Description
Description — JT Direct Attack Munition (JDAM)
The Joint Direct Attack Munition (JDAM) program is a joint Air Force/Navy program with the Air Force as the lead service. Designated ACAT 1C, this program upgrades the existing inventory of general purpose bombs (BLU-111, BLU-117, BLU-110, BLU-109, BLU-126 and BLU-137) by integrating the bombs with a field installed guidance kit using a Global Positioning System-aided Inertial Navigation System (GPS/INS). JDAM provides an accurate, adverse weather capability. JDAM is integrated with the B-52H, B-2A, B-1B, F-16 (all variants), F/A-18A+/C/D/E/F, F-15E, AV-8B, A-10C, F-22A, MQ-9 and F-35 aircraft. JDAM guides the bomb with movable surfaces that steer the bomb to a target based on a Global Positioning Satellite (GPS) coordinate. There is also a family of weapons which combine GPS and laser capabilities to provide a Dual Mode weapon (procured under 0145 General Purpose Bombs): Laser Joint Direct Attack Munition (LJDAM). The component that is added to the 500 lb. and 2,000 lb. JDAM to provide the Laser capability is the DSU-38, DSU-40 and DSU-42 respectively. The DSU-38, DSU-40, and DSU-42 Precision Laser Guidance Set (PLGS) contains a Semi-Active Laser to engage moving and stationary targets and an adjustable proximity sensor to provide an airburst capability. LJDAM is the material solution for the Direct Attack Moving Target Capability (DAMTC). Pursuant to section 2308 of Title 10, U.S. Code, this program will seek cost efficiencies where available through production lot negotiations. Funding may be used to address production Diminishing Manufacturing Sources Material Shortages (DMSMS) and obsolescence issues through studies, bridge buys, life of type buys, supplier/parts replacement, to include electronic components used commercially and in short supply; and qualification activities to preserve future production capabilities and capacities. Funding may be used to increase production capacity in order to meet warfighter demand. FY 2024 includes supplemental funding from Israel Security Supplemental Appropriations Act, 2024 (Division A of Public Law 118-50). DON has received $24.825 million for the procurement of JDAM (Qty 352) for the replacement of Navy stock. This has resulted in an increase in FY 2024 quantities from 1001 to 1439. FY 2025 matches the Base for Reprogramming Actions, DD 1414 and does not include supplemental funding from Israel Security Supplemental Appropriations Act, 2024 (Division A of Public Law 118-50). In FY 2025, DON has received $2.304 million for the procurement of JDAM for the replacement of Navy stock. This has resulted in an increase in FY 2025 quantities from 822 to 858.
Justification
Justification — JT Direct Attack Munition (JDAM)
FY 2026 baseline funding is required to meet Naval Munitions Requirements Process (NMRP) inventory objectives. FY 2026 baseline funds procurement and integration of Next Generation Naval Mission Planning System (NGNMPS) Weapon Component Migration to JDAM M-Code. JDAM Miscellaneous Support funding is critical to fielding M-Code Weapon capability to meet the North Star 2027 requirement. Weapon component migration provides NGNMPS JDAM capability improvements through multiple United States Navy aircraft platforms planning capabilities focused on emerging, high-threat mission areas (including integrated kinetic/non-kinetic effects) and advanced digital anti-jamming technology for improved performance and operational reliability in highly contested GPS-denied environments (M-Code). The FY 2026 request was reduced by $1.180 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
