Description — JOINT BATTLE COMMAND - PLATFORM (JBC-P)
This funding line supports the Mounted Mission Command (MMC) Family of Systems (FoS) and supports the Army Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems, Infrastructure layer. The MMC FoS is comprised of the MMC Transport (MMC-T) and MMC Software (MMC-S) programs, which provide the replacement for the Blue Force Tracking (BFT) hardware and software capability, by employing hardened cyber/electronic warfare advancements that will improve data sharing and enhance C2 on-the move (C2OTM) functionality, resulting in more reliable communications anytime, anywhere, in all domains. The MMC-T program provides next-generation transceivers, encryption devices, and satellite communication waveforms (which are hosted in the transceiver). MMC-T provides a significant improvement over the existing BFT-2 capability by enabling smart routing across multiple network paths (Geosynchronous Equatorial Orbit (GEO), Low-Earth Orbit (LEO), and Line of Sight (LoS)) to mitigate risks posed by denied environments or signal jamming. New encryption devices provide protections against electronic warfare (EW) and cyber attacks. The MMC-S program replaces JBC-P software on vehicles and in command posts by providing next generation C2/SA software that offers simplicity, intuitiveness, and enhanced capabilities over the legacy software. MMC-S utilizes the Tactical Assault Kit (TAK), a Government-owned application, to enable convergence of Warfighting Functions and utilizes an agile Continuous Integration/Continuous Delivery (CI/CD) approach for software development. The MMC FoS Basis of Issue (BOI) and the proposed Army Acquisition Objective (AAO) are being developed and will be validated through the Army Requirements Oversight Council (AROC). Fielding MMC allows the Army to divest the legacy system (JBC-P). As MMC-T hardware and MMC-S are fielded, overall cyber resilience will improve.
Justification
Justification — JOINT BATTLE COMMAND - PLATFORM (JBC-P)
FY 2026 Procurement dollars in the amount of $165.395 million supports the procurement of MMC-T transceivers, encryption devices, program management support, training, fielding, publications, engineering services, depot maintenance, test and evaluation, support equipment (including BFT-2 Satellite Ground Stations (SGS)), BFT-2 network services, platform integration, and firmware updates and software enhancements to maintain survivability and to counter threats. Funding also covers MMC-T and MMC-S Post Deployment Software Support (PDSS). Funding continues modernization and replacement of the legacy JBC-P capability through MMC-T/MMC-S platform integration. Other major efforts include MMC-T fielding, as well as MMC-S safety certification on Integrated Firing platforms. In accordance with section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110 - 181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
