Description — MULTI-DOMAIN INTELLIGENCE
Multi-Domain Intelligence (MDI) is the Army Intelligence Enterprise's overarching modernization framework that drives Military Intelligence (MI) modernization priorities to field a ready Army Intelligence team supporting Mission Command against all threats in Multi-Domain Operations (MDO). The MDI framework will enable intelligence professionals to execute the intelligence cycle and associated doctrinal functions with increased speed, precision, and accuracy in both competition and conflict. The framework's emphasis on modernizing sensors, enhancing data management practices, and advancing analytical tradecraft through technology will support commanders' ability to make sound, timely decisions, placing friendly forces in a position of decisive advantage. The Multi-Domain Intelligence funding supports a number of different activities required for Army Intelligence operations. K26111--The Intelligence Applications and Integration (Intel Apps) Program is a software-centric, platform agnostic ACAT III Program that will provide the Next Generation intelligence capabilities aligned to the National Defense Strategy and Multi-Domain Operations by enabling intelligence professionals to work through the intelligence cycle with increased speed, precision and accuracy. The Intel Apps Program will synchronize applications (including All Source, Intelligence Support to Targeting, Weather Operational Effects, and Information Collection Management) to be integrated into the Mission Command Platforms and NGC2 architecture, including Next Generation Command and Control, onto dedicated Intelligence Edge Nodes where applicable, extending Army enterprise intelligence from the Army Intelligence Data Platform/Cloud to the Tactical Edge. K26222-- The Army Integrated Geospatial Enterprise Capability (AIGEC) is the singular set of modernized Army Geospatial and Geospatial Intelligence (GEOINT) requirements that will deliver modernized capabilities from enterprise to the tactical edge. AIGEC advances the Geospatial Engineer's ability to perform the functions of Generation, Management, Analysis & Dissemination (GMAD) and Geospatial Intelligence Imagery Analyst's ability to perform Processing, Exploitation, and Dissemination (PED) of data which supports a commander's assessment of the battlefield providing actionable intelligence. AIGEC requirements include: enterprise delivery of software and licensing, generating data to fill the gaps in the Theater Geospatial Database (TGD), and Standard Sharable Geospatial Foundation (SSGF); managing the data to support the Multi-Domain Operations and the Next Generation Command and Control Common Operational and Intel Pictures; analyzing the terrain in support of the Military Decision Making Process (MDMP) with predictive analyses, providing actionable information products such as the Course of Operations (COO) for Intelligence Preparation of the Operational Environment (IPOE); and disseminating data and information via web services, image tiles, and hardcopy publishing. K26333--The MDI program supports the Tactical Intelligence Node (TIN) and based on the expanded Basis of Issue of CD1 systems in FY 2024 and FY 2025. FY 2026 funds will complete the fielding, training, and initial sustainment for systems procured in FY24 and FY25. K26444--The MDI program supports the procurement of software licenses for the Army Intelligence Data Platform (AIDP)/CD2 Program, which is a commercial item acquisition to modernize the Army Intelligence Data Enterprise with data warehousing and advanced analytical capabilities in support of worldwide operations across multiple echelons but primarily accessed at echelons from division through strategic command and hosted in the Cloud. AIDP is the primary provider of intelligence to Next Generation Command and Control. K26555--The MDI program supports the procurement and fielding of Top Secret and Below (TSABI) Cross Domain Systems required to exchange information between classified networks. The Cross Domain Solution Suite (CDSS) is the hub allowing analysts to transfer data, information, and products across networks operating at different security levels. K26666--The MDI program supports the upgrade, modification, and Technical Refresh of current Army Intelligence Ground Stations. The Ground Station Modification includes the Tactical-Intelligence Ground Station (TGS) and the Operational Intelligence Ground Station (OGS). The TGS primary mission is as a target acquisition subsystem and performs Processing, Exploitation, and Dissemination (PED) execution. The OGS provides a DCGS-A Ground Station for CORPS, Army Forces/Joint Forces Land Component Commander, and/or Joint Task Force Commanders for OCONUS, Theater, Coalition, and National Intelligence, Surveillance, and Reconnaissance (ISR) Sensor Systems. The OGS provides access to enhanced sensor data, improved analyst tools, and technology upgrades ensuring battlefield awareness and targeting capability. K26777-- The Joint Tactical Terminal/CIBS funding line is directly aligned to the Army Network Modernization Priority. The Joint Program Office (JPO) for Integrated Broadcast Service (IBS) Terminals supports all of the Joint Services and Special Operations Command (SOCOM). The JPO's role is to coordinate modernization and sustainment of IBS terminals interoperable with the Ultra High Frequency Satellite Communications (UHF SATCOM) IBS broadcasts in support of Air and Missile Defense, Long Range Precision Fires, Soldier Lethality, and Network Command, Control, Communications, and Intelligence Cross Functional Teams and Tactical Intelligence Targeting Access Node. The IBS is the worldwide Department of Defense (DoD) standard network enterprise for transmitting time-sensitive tactical intelligence and targeting data to all echelons of Joint Service operational Users. The Joint Tactical Terminal (JTT) is the official IBS system and ensures continued IBS interoperability to a variety of tactical producers and consumers across the Joint Services. JPO IBS Terminals program offices perform JTT life cycle program management through acquisition, fielding support and sustainment of JTT equipment. The JPO coordinates support as needed for the IBS networks that employ Communication Security (COMSEC), a Common Interactive Broadcast (CIB), and the Common Message Format (CMF). The JPO is fielding a Next Generation non-developmental item to replace the existing JTT due to obsolescence and sustainment costs with current JTT configurations. This program is included in the OPA Budget Line Consolidation. In FY 2025, this program consolidates the JTT/CIBS-M (V29600) program into the Multi-Domain Intelligence (BZ6100/K26777) program.
Justification
Justification — MULTI-DOMAIN INTELLIGENCE
FY 2026 base procurement dollars in the amount of $108.655 million support the following efforts: K26111 - FY 2026 base procurement dollars in the amount of $35.957 million is for acquisition of Intelligence Application software, maintenance and licenses to be integrated on Mission Command Platforms to include Next Generation Command and Control equipped units or fielded on other platforms (e.g., Cloud); fielding and training support of Intel Apps. K26222 - FY 2026 base procurement dollars in the amount of $14.344 million is for purchase of modernized Geospatial Workstations (GWS) hardware and software to continue to provide GEOINT capabilities and tech refresh systems. K26333 - FY 2026 base procurement dollars in the amount of $6.127 million is for finishing software license sustainment of previously procured CD1 systems for the Basis of Issue to United States Army Special Operations Command (USASOC). This is completed prior to the transition to sustainment funding for software maintenance. K26444 - FY 2026 base procurement dollars in the amount of $40.620 million for Army Intelligence Data Platform (AIDP) (CD2) supports purchase of software licenses in the cloud and cloud usage requirements and to modernize the Army Intelligence Data Enterprise capabilities. K26555 - FY 2026 base procurement dollars in the amount of $2.954 million is for Cross Domain Solution Suite (CDSS) Modifications: Purchase of new Raise The Bar (RTB) hardware /software (licenses), and on-site installation; non-recurring engineering (NRE), logistics, property transfer, and shipping; as well as fielding and training. These upgrades will ensure fielded systems are in compliance with current RTB requirements for remote administration, load balancing, and enhanced communications capability. K26666 - FY 2026 base procurement dollars in the amount of $1.623 million support efforts of Ground Station Modernization: Purchase of new hardware (HW) configuration upgrades and for the technical refresh purchase of new state of the art processors, storage devices, network upgrades / communications data-link antennas to include the Aerial Layer Element (ALE), tactical radios, an enhanced computer unit (ECU) as well as software (SW) upgrades, licensing, and integration (HW/SW); NRE, logistics, property transfer, and shipping; and on-site fielding and training. K26777 - FY 2026 Base procurement dollars in the amount of $7.030 million supports logistics and fielding documentation for terminals as well as contractor engineering, production, integration and fielding support to Joint Warfighters. This program is included in the OPA Budget Line Consolidation. In FY 2025, this program consolidates the JTT/CIBS-M (V29600) program into the Multi-Domain Intelligence (BZ6100/K26777) program.
