Description
Mission — DCAPES
Deliberate and Crisis Action Planning and Execution System (DCAPES) is the Department of the Air Force (DAF) classified Command and Control (C2) National Security System (NSS) used to implement the Air Force Force Generation (AFFORGEN) process and project forces (includes weapon systems, logistics, and personnel). It enables the DAF to posture mission ready and equipped forces (organized in effects-based operational capability packages) to deliver air, space, and cyberspace capabilities to Joint commanders worldwide. DCAPES supports joint, combined, and DAF military operations worldwide. DCAPES Continuous Development defines specific requirements annually through an approved Capability Needs Statement (CNS) and also continues to address technical debt and engineering updates as a persistent requirement throughout the program. FY 2026 funding will be used to continue development efforts include creating a capability for on-demand updates to the Operation Plan (OPLAN) detail which reduces the corrective action time from days to minutes if the data is out of sync or deleted, interfacing with Joint Capabilities Requirements Manager (JCRM) to track when forces are officially ordered to a Combatant Command (COCOM), creating an unclassified server in the production environment for personnel accountability in areas where classified environments are not available, enhancing the Unit Type Availability (UTA) module with Log Assessment for reporting equipment shortfalls, Database Export for printable AFFORGEN dashboards, and Mass Edit for direct dashboard editing of AFFORGEN Force Elements. The FY 2026 funding also supports the development of the system by continuing to enhance the functionality of the system: crucial in supporting war planning. DCAPES completed Increment 2B full deployment in Q1 FY 2025 and transitioned to the Software Acquisition Pathway (SWP). DCAPES funding will be executed against capabilities packaged into agile development projects for multiple releases based on warfighter priorities. This program element may include necessary civilian pay expenses required to manage, execute, and deliver weapon system capability. The use of such program's funds would be in addition to the civilian pay expenses budgeted in program element 0605827F, 0605828F, 0605829F, 0605831F, 0605832F, 0605833F, 0605898F, 0606398F. In FY 2024 0.000M was expended for civilian pay expenses in this program element, and in FY 2025 0.000M is forecasted for civilian pay expenses in this program element. This program is in Budget Activity 7, Operational System Development because this budget activity includes development efforts to upgrade systems that have been fielded or have received approval for full rate production and anticipate production funding in the current or subsequent fiscal year.
Mission — DCAPES INC 2B
Deliberate and Crisis Action Planning and Execution System (DCAPES) is the Department of the Air Force (DAF) classified Command and Control (C2) National Security System (NSS) used system used to project air expeditionary forces (includes weapon systems, logistics, and personnel). It enables the DAF to posture mission ready and equipped forces (organized in effects-based operational capability packages) to deliver air, space and cyberspace capabilities to Joint commanders worldwide. DCAPES stores planning and execution information for DAF functional users in the four (4) main DAF disciplines: 1) manpower, 2) personnel, 3) logistics, and 4) operations. These disciplines support joint, combined, and DAF military operations worldwide. Technical requirements were completed for Increment 2B which included enabling the system to support Public Key Infrastructure and elimination of Social Security Account Numbers as the primary key for identifying Air Force military and civilian members by replacing it with the Electronic Data Interchange Personal Identifier. This program element may include necessary civilian pay expenses required to manage, execute, and deliver weapon system capability. The use of such program's funds would be in addition to the civilian pay expenses budgeted in program element 0605827F, 0605828F, 0605829F, 0605831F, 0605832F, 0605833F, 0605898F, 0606398F. In FY 2024 0.0M was expended for civilian pay expenses in this program element, and in FY 2025 0.0M is forecasted for civilian pay expenses in this program element.
Mission — DCAPES Cont Dev
Deliberate and Crisis Action Planning and Execution System (DCAPES) is the Department of the Air Force (DAF) classified Command and Control (C2) National Security System (NSS) system used to implement the Air Force Force Generation (AFFORGEN) process and project forces (includes weapon systems, logistics, and personnel). It enables the DAF to posture mission ready and equipped forces (organized in effects-based operational capability packages) to deliver air, space and cyberspace capabilities to Joint commanders worldwide. Additionally, DCAPES manages sourcing, scheduling, and deployment of DAF military and/or civilian personnel against Secretary of Defense directed operations while maintaining strength accountability of the deployed forces. DCAPES INCREMENT 2B
DCAPES Increment 2B includes Infrastructure Support, Business Intelligence, and the development of multiple Warfighter Capabilities (see remarks section below for capability titles). In August 2020, the Air Force restructured DCAPES Inc 2B Acquisition Program Baseline adding two and a half capability packages (second half of 6 plus 7 and 8), that had previously been deferred. Capability packages 5 and 7 were later eliminated by the customer (AF/A3OD) post restructure.
