Description

Description Initial Spares/Repair Parts

Program Description: Aircraft Initial Spares are required to fill the initial pipeline or inventory for all new aircraft systems, including modifications, support equipment, and other production categories. Initial spares include peculiar repairable and consumable components, assemblies, and sub-assemblies that must be available for issue at all levels of supply in time to support newly fielded end items. The following Major Defense Acquisition Programs (MDAP) have funding in this line: F-35,198 B-2, 431 FAB-T, 199 CV-22, 212 AWACS UPGRADE, 277 KC-46A, 387 MQ-9 UAS Reaper, 424 T-7A (APT), 436 F-15 EPAWSS, 485 HH-60W (CRH), 479 MH-139A, 562 Initial spares are funded in the two program segments described below. Working Capital Fund (WCF) Spares. Since FY 1994, some programs have used obligation authority in the WCF to procure initial spares. When the spares are delivered this central procurement account will reimburse the WCF. Types of spares in this program segment are Readiness Spares Packages, New Acquisition Spares, Modification Spares, Support Equipment, Other Production, and Consumables. Exempt Spares. This program segment finances spares that are not purchased through the WCF. The budget authority is a direct cite on the contract. Types of spares in this program segment are Whole Spare Engines, Whole Spare Quick Engine Change Kits, Contractor Logistics Support, Simulators/Trainers, New Acquisition Spares, Modification Spares, Support Equipment, Classified Equipment, and Munitions. The FY 2026 request for initial spares includes $973,535 thousand for discretionary and $1,023,806 thousand for mandatory (reconciliation) for a total of $1,997,341 thousand. The mandatory (reconciliation) funding supports initial spares for air vehicle propulsion, survivability, airframe and avionics programs. Further information for this reconciliation request is provided in Section 20007 (Air Superiority) and 20010 (Readiness) of the Reconciliation Exhibit. The FY 2026 funding request was reduced by a total of $28.222 million ($19.250 million for ATA000 and $8.972 million for E011A0) to account for the availability of prior year execution balances.

Justification Initial Spares/Repair Parts

This program, B00200 B-2 Squadrons, is a new start. This program, PRDTB1 MQ-9 UAV, is a new start. B-2 Squadrons: FY 2026 funding is required to procure necessary initial spares including, but not limited to, the following B-2 modernization programs: Adaptable Communications Suite (ACS) 4.0 and B-2 Collaborative Combat Communications (B2C3). B-52: FY 2026 funding is required to procure necessary initial spares including, but not limited to, the following B-52 modernization programs: Radar Modernization, Technical Data Link, Crypto Modernization, VLF/LF, Mission Employment Trainer, other mods, and low-cost improvement programs. C-5: FY 2026 funding request is to procure C-5 aircraft initial spares. Funding request to ensure C-5 viability and improve aircraft availability in support of the Office of Secretary of Defense (OSD) Cost Assessment and Program Evaluation (CAPE) readiness study. C-17: FY 2026 funding requested to procure initial spares of the hardware kits for on-going modification programs for C-17 aircraft to include but not limited to Beyond Line of Sight (BLOS), Replacement Heads-Up Display (RHUD), Filter Fire Mitigation (FFM), Aircraft Connectivity, training systems, and other production efforts. C-130H Avionics Modernization Program (AMP) Incr. 2: FY 2026 funding request provides initial spares supporting fielding of C-130H AMP Increment 2 modification. E-4B National Airborne Operations Center (NAOC): FY 2026 funds are required to support initial spares for numerous program efforts, including, but not limited to, Survivable Super High Frequency (SSHF) for Increment 1 Ka baseplate and modem, SSHF Increment 2 WPM Modems, Various UPS systems, Spectrum Analyzer, Power Distribution Units, adapters, switches, and control panels, Low Frequency Transmit System (LFTS) Diminishing Manufacturing Sources and Material Shortages (DMSMS) spare parts, Mobile User Objective System (MUOS) Receiver/Transmitter, Control/Radio Set, Amplifier Mount, Amplifier, Mounting base and Cooling Shroud, Advanced Extremely High Frequency (AEHF) developed systems including Airborne Computing System (ACS), Enhanced Command Consoles (ECC), Automatic Patch and Test System (APTS), Live Data Recording Element (DRE), 10GigaByte Ethernet, and APIP developed A Kit, and Low Cost Modifications. F-15E: FY 2026 funding will be used to procure initial spares for F-15 modification programs including, but not limited to, MIDS-JTRS, MUOS/SATURN, and DTM II. F-15EX - No FY26 funding is being requested F-15 EPAWSS: FY 2026 funding will be used to procure critical EPAWSS initial spares required to support F-15E missions and aircraft availability metrics. F-16: FY 2026 funds are required to procure initial spares to support the fielding of multiple program efforts, including, but not limited to, Comm Suite Radio Upgrade, Modular Mission Computer (MMC) Programmable Display Generator (PDG), Secure Mission Data System (SMDS) and Active Electronically Scanned Array (AESA). For additional detail, BP11 Line Number 29 Doc can be referenced. F-22 Squadrons: The FY 2026 funds support the procurement of initial spares to include repairable and consumables items necessary at all levels of supply in time to support newly fielded end items. Efforts include but are not limited to the following: Link 16, Sensor Enhancement, CRPA, Crypto Modification, Mode 5 Identification Friend or Foe (IFF), and Low Drag Tanks and Pylons (LDTP). Link 16 hardware is required to enable Link 16 transmit, critical for combat operations. Sensor Enhancement hardware is required to implement advanced technology developments to maintain the platform's air superiority role. Crypto hardware is required to support National Security Administration mandates. Mode 5 IFF enables IFF Challenge and Reply capabilities on all Block 30/35 F-22 aircraft. LDTP provides increased range capability while maintaining own-ship survivability. Additional initial spares may be required to support newly fielded end items which are not tied to a specific thrust but rather are a result of a small project, reliability, maintainability or sustainability retrofit. F-35: The FY 2026 discretionary funding supports the necessary production lead time for procurement of initial spares for Air Vehicle, Propulsion and Site Activation and Hardware for new production aircraft in Lot 20 and Depot Lay in spares required for F135 engine overhaul maintenance. Funds the Department of the Air Force's unique Deployed Spares Packages (DSP) to ensure USAF requirements align with Operational Plans for Combatant Commanders to support the National Defense Strategy. The USAF share of the JSF Global Spares Pool (GSP) costs are maintained with proper inventory levels to support daily training and operational USAF Fleet sustainment activities. The GSP is a foundational tenet of the F-35 joint program, whereby the USAF, Navy, Marine Corps, seven international Partners and twelve Foreign Military Sales (FMS) customers share the cost of spares, eliminating the need for each individual Participant to procure their own full depth and range of spares. Continued investment supports War on Readiness initiatives to increase Mission Capable (MC) rates across the Enterprise and ensures procurement of spares at required levels to meet sustainment milestones for all Participants. HH-60W: FY 2026 funding request is to procure HH-60W initial spares for Diminishing Manufacturing Sources including, but not limited to, Radar Altimeter and Low Noise Amplifier items, as well as spares for training devices and modifications. KC-46: FY 2026 funding request is for initial spares parts pipeline and repair spare parts, to include spare engines, in support of newly fielded KC-46A aircraft; supports Air Mobility Command's bed-down plan, as required by title 10 U.S.C. Chapter 9A, Sec 240-D. FY 2026 funds will be used to competitively procure initial spares using multiple-award IDIQ contracts. KC-135: FY 2026 funding request is for initial spares to support KC-135 efforts to include but not limited to Real Time Information In Cockpit (RTIC); Mobile User Objective System (MUOS); Communication (COMM) 2 Cryptographic and Data program; High Frequency (HF) Modernization; and Center Console Refresh (CCR) programs. MH-139A: FY 2026 funding request is for initial spares, including but not limited to airframe, engine, readiness, and training systems to support the MH-139A aircraft. MQ-9: FY 2026 funding request to procure minimal level of spares for Proliferated Low Earth Orbit (PLEO) and MQ-9 Multi-Domain Operations (M2DO) kits as part of the modification schedule for the fleet. Precision Attack Systems Procurement: FY 2026 funding is required for procurement of initial spares to support and maintain Advanced Targeting Pods modified with enhanced combat identification, longer range target location, improved imagery processing and target identification. Efforts will reduce collateral damage, and increase fratricide prevention for F-15E, F-16, A-10, B-1B, and B-52. Spares will include major sub-components such as mid-wave and long wave infrared cameras, mission processors and controllers, and redesigned data links for encryption, as well as eye-safe lasers for use in urban environments. RC-135 Aircraft: FY 2026 funds are required to procure initial spares in support of modifications of three different RC-135 aircraft mission design series utilizing seven separate engineering baselines. The initial spares consist of numerous non-stock listed, commercial-off-the-shelf (COTS) LRU's, SRU's and piece part electronic components necessary for initial fielding and operations at seven world-wide operating locations. T-7A (APT): FY 2026 funding request for initial spares, including but not limited to airframe, engine, readiness, and training systems to support the T-7A aircraft and devices.
