Description
Description — 5 Inch/54 Gun Ammunition
Program procures conventional 5"/54 ammunition and Counter Unmanned Aerial Systems (C-UAS) Hypervelocity Projectile (HVP) rounds supporting CENTCOM Operations Transfer, Israel Security Supplemental (P.L. 118-50, Division A., Sec. 101). Both ammunition are fired from MK 45 gun installed on Cruiser and Destroyer combatant ships against air, surface, and shore targets. Conventional 5"/54 Ammunition items procured includes propelling charges, high-explosive projectiles, fuzes, and training rounds.
Justification
Justification — 5 Inch/54 Gun Ammunition
FY 2026 Baseline program funds Product Improvement Program to address source of supply and ammunition obsolescence issues, as well as Renovation Program to restore legacy assets to fleet issuable condition. Baseline program also funds Production Engineering and Gauge requirements for all 5"/54 ammunition. FY 2026 funding is to restore 5"/54 ammunition production capability and to convert unserviceable rounds to training rounds to reduce the gap between current inventory levels and the USN ammunition requirements for training and operational purposes. Operational purposes include surface warfare, air warfare, Counter Unmanned Aerial Systems (CUAS) and shore engagements. 5"/54 ammunition types are inert training rounds, high explosive and shotgun rounds, and high velocity projectiles. Baseline program also funds production engineering and gauge requirements for all 5"/54 ammunition. In FY 2024 the USN 5"/54 ammunition production was line was shut down due to the production facility eliminating their 5'/54 ammunition production capability in support of the Ukraine requirement for 155mm ammunition. As a result, the USN 5''/54 ammunition inventory is critically low and will worsen if action is not taken immediately. The FY2026 funding will be used to address the inventory issue near term by refurbishing unserviceable rounds into inert training rounds, and long term by reestablishment of supplier production capability of all types of rounds using the treated cast iron process (Austempered Ductile Iron ADI). ADI will create a stronger projectile casting with superior strength. FY 2024 includes supplemental funding from Israel Security Supplemental Appropriations Act, 2024 (Division A of Public Law 118-50) or Ukraine Security Supplemental Appropriations Act, 2024 (Division B of Public Law 118-50). DON has received $24.7 million for the procurement of twenty-two (22) Hypervelocity Projectile (HVP) rounds, twenty-two (22) HVP Warheads, twenty-two (22) HVP Projectile Data Links (PDLs), and associated HVP integration efforts. This results in an increase FY 2024 quantities from 0 to 22. The FY 2026 request was reduced by $0.630 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." OOC: FY 2022 includes $0.000M in OOC execution. FY 2023 includes $0.000M in OOC enacted budget. FY 2024 includes $0.000M for the OOC budget request.
