Description — Information System Security Program-ISSP
The Information Systems Security Program funding line supports the Army's Network Strategy. The Information Systems Security Program (ISSP) supports the Army's Communication Security (COMSEC) modernization initiative to include the Army Key Management Infrastructure (AKMI) supporting the Total Force. The ISSP collects COMSEC requirements, procures and fields solutions, key management capabilities, Information Assurance (IA) / Cyber tools and associated hardware infrastructure to secure the Department of Defense Information Network (DoDIN) against evolving cyber threats. The ISSP supports the identification and allocation of new and emerging COMSEC capabilities required to protect Army's architectures and to replace current and legacy cryptographic systems with technologically advanced (network centric/DoDIN compliant) devices. AKMI is a unified, scalable, interoperable, and trusted infrastructure providing net-centric key management services to systems that rely on cryptography, serving Department of Defense (DoD) and the broader cryptographic community. Both the ISSP and AKMI programs ensure Army keeps pace with the Chairman of the Joint Chiefs of Staff and Joint Requirements Oversight Council directed cryptographic modernization, advanced key management and network centric performance capability mandates.

Justification — Information System Security Program-ISSP
FY 2026 Base procurement dollars in the amount of $0.826 million supports automated capability to conduct COMSEC and hardware infrastructure modernization required to secure the Department of Defense Information Network (DoDIN) against evolving cyber threats. Funds support responding to operational mission needs and permits prioritization of COMSEC requirements. Provides for life cycle refresh of equipment to support mandated cybersecurity requirements to secure the DoDIN, such as Defense Information System Agency (DISA) Security Technical Implementation Guides (STIGs), Risk Management Framework (RMF) controls, and to meet Department of Defense (DOD) requirements.
