Description — Night Vision Devices
SSN K36414 / BINOCULAR NIGHT OBSERVATION DEVICE (BINOD) is a new start within the Night Vision Devices program in FY 2026 This funding is directly aligned to the Army Soldier Lethality, Modernization LOE 3 Integrated Visual Augmentation System. Night Vision Devices (KA3500) is a summary budget line including the following programs: (1) K36400 - This funding line is directly aligned to the Army Soldier Lethality Modernization Priority in support of situational awareness for the Close Area Combat Force. The Enhanced Night Vision Goggle-Binocular (ENVG-B) system is a modular helmet-mounted, passive electro-optical fused sensor imaging device in a binocular configuration. The system integrates dual Image Intensification (I2) sensors with the thermal sensor imagery into a single viewing display. The thermal sensor provides the Soldier with the capability to rapidly detect and recognize human-sized targets in adverse weather, obscurants and in varying light conditions. The dual I2 sensors provide the Soldier with depth perception for ease of low-light level maneuvers and the ability to detect rifle-mounted aiming lights to engage targets. The ENVG-B can also be operated in a monocular configuration by moving one of the two individually rotating monoculars. The ENVG-B has a near infrared (NIR) emitting light source that provides illumination for close-up viewing. The ENVG-B mounts on current Soldier equipment, including the Advanced Combat Helmet (ACH), the Enhanced Combat Helmet (ECH) and Integrated Head Protection System (IHPS). The ENVG-B has a multi-point wireless interface to the Family of Weapon Sights-Individual (FWS-I) and Nett Warrior to support augmented reality requirements. The ENVG-B wirelessly operates with the FWS-I to provide passive targeting, which is the capability to view the boresighted/zeroed weapon sight reticle in the ENVG-B display, enabling the Soldier to accurately engage targets without having to bring the weapon to eye level and without the use of active lasers, all while remaining in defilade. (2) B53800 - This funding line provides support to the Close Combat Soldier in the area of situational awareness. This program provides funding to procure the Laser Target Locator Module (LTLM) and laser aiming devices. LTLM is a lightweight, handheld, laser target locator module with day and thermal sight capability as well as an internal Military-code Global Positioning System (GPS) receiver. LTLM provides the dismounted observer or Scout a fully digital, handheld system to accurately determine target location and the ability to call for fire during all weather and lighting conditions. LTLM improves speed, accuracy, and safety of use over previous systems of this type (e.g., Laser Target Locator System (LTLS)). (3) K36402 - This funding line is directly aligned to the Army Soldier Lethality Modernization Priority in support of the Situational Awareness Strategy for the Close Combat Soldier. The Integrated Visual Augmentation System (IVAS) provides combat situational awareness and enables Synthetic Training Environment (STE) squad capability so that Soldiers can Fight, Rehearse, and Train on the same system. IVAS includes the Heads-Up Display (HUD) with local processing as the base system along with supportive Soldier power equipment, IVAS network components, and STE components (STE funded under separate fund lines). HUD is a low-profile, see-through display system providing 24/7 advanced situational awareness (SA) in all operating environments, fused vision capabilities, and passive targeting. IVAS provides movement of information, high level processing, and displays augmented reality information (Blue force tracking, Navigation, etc.) intuitively in three-dimensional space from mission planning data and real-time data including shared coordinate terrain data and machine learning/artificial intelligence processing enabled by tactical cloud package, shared information for mounted soldiers, "See Thru" armor, and advanced network services. IVAS enables Synthetic Training Environment (STE) squad capability to perform live mixed reality training and rehearsing. IVAS integration through Government owned architecture enables rapid introduction of new and improved capabilities. (4) K36414 - Binocular Night Observation Device (BiNOD) (formerly known as Night Vision Device - Next (NVD-N)) provides optimal resolution and depth perception to Close Combat Force (CCF) Direct Support (DS) drivers, crews, and dismounts. It enhances obstacle avoidance, execution of individual Military Occupational Specialty (MOS) specific tasks, and threat recognition. Addresses Maneuver Center of Excellence Stryker Brigade Combat Team extreme high risk platform mobility and protection gap and Infantry Brigade Combat Team high risk sustainment/mobility gap. Without BiNOD, CCF-DS elements will not be able to keep pace with the CCF, causing the CCF to lose the initiative and gains achieved with their enhance night vision capability. Funding in this budget request would procure night vision technology capabilities and aligns with the National Defense Strategy. The ENVG-B Army Acquisition Objective (AAO) is 122,323. The LTLM AAO is 12,464. The IVAS APO is 68,000 and the AAO is 121,500. The BiNOD AAO is 42,585. Night Vision Devices is part of Army Transformation Initiative.

Justification — Night Vision Devices
FY 2026 B53800 has no funding request. FY 2026 K36400 Base procurement dollars in the amount of $114.110 million supports the procurement of 2,375 Enhanced Night Vision Goggle-Binocular systems and associated program management, engineering, fielding, spares, and support equipment. FY 2026 K36402 has no funding request. FY 2026 K36414 is the first year of procurement funding for BiNOD. Base procurement dollars in the amount of $96.946 million will procure 9,275 Binocular Night Observation Device systems and associated program management, engineering, system test and evaluation, spares, fielding, and support equipment. The P-40 quantity is not correct; please refer to the P-5 for the correct quantity of 9,275. In accordance with section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110 - 181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
