Description
Description — E-2D AHE
The E-2D Advanced Hawkeye (AHE) is an all-weather, twin engine, carrier-based, Airborne Command, Control and Surveillance aircraft designed to extend task force defense perimeters. The AHE mission is to provide advance warning of approaching enemy surface units and aircraft, to vector interceptors or strike aircraft to attack, and to provide area surveillance, intercept, search and rescue, communications relay, and strike/air traffic control. Key AHE objectives include improved battle space target detection and situational awareness, especially in the littorals; support of Theater Air Missile Defense operations; and improved Operational Availability. Avionics PGSE fully funds procurements for various equipment required to establish E-2D organic depot capability in accordance with Title 10 U.S. Code 2464 - Core Logistics capability requirements. 0195 BLI Prior Year includes E-2C Procurement (Qty 44) 0195 BLI procurement quantity (qty) baseline for E-2D was increased by 11 from 75 to 86 per the R3B memo dated 19 July 2019. It identified the requirement for 11 additional E-2D aircraft that are necessary to fill fleet aircraft shortfalls due to insufficient pipeline and scheduled aircraft modifications. As of FY 2026 the program has been funded for 86 E-2D's.
Justification
Justification — E-2D AHE
The FY 2026 request includes remaining requirements to establish E-2D Organic Depot capability in accordance with Title 10 U.S. Code 2464, production line shutdown, and government engineering and logistics support required to oversee aircraft production still underway. This budget includes funding to support a FY 2019 through FY 2024 Multi-Year Procurement (MYP) contract. The two congressionally added aircraft in FY 2023 and FY 2024 were funded on the MYP, but on separate CLIN's at single year pricing and designated as FRP 11+. The four aircraft in FY 2026 fund the program to 86 E-2D's and aligns with the 19 July 2019 R3B Memo and will be procured on a separate contract at single year pricing and designated as FRP 12. The FY 2026 request was reduced by $0.227 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.342 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative."
