Description — Missile Replacement Eq-Ballistic
The Minuteman III (MMIII) Missile Replacement Equipment effort consists of multiple projects required to sustain the weapon systems capabilities that support equipment for all out-of-production ballistic missile systems. Equipment procured is used for missile weapon systems maintenance and testing at organizational/intermediate (base/field) launch control facilities, as well as, missile testing facilities, equipment, and qualified minor construction costs related to depot activation. Funding may be used to address Diminishing Manufacturing Sources (DMS) issues. Related Research, Development, Test & Evaluation, Air Force funding is contained in PE 0101213F. • Ballistic Missile Items Less Than 5 million: Support Equipment Less Than 5M procures low cost new, modified, or replacement support equipment, to include facilities and other equipment to support programmed depot maintenance capability activation. Support equipment procurement activities replace and modernize unavailable or unsupportable aged and obsolete equipment which cannot be procured using operations and maintenance funding. These costs also fall below the threshold of 5M for a stand-alone MMIII program. The list of activities includes but is not limited to critical BGRC support equipment buys, inline circuit tester for infrastructure efforts, GPC purchases, shipping MORDs, motor generator test stands, Little Mountain Test Facility (LMTF) buys under $5M, dozens of initiatives which are accomplished in priority order given available funds. • Payload Transporter Replacement (PTR): Procures 48 nuclear certified tractor (24) and trailer (24) to emplace, extract, and transport the reentry system, the Propulsion System Rocket Engine, and the guidance system. Replaces current payload transporter to meet USSTRATCOM security requirements and addresses supportability issues required to sustain Minuteman III operations through fielding of LGM-35A Sentinel Weapon System. This requirement (or modification) supports performance of a full financial audit as required by title 10 U.S.C. Chapter 9A, Sec 240-D • Transporter Erector Replacement Program (TERP): The TERP replaces the current transporter erector used to emplace, extract, and transport MMIII boosters to and from launch facilities. The TERP will also update existing drawings, specifications, and technical orders to eliminate parts obsolescence and support operations through the fielding of LGM-35A Sentinel Weapon System. • Higher Authority Command Test System (HACTS) 2.0 Program replaces obsolete/unsupportable communication system test equipment. This effort adds the Weapon System Control Element (WSCE) simulator, moves to DoD mandated OS standard, and pushes through an Authority to Operate (ATO) with cybersecurity. • Little Mountain Test Facility Support Equipment (LMTF) funding ensures the testing site can support MMIII and Sentinel radiation test activities. Support equipment investments will increase as aging and obsolescent equipment is identified that cannot last until LGM-35A Sentinel's later than expected deployment date. Justification — Missile Replacement Eq-Ballistic
This program, Higher Authority Communications Test System (HACTS 2.0) P-5, is a new start. FY2026 funding provides replacement support equipment items for an aging inventory of equipment which has become increasingly costly to maintain. These items will increase ballistic missile system reliability and maintainability by providing state-of-the-art maintenance repair and testing capability. The items are required to bridge the gap to the National Defense Strategy and National Military Strategy directed nuclear force modernization activities. Requirements are jointly determined by Headquarters United States Air Force (HQ USAF), Air Force Materiel Command (AFMC) and Air Force Global Strike Command (AFGSC) and are based on established allowance standards. Items requested in FY2026 are displayed on the attached P-40A. Items procured during execution may change based on critical equipment needed to support current and emerging Air Force mission requirements. • Ballistic Missile Items Less Than 5 million: will procure low-cost support equipment required to sustain Minuteman III operations through fielding of the LGM-35A Sentinel Weapons System. This effort provides support equipment to enable refurbishment efforts for component and system life extensions to maintain the MMIII weapon system effectiveness and reliability until Sentinel fields. Support equipment investments will increase as aging and obsolescent equipment is identified that cannot last until Sentinel's later than expected deployment date. • PTR: FY2026 funds PTR Fielding/Training requirements (labor, material, fees); Field Service Representative (FSR) support, materials, inflation, and uncertainty. • Higher Authority Communication Test System (HACTS) 2.0 FY2026 Advance Procurement funding will allow HACTS 2.0 to purchase production material that have up to 81 weeks lead times. • Little Mountain Test Facility (LMTF) Support Equipment FY2026 funding ensures the testing site can support LGM-30G MMIII and LGM-35A Sentinel radiation, electromagnetic effects, shock and vibration, and other test activities required at the facility, to include lab equipment and associated materials to keep equipment functioning, supportable, and on schedule for customers such as the Large Flash X-Ray (LFXR), oscilloscopes, data acquisition systems, temperature regulation, power supplies, acoustic chambers, test controllers, vibrometers, and other critical test equipment. Support equipment investments will increase as aging and obsolescent equipment is identified which must be replaced before Sentinel's deployment date.
