Mission— Homeland Defense Technology Transfer Program
IAW Section 1401 of the Bob Stump National Defense Authorization Act for Fiscal Year 2003 (Public Law 107-314), the Homeland Defense Technology Transfer Program is a congressional program mandated to identify, evaluate, and transfer DoD dual-use technologies that have application to first responders at federal, state, and local levels, in support of homeland security. The program ensures a successful and balanced transfer of dual-use technology equipment and information to first responders without impeding military readiness by (a) accelerates development technologies, (b) increases effectiveness of equipment transfers, (c) transfers technology through a transitional effort that has dual utility to improve homeland security, and (d) enhance public safety without degrading military readiness. The HD Tech Transfer program meets Congress' intent and supports the interim National Defense Strategy through continuously delivering viable dual-use technologies to enhance first responder critical mission requirements during major crises and steady-state operations. Homeland Defense Technology Transfer Program works closely with Homeland Defense Integration and Defense Support of Civil Authorities leadership as well as intra- and inter-agencies on potential technologies and excess equipment that provide long-term sustainable support to the first responder with the intent to lessen the number of "request for assistance" from Federal and State partners. This approach not only bolsters first responder support during civil unrest and natural disasters, it enables the Department to focus on it's strategic national security objectives. In addition to the transferring emerging DoD dual-use technologies in support of the first responder community, HD Tech Transfer works aggressively to build partnership capacity with agencies and stakeholders that have shared equities. As such, HD Tech Transfer works in partnership with the Naval Postgraduate School, Center for Homeland Defense and Security and the National Security Innovation Network to conduct academic research projects to assess gaps and shortfalls in areas such as border security and wildland fires. Each comprehensive study project culminates in a formal "final report" that provides proposed technology solutions and policy recommendations for senior leaders to consider in relations to the grand challenges within their respective communities. Moreover, HD Tech Transfer works with a variety of DoD activities, defense laboratories, private vendors, and first responders when conducting "test and evaluation" to determine technology modifications and application for product end-users i.e., law enforcement, firefighters, and emergency medical service personnel. DoD's excess property program, HD Tech Transfer coordinated with the Defense Logistics Agency to ensure that appropriate excess military equipment and property is made available to the first responder community on an expedited basis.
