Description

Description — Small Arms & Lndg Party Ammo

Program procures ammunition in support of Navy ships and for active and reserve ashore warfare forces. Small Arms (22 -.50 Cal) ammunition and Landing Party ammunition includes hand grenades, riot control agents and defensive land mines for the Military Sea Lift Command, Naval Criminal Investigate Service (NCIS), Marine and Navy Air-wings, Maritime Force Protection Command, and Naval Expeditionary Combat Command. Additionally, the Naval Special Warfare (NSW) small arms ammunition program includes (22 -.50 Cal) ammunition required for the organic weapon systems carried by US Navy SEALs, while the various hand grenades are employed for force protection, break contact maneuvers, ambushes, and target assaults.

Justification

Justification — Small Arms & Lndg Party Ammo

FY 2026 baseline funding procures ammunition to support shotguns, handguns, rifles, machine guns, grenades and land mines. 12 Gauge, 5.56MM, 7.62MM, 9MM, 38 Caliber, 40 Caliber, 45 Caliber, 50 Caliber, Hand and Smoke Grenades, and Mines are used for all Active Navy Ships and all Active and Reserve Ashore warfare forces, including Navy Expeditionary Combat Command, Maritime Expeditionary Security Forces, Inshore Undersea Warfare Groups, Military Sea Lift Command, Marine and Navy Air-Wing units, and Naval Criminal Investigative Service. Baseline funding also provides production Engineering and Gauge requirements for Small Arms Ammunition, Grenades, and Mines. FY 2026 funding also procures Naval Special Warfare (NSW) ammunition to support shotguns, handguns, rifles, machine guns, and grenades tactically employed by US Navy SEALs, Special Boat Teams, NSW Task Units/Groups and other NSW support groups. Procurement in FY 2025 includes ammunition (22 - 50 Caliber) and Hand Grenades. Baseline program funds are also necessary for production engineering as required by DoD and Navy safety and acquisition regulations. FY 2024 includes supplemental funding from Israel Security Supplemental Appropriations Act, 2024 (Division A of Public Law 118-50) or Ukraine Security Supplemental Appropriations Act, 2024 (Division B of Public Law 118-50). DON has received $15.633 million for the procurement of 5.56mm for the replacement of Navy stock. This results in an increase FY 2024 quantities from 2.046M to 35.307M. FY 2025 matches the Base for Reprogramming Actions, DD 1414 and does not include supplemental funding from Israel Security Supplemental Appropriations Act, 2024 (Division A of Public Law 118-50) or Ukraine Security Supplemental Appropriations Act, 2024 (Division B of Public Law 118-50). In FY 2025, DON has received $48.680 million for the procurement of 5.56mm, 7.62mm, .50 cal, Shotgun and grenades for the replacement of Navy stock. This has results in an increase in FY 2025 quantities: 5.56mm from 3.252 million to 3.480 million 7.62mm from 3.736 million to 35.675 million .50 cal from 3.875 million to 9.678 million Shotgun from 0.352 million to 0.402 million Grenades from 0 to 0.023 million The FY 2026 request was reduced by $0.993 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." OOC: FY 2022 includes $0.000M in OOC execution. FY 2023 includes $0.000M in OOC enacted budget. FY 2024 includes $0.000M for the OOC budget request.
