs), the J85 Engine supporting the F-5, 14 Block 15 F-16 Fighting Falcon (10 F-16As and 4 F-16Bs), and the F-100 Engine supporting the F-16. The Adversary aircraft provide essential sorties in support of TOPGUN, Fleet Replacement Squadron, Carrier Strike Group, Carrier Air Wing and Unit Deployment Plan. Both the F-5s and the F-16s are planned to be used as primary Adversary mission through 2035. An additional 22 F-5s (16 F-5Es and 6 F-5Fs) were procured in 2020 from the Swiss government and will be upgraded to the USN/USMC NATOPS configuration. An additional 26 F-16s (20 Block 32 F-16Cs and 6 Block 25 F-16Ds) began transferring in April 2022 from the United States Air Force/Air National Guard. These aircraft will be upgraded to maintain common configuration with the USAF program. Adversary Missions Systems will provide peer threat replication and support future integration of Live, Virtual, and Constructive (LVC) capabilities.

Justification

Justification — Adversary

OSIP 011-21: Funds are requested in FY 2026 for the Air Vehicle modification of F-16A/B adversary aircraft which include legacy Falcon Structural Augmentation Roadmap (STAR) and additional structural modifications identified by the OEM. These upgrades will extend the service life of the current Adversary F-16 fleet from 4,250 flight hours to 8,000 equivalent flight hours through airframe strengthening and air vehicle upgrades required to maintain sufficient aircraft inventory to meet Fleet operational requirements. Funds requested in FY 2026 would be used to continue incorporation of the modifications into the F-16 aircraft. OSIP 003-22: Funds are requested in FY 2026 to continue to fund installation of production kits for the avionics and radar upgrades to maintain a common configuration with the USAF F-16 program. Installations will be performed as a depot or depot field team mod. OSIP 004-26: Funds are requested in FY 2026 to begin installs of A-Kits in Marine Corps Adversary Aircraft which will provide RedNet 2.0 (pilot situational awareness) and procure the first Nonembedded Aircraft Processing Systems to provide modeling/simulation of peer threat systems. The FY 2026 request was reduced by $0.072 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative."
