Description

Description — Airborne Rockets, All Types

Combat and training inventory requirements for rocket and rocket components establish the Total Munitions Requirement (TMR) in accordance with the Naval Munitions Requirements process (NMRP). Production is for complete units/operationally configured units to satisfy the requirement of applicable specifications of Airborne Rockets, All types. Airborne Rockets supports both Navy and Marine Corps. The 2.75-inch rocket motor variant can be employed by both rotary and fixed wing platforms in the Close Air Support (CAS), Military Operations in Urban Terrain (MOUT), and counter-Fast Attack Craft/Fast Inshore Attack Craft (counter-FAC/FIAC) mission areas. The 2.75-inch rocket configured with Advanced Precision Kill Weapon System (APKWS) Guidance Sections enable a resilient and precise weapon in support of close combat lethality in complex terrain. The variety of warheads enable fleet users to maintain operational flexibility, better target-mission matching for specific applications and effects, and permit logistic agility. Warheads include the Mk-152 Insensitive Munitions (IM) compliant warhead for shipboard operations with APKWS guidance sections and the M282 Multi-Purpose Penetrator (MPP)warhead. Inert warheads are used extensively when range restrictions preclude live applications. The Smokey Sam Simulator System is a pyrotechnic visual cueing device primarily utilized in aircrew training to mimic a Surface to Air Missile threat. The system is currently qualified for land and at sea use. Rocket Launchers provide guided and unguided rocket launch capability for 2.75 Inch Rockets including the LAU-61 G/A Digital Rocket Launcher (DRL), LAU-61 C/A, and LAU-68 F/A. APKWS is a low-cost Semi Active Laser (SAL) guidance section to enhance the precision of 2.75-inch unguided rockets. APKWS is a small, lightweight, mid-body guidance section that can be assembled with existing unguided rocket components and can be fired from 2.75-inch rocket launchers. Compared to unguided rockets, APKWS sustains Joint Force military advantage by offering greater precision, increased stored kills per aircraft sortie, reduces collateral damage, improves effectiveness against soft and lightly armored targets, Counter Unmanned Aerial Systems (C-UAS) targets utilizing Proximity Fuze, and enhances close combat lethality and crew survivability through increased standoff ranges for platforms both air and afloat. A variety of containers are required to support shipping, handling and storage of all up round rockets and rocket components. The program re-manufactures existing containers and procures new containers as needed. Miscellaneous Items provides for procurement of various rocket components not to exceed a total cost of $0.500M per year per component. Product Improvement (PIP) provides for rapid iterative modifications and upgrades to products within Airborne Rockets, All types. Efforts include configuration changes involving production, engineering, manufacturing, installation and testing that increases system or combat effectiveness to extend the useful military life of an item, and/or to improve the item within the current performance envelope.

Justification

Justification — Airborne Rockets, All Types

FY 2026 baseline funding is required to procure 2.75-inch rocket components - to include rocket motors, warheads, Advanced Precision Kill Weapon System (APKWS) guidance sections, rocket launchers and containers - to enable low-cost area suppression as well as precision engagements from US Marine Corps (USMC) H-1, AV-8B, and F/A-18A-D aircraft in low collateral damage Close Air Support (CAS) operations, and from US Navy (USN) H-60 aircraft to neutralize Fast Attack Craft/Fast Inshore Attack Craft (FAC/FIAC) threats. In addition, FY 2026 Funding is required to address product improvements needed for obsolete components designed and produced over 40 years ago as well as the production engineering and integrated logistics support efforts needed for all 2.75-inch rocket components. Airborne Rockets product improvement efforts are required to reduce production cost, extend component life and to improve Combat effectiveness on pace with platform Combat system improvements. Specific efforts in FY 2026 include but are not limited to launcher improvements, APKWS Multi-Mode Seeker midbody design, longer range motor, MK-706 Container redesign, MK-706 Container refurbishment, and M648 All Up Round container multi-warhead configuration development. The FY 2026 request was reduced by $0.231 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." OOC: FY 2024 includes $8.212M for the OOC budget request: MK-706 Containers $8.212M.
