Description
Description — Cartridge Actuated Devices/Propellant Act Devices
FY 2026 funding totals include $74.535 million. Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD) program's mission is to procure over 700 distinct service life-limited explosive/energetic devices. These devices perform critical safety functions in support of flight operations. Specifically, these devices are in US Navy's Naval Aircrew Common Ejection Seats (NACES), Aircraft safety of flight components, aircrew survival equipment and weapon systems release systems. The CAD/PAD yearly requirement is modeled on the total reported active aircraft as per the Office of the Naval Operations (OPNAV). The quantity for these unique requirements vary due to the distinct energetics of each CAD/PAD service life. Extending service life of CAD/PAD components beyond recommended use due to unavailability can pose a significant safety risk to aircrew. These explosives/energetics have finite service lives and are replaced during scheduled maintenance. Aircraft readiness may be impacted if any one of these items does not meet service life recommendations and cannot be extended. The new layout is listed below, by aircraft and description. T-6: Funding supports procurement of cartridge actuated and propellant actuated devices. Examples of items used on this aircraft include: Ejection seat catapult cartridges and rocket motors including Under Seat Rocket Motors, Impulse Cartridges, Digital Inline Timers, and Small-Column Insulated Delay initiators. Other aircraft cartridge actuated devices include Internal Canopy Mechanical Actuated Initiators, Seat Movement Mechanical Actuated Initiators, External Canopy Mechanical Actuated Initiators, Donor Assemblies, Manifolds, and ballistic transfer and canopy fracturing lines, T-38/F-5: Funding supports procurement of cartridge actuated and propellant actuated devices. Examples of items used on this aircraft include: Ejection seat catapult cartridges and rocket motors including Under Seat Rocket Motors, Impulse Cartridges, Digital Inline Timers, and Small-Column Insulated Delay initiators. Other aircraft cartridge actuated devices include Canopy removers and thrusters, and Donor Assemblies, V-22: Funding supports procurement of cartridge actuated devices. Examples of items used on this aircraft include: Internal Canopy Mechanical Actuated Initiators, External Canopy Mechanical Actuated Initiators, Gas Generators, Canopy and Hatch Shape Charge Assemblies, Thin Linear Explosive Ballistic Transfer Lines, Fire Extinguisher Cartridges, and Impulse Cartridges. AV-8B: Funding supports procurement of cartridge actuated and propellant actuated devices. Examples of items used on this aircraft include: Ejection seat cartridges and rocket motors, canopy fracturing mild detonating cords, Impulse Cartridges, Cartridge Actuated Delay Initiators, Cartridge Actuated Initiators, Flexible Confined Detonating Cord, and Ballistic Transfer Lines. F/A-18 & EA-18: Funding supports procurement of cartridge actuated and propellant actuated devices. Examples of items used on this aircraft include: Ejection seat cartridges and rocket motors including Parachute Deployment Rocket Motors, sequencer thermal batteries, Under Seat Rocket Motors, Impulse Cartridges, and seat catapult primary initiators, Digital Inline Timers, and Small-Column Insulated Delay initiators. Other aircraft devices include Fire Suppression Gas Generators, Fire Extinguisher Cartridges, ballistic transfer lines, canopy jettison rocket motors, DFIRS explosive doors, and DFIRS initiation components. T-45: Funding supports procurement of cartridge actuated and propellant actuated devices. Examples of items used on this aircraft include: Ejection seat cartridges and rocket motors including Parachute Deployment Rocket Motors, sequencer thermal batteries, Under Seat Rocket Motors, Impulse Cartridges, and seat catapult primary initiators, Digital Inline Timers, and Small-Column Insulated Delay initiators. Other aircraft devices include ballistic transfer lines and canopy fracturing mild detonating cords. All Other Platforms: CAD/PAD devices typically procured yearly under this budget line, but not limited to, include explosive separators, aircrew and deck crew inflators, safety and arming devices, sequence controls, shielded mild detonating cords, initiators, thrusters, fire extinguisher cartridges, and other devices used in aircraft emergency escape and safety systems. These devices number in the hundreds of unique components where the unit cost varies based on Economic Order Quantities varying from budget to budget for planned procurements.
Justification
Justification — Cartridge Actuated Devices/Propellant Act Devices
FY 2026 baseline funding is required to support fleet requirements that take into account the aircraft inventory, maintenance cycle and aircraft installed Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD) service life, on-hand inventory, procurement lead-time, historical costs and projected contract delivery date. Funding is also required for Integrated Logistics, Reliability Life which tests the life of propellant, Production Engineering Support and lot acceptance testing. Quality Assurance and Product Improvement Programs are used to address second source qualification, address safety of design and quality manufacturing efforts. Obsolescence identifies and qualifies replacement propellants for CAD/PAD due to obsolescence of ingredients and/or diminishing sources of supply. The yearly requirements are modeled based upon the active aircraft in the OPNAV A-II Aircraft Inventory Budget, which feeds into the CAD/PAD Requirements Determination Module (RDM). The RDM accounts for the changing number of aircraft, platform availability, and unique component service lives of all procured commodities and respective quantities, which vary from year to year. The FY 2026 request was reduced by $0.202 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
